1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
EASTER EGG HUNT
2.
Request permission to grant approval to Supporting Adults Independent Living, Inc. to
utilize Fugleberg Park and facilities on Friday, April 14, 2006, from 4:30 p.m. to 7:30 p.m.,
for an Easter Egg Hunt, in accordance with the attached letter of request.

OTTER STREET CHILDREN'S FISHEREE
Request permission to grant approval to the Otter Street Fishing Club to utilize
Menominee Park, Millers Bay and facilities on Saturday, August 12, 2006, from 5:30 a.m.
to 12:00 noon, for their 15th Annual Free Children's Fisheree, in accordance with the
attached letter of request.

WALLEYE FEST
Request permission to grant approval to the Otter Street Fishing Club to utilize
Menominee Park, Millers Bay and facilities on Friday, Saturday and Sunday, June 16,17,
and 18, 2006, and to grant exclusive use of the two large fishing docks in the park from
12:01 a.m. on June 16th through 6:00 p.m. on Sunday, June 18th, for their Walleye Fest
event, in accordance with the attached letter of request.

OAKLAWN WALK-A-THON
Request permission to grant approval to Oaklawn Elementary School to close Viola
Street, from Main Street to Jackson Street, on Monday, May 1, 2006 (rain date
Wednesday, May 3rd), from 8:00 a.m. to 2:30 p.m., for their annual Walk-A-Thon, in
accordance with the attached letter of request.
WEDNESDAY FARMERS' MARKET
6.
Request permission to grant approval to the Wednesday Farmers' Market to utilize the
400 Block West parking lot every Wednesday, from May through October, 2006, from
7:00 a.m. to 12:00 noon, for their Farmers' Market, in accordance with the attached letter
of request. Also attached is a letter from the BID Board regarding this request.
7. APPLE BLOSSOM BOOKS EVENT
Request permission to grant approval to Apple Blossom Books to utilize three parking
spaces in the Division Street lot on Saturday, May 6,2006, from 10:00 a.m. to 1 :00 p.m.,
to park PowerCon race cars for their special event, in accordance with the attached letter
of request.

BLOCK PARTY
Request permission to grant approval to the residents of Minnesota Street to close
Minnesota Street, from South Park Avenue to 1 ih Avenue, on Saturday, May 13, 2006,
from 2:00 p.m. to 8:00 p.m., for their neighborhood block party, in accordance with their
recently submitted Block Party Request Form.
BLOCK PARTY

Request permission to grant approval to the residents of Minnesota Street to close
Minnesota Street, from South Park Avenue to 1 ih Avenue, on Saturday, June 24, 2006,
from 2:00 p.m. to 8:00 p.m., for their neighborhood block party, in accordance with their
recently submitted Block Party Request Form.
10. MIDWEST WALLEYE TOURNAMENT
Request permission to grant approval to TFM Promotions Ltd. to utilize Rainbow Park and
facilities on Saturday and Sunday, April 29 and 30,2006, from 5:30 a.m. to 6:00 p.m., for
their Midwest Walleye Tournament, in accordance with the attached letter of request.
11. FLEET FARM TOURNAMENT
Request permission to grant approval to TFM Promotions Ltd. to utilize Menominee Park
and facilities on Friday, Saturday and Sunday, August 4, 5 and 6, 2006, from 5:30 a.m.
to 6:00 p.m., for their Fleet Farm Tournament, in accordance with the attached letter of
request.
12. MIDWEST WALLEYE TOURNAMENT
Request permission to grant approval to TFM Promotions Ltd. to utilize Menominee Park
and facilties on Saturday and Sunday, August 26,2006, from 5:30 a.m. to 6:00 p.m., for
another Midwest Walleye Tournament, in accordance with the attached letter of request.

Dear Mr. Tom Stethany,
I spoke to the lady in the Oshkosh Parks Office. She instructed me to send a letter of request to
you about the event the agency I work for is planning. The agency I work for is planning a small
Easter Egg Hunt with plastic eggs. We will be fi!ling them with candy and gift cards. We work with
consumers who are mentally disabled. Our consumers with be with support staff from the agency
for the event. We will pick up all leftover eggs.
We would like to have it at FuQleberq Park on April 14,2006 5:30pm-7:30pm. We will be putting
out the eggs around 4:30 pm.

Dear Sir,
The Otter Street Fishing Club is asking the Oshkosh City council
and Oshkosh Parks Department to approve our request to sponsor
our 15th Annual Free Children's Fisheree, Saturday morning,
August 12th, 2006 at Menominee Park.
The area we would like to use is the shore of Millers Bay, North
of New York Ave to the Break Water at the end of Menominee Drive.
The Otter Street Fishing Club will coordinate the final details
of this event with the Oshkosh Parks DIrector, Mr. Tom Stephany,
and Sergeant Tim Bakri of the Oshkosh City Police Department.
If approval is granted, The Otter Street Fishing Club is
requesting a copy of the approval to have on site.

Dear Sir,
The Otter Street Fishing Club is the sponsor of Walleye Fest
2006, to be held at Menominee Park on June 16,17,& 18th. Each
year we have encountered problems with access to the two large
docks in the park. Boats tied up at those docks remain there and
prevent access by the over 340 boats registered for the
tournament. We are informed by the police department that the
current ordinance allows boats to remain at these <;locks up
to 18 hours.
We would like to request the City Council to grant an exclusive
use permit to the Otter Street Fishing Club for these docks from
12:01 am on June 16th until 6 pm Sunday, June 18th for the
purpose of running this event. The Fishing Club has contributed
half the funds to construct these docks and would greatly
appreciate their exclusive use during these three days. We thank
you for granting this request last year and ask your
consideration again this year~ Also a copy of the permit (if
granted) for on site use is requested.

Oaklawn Elementary School is having it's annual Walk-a-thon again this year. We are asking
to have Viola Street, from Main to Jackson, closed May 1,2006 (rain date May 3rd) from
8:00 am - 2:30 pm.
Last year the children raised close to $3000.00, this year we hope to beat that total, as the
money made will go to buying new books for our Media Center.

Dear Richard Wollangk and all Council Members,
We are putting in a request to hold our Farmers Market at the Church and
Division lot again this year. I know we had a problem last year, but it was
resolved and we were allowed to go back there and sell again.
We got a letter from the BID saying the business people there didn't want us
there. They were named in the letter. We went and talked to all of them and that
is not true, they all want us there and they were not contacted about this matter.
Some of them were upset about it and want us to show them the letter, which we
will do. One of them was Pearson's Pig and Poultry. I talked with Melissa Hunt
from the chamber and she told me she should not have put the names of those
business's in that letter without getting their permission.
We feel that we are helping them get more business by getting more people
downtown. We are an asset to the downtown. We have been there many years
and nobody bothered us until now, and I don't see any reason why you want to
get rid of us now. The people all like coming there to get their fresh vegetables
every Wednesday. Our WIC paper was sent in March 14, and the insurance is
ready to go. Mr. Woflangk sent us a letter stating that the BID invited us to the
Opera House Square location on Market square. They have been trying to get
that going and it's not working out. We are turning your offer down as it is not a
suitable place for us. None of the sellers want to sell there and the people don't
care about it either.
Our hope is that you will reconsider and please leave the market where it is.

I am writing in reference to the Farmer's Market that has previously been located in the
parking lot behind the 400 Block of North Main Street on Wednesday mornings. At the
BID Board meeting on January 17, 2006, the BID approved a motion to forward a letter
to you stating the merchants' need for the parking spaces where the Wednesday
Farmer's Market has been locating. Unfortunately, the spot that the Farmer's Market
uses encompasses monthly spaces, metered spaces and 90 minutes spaces in a lot
that services downtown's businesses and customers. Nearby merchants including
Salon Mode', Village Market, Karla G's, Friend's Unique Boutique, Race Office
Products, and the new Pearson's Pig and Poultry are all affected by this use. The
farmers bring in their trucks and stands, remain for four to five hours, and are not cited
for parking violations or required to purchase a permit. Other shoppers and merchants
in the area are subject to fines if they remain more than 90 minutes.
The Downtown Oshkosh Business Improvement District Board would like to invite the
farmers to locate at Opera House Square I Market Street for the summer of 2006. There
is adequate space and the Downtown Oshkosh Business Improvement District would
support it as an event (including insurance and advertising) since it would be a part of
the Wednesday Noon Concert Series in the Square.

RE: Request for use of city lot for a special event
Dear Distinguished Council Members:
Apple Blossom Books LLC has hosted many special events at its location
since it opened in September 2005, including story times, book clubs,
character visits, author sigffmgs;pöetry readings, and more. Theseevents
have been growing in popularity, and they offer a reason for more families
and individuals to come downtown to shop. In May, we'd like to offer an
event that may capture the imaginations of boys in particular.
VV e would like to host an event on May 6th that would allow our patrons to
meet some of the local racers from the PowerCon race track. In addition,
we'd like to offer the opportunity to view the race cars. VVe'd start off the
event with a special story time for younger children featured on cars and
racing plus a talk with the racers themselves. Then the racers would be
available to answer questions, chat or give a tour of the modifications of their
race cars. The event woulq be free and open to anyone.
To offer the event as envisioned, we request the use of 3 parking spaces in the
city lot at the comer of Division Street and Church A venue behind the
bookshop on Saturday, May 6th from 10am-1 pm. VVe'd prefer to use the spots
closest to the bookshop in the middle of the lot, not by the fence, in order to
give the best access to the race cars.

Dear Trish:
I would like to reserve Rainbow Park for ~idwest Walleye Tournament April 30 2006. We
would setup Saturday April 29, 2006. We will not need shelter just electricity whichwe have run

from the shelter by the restrooms In the past. We would also request that there would be some
garbage cans available to assure that we can leave the area clean. In the past we have not had
garbage cans available.
I would also like to request Menominee Park for August 5 & 6, 2006 for t~leet Farm
tournament. We would ~tup on Friday August 4, 2006. We would also like Menominee Park
for August 27,2006 for ~idwest Walleye tournament. We would set up Saturday August
26,2006. Again we would not require a shelter but electricity which the power box is located
close to our setup area. We again would request some garbage cans to assure we can leave the
area clean when we leave the park. If we could have some park benches at these events as we
generally have a big crowd. We could use twenty to thirty benches for the public.
We have insurance and will provide the city of proof of insurance as we have in the past. Can
you provide me the information on what can be done as far as the launch fees for tournaments?
