BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. FREE MOVIES IN THE PARK 2. Request permission to grant approval to the Oshkosh Downtown Business Improvement District to utilize Opera House Square and facilities, and to close Market Street, from High Avenue to Algoma Boulevard, on Friday nights, July 7, 14,21,28, and August 4 and 11 (with rain date of August 18th), 2006, from 4:00 p.m. to 11 :00 p.m., for Free Movies in the Park, in accordance with the attached letter of request. SENIOR TRIATHLON BIKE EVENT 3. SHELTER TREK Request permission to grant approval to the Oshkosh Area Humane Society to utilize Menominee Park and facilities on Saturday, September 9,2006, from 8:00 a.m. to 12:00 7. p. m., for the13th Annual Shelter Trek, in accordance with the attached letter of request and memorandum from Parks Director Tom Stephany. GRAND OPERA HOUSE PERFORMANCE SEASON Request permission to grant approval to the Grand Opera House to utilize Opera House Square and facilities, and to close Market Street, from High Avenue to Algoma Boulevard, on Sunday, July 16, 2005, from 8:00 a.m. to 7:00 p.m., for the announcement of the Grand's Performance Season (this is a change in date from the originally approved July 15th), in accordance with the attached letter of request and memorandum from Parks Director Tom Stephany. 8. BREAST CANCER RUN/WALK/ROLL Request permission to grant approval to the Kappa Lambda Chapter of Zeta Tau Alpha from UW-O to utilize Opera House Square, city streets and facilities, and to close Market Street, from High Avenue to Algoma Boulevard, on Saturday, October 7,2006, from 8:00 a.m. to 12:00 noon, for their Breast Cancer 5K Run/Walk/Roll, in accordance with the attached letter of request. 9. PLACEMENT OF AIRPLANE IN OPERA HOUSE SQUARE Request permission to grant approval to the Mayor's Breakfast Committee to sponsor a display of a Cessna 172 "Skyhawk" airplane in Opera House Square during the EAA AirVenture 2006, from July 24 through July 30, 2006, in accordance with the attached letter of request. 10. WEDDING PROCESSION Request permission to grant approval to an Oshkosh citizen to utilize city streets and facilities on Saturday, April 29, 2006, from 12:30 p.m. to 2:30 p.m., for a wedding procession, in accordance with the attached letter of request. This event is the primary fundraiser sponsored by the Fox Valley Outreach Office of the Alzheimer's Association - Greater Wisconsin Chapter, 201 E. Bell Street, Neenah, WI 54956. The Fox Valley Outreach Office is dedicated to providing programs and services to persons affected by Alzheimer's disease. The Alzheimer's Association is the premier source of information and support for the almost 5 million American's with Alzheimer's disease. Approximately 18,000 of those individuals living in our Fox Valley-Green Bay outreach area. The Alzheimer's Association's mission is to eliminate Alzheimer's disease through the advancement of research and to enhance care and support for individuals, their families, and caregivers. Memory Walk is part of the Association's annual premier fundraiser nationwide. All locally raised Memory Walk dollars stay in the area to assist the Alzheimer's Association - Greater Wisconsin Chapter in providing these services at little, or no charge: 24-hour caregiver helpline, family care consultation, caregiver support groups, Safe Return, lending library, education, and advocacy. In 2005, this Memory Walk site at Menominee Park gathered over 350 walkers with almost $65,000.00 raised. These dollars remain in the Fox Valley outreach area to provide the above services. This year, our goal is 400 walkers and $69,000.00. Granted permission, the 9th annual Memory Walk at Menominee Park will be held on Saturday, September 16, 2006 from 6:30am to 12:30pm. Box 1130 Oshkosh, VVI54903 Dear Mr. Stephany: I am writing to request permission to use Menominee Park again this year for the Oshkosh Area Humane Society 13th Annual Shelter Trek. The annual dog walk event is being scheduled for Saturday, September 9. 2006 from 8:00 a.m. to 12:00 p.m. There are approximately 200 Oshkosh residents who participate in this annual event. This walk serves as a major fundraiser for our organization. In 2005, Shelter Trek raised $20,000 to help support our programs and services. OAHS is aware of the ordinance prohibiting dogs in our city parks; however we are again requesting a special allowance for this one event. VVe would like to use the North side of the park, as we have been allowed to do the last two years. Participants are to only walk on the trail leading through the park during the scheduled AM walk and must clean up after their dogs immediately, if necessary. OAHS provides additional waste bins along the route for waste which OAHS removes from the park immediately following the event. I have enclosed a copy of the 2005 registration form participants were required to complete prior to their participation. As you will notice, I have highlighted our Policies, which state that pets must be current on vaccinations, licensed, leashed and under control at all times. Also, owners must clean up after their pets and we do provide bags. Volunteers walk the path ensuring these policies are followed and, in the 12 years of conducting this event, we have never had someone disregard our policies. The event typically includes a one mile and a two mile long walk with or without pets. The walk through the park on the trail works perfectly for our Shelter Trek event. I know the Shelter Trek participants and event organizers have appreciated having use of the park in the past and would respectfuHy leave the grounds in good condition at the conclusion of the event. Lange, Event Manager for the Grand Opera House requesting a change of date for use of Opera House Square and the closing of Market Street on Sunday, July 16,2006 (approved date was Saturday, July 15,2006). His concern was a conflict with the Blues & Brews scheduled for Saturday, July 15th at the Leach Amphitheater and the Grand's event. We feel that it would be prudent to avoid conflicting with the Blues and Brews event being held at the Leach Amphitheater on that day. We now plan on having our event on the following Sunday, July 16, 2006. Therefore, the Grand Opera House would like to request your approval, and to be recommended to the Council, for an event in Opera House Square on July 16, 2006. Our plan is to use Opera House Square and to close Market Street, from High Avenue to Algoma Boulevard, for a concert and our 2nd annual public announcement of The Grand's performance season. Again, please release our reservation for Grand Opera House Square for July 15th, 2006. The headliner of the concert will be Jim Moore and the Animal Band. This Family oriented music group has songs that cover such topics as recycling and how and when to use "911." The concert will be video taped and footage will be used for P.S.A.s covering the types of topics that the band sings about. There are also plans for games and snacks in the park in a "street fair" sort of atmosphere. Initial plans are to begin setting up at 8:00 am on the morning of July 15 and to have the park clear by 7:00 pm. The event itself is tentatively scheduled to run from 1:00 pm to 5:00pm. I have already spoke with the Parks Department and use of the Opera House Square as the starting point of the race has been approved. Beginning at Opera House Square, the race will route will travel north on Algoma Blvd. to Vine Street, Vine Street to High Avenue and High Avenue back to Opera House Square. We would like Market Street between High Avenue and Algoma Blvd. to be closed. The race will begin at 9:00 a.m. and will be a total distance of 3.2 miles or 5 kilometers. The above mentioned streets on our route will only be in use for the race for approximately 45 minutes to one hour after the race begins. Entertainment will also be provided for the community and our participants after the race. Being titled "Zeta Tau Alpha Think Pink 5K Run/Walk/Roll," our goal is to raise $5,000 to be donated toward our national foundation for Breast Cancer Education and Awareness. We would like to continue this annual event in the future to proceed to raise awareness and money for such a worthy cause. According to the traditional Hindu wedding, the groom's entourage starts in a procession, with the groom riding a horse or a horse-drawn carriage, and travels a couple of blocks to reach the place of the wedding. In our daughter's wedding, our plan is to have the groom ride in a horse-drawn carriage followed by his entourage, start from Park Plaza Hotel entrance and travel a couple of blocks to reach Grand Opera House. The Wedding ceremony will take place in the Grand Opera House.
