1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
SAWDUST DAYS
2.
Request permission to grant approval to the Oshkosh Sawdust Days Committee to utilize
Menominee Park and facilities from Monday, June 26 through Thursday, July 6, 2006,
from 6:00 a.m. to 11:45 p.m., to hold their Sawdust Days event, in accordance with the
attached letter of request and memorandum from Parks Director Tom Stephany.
3.
FESTIVAL OF SPRING
Request permission to grant approval to the Paine Art Center and Gardens to close
Algoma Boulevard, from Congress Avenue to New York Avenue, and Congress Avenue,
from Algoma Boulevard to Elmwood Avenue, on Saturday, May 20,2006, from 5:00 a.m.
to 5:00 p.m., to accommodate their Festival of Spring event, in accordance with the
attached letter of request.
4.
FAIRE ON THE GREEN
Request permission to grant approval to the Paine Art Center and Gardens to close
Algoma Boulevard, from Congress Avenue to New York Avenue, and Congress Avenue,
from Algoma Boulevard to Elmwood Avenue, on Sunday, July 9, 2006, from 5:00 a.m. to
5:00 p.m., to accommodate their Faire on the Green event, in accordance with the
attached letter of request.

CHURCH PICNIC
Request permission to grant approval to First English Lutheran Church to close Minnesota
Street, between 10th Avenue and 11 th Avenue, on Sunday, June 4, 2006, from 12:00 noon
to 3:00 p.m., for their annual church picnic, in accordance with the attached Block Party
Request form.

BLOCK PARTY
Request permission to grant approval to the residents of Minnesota Street to close
Minnesota Street, from 9th Avenue to 11th Avenue, on Saturday, July 29,2006, from 3:30
p.m. to 10:00 p.m., for their neighborhood block party, in accordance with the attached
Block Party Request form.
7.
MISS WISCONSIN PARADE
Request permission to grant approval to the Miss Wisconsin Committee to utilize city
streets and facilities on Wednesday, June 22,2006, from 5:30 p.m. to 7:30 p.m., for the
Miss Wisconsin Parade, in accordance with the attached letter of request.
8.
BASS FEDERATION NORTHERN DIVISIONAL CHAMPIONSHIP
Request permission to grant approval to the Oshkosh Convention & Visitors Bureau to
utilize Menominee Park, Millers Bay and facilities on Wednesday, Thursday and Friday,
September 13, 14, and 15, 2006, from 5:00 a.m. to 5:00 p.m., for the 2006 Bass
Federation Northern Division Championship Fishing Tournament, in accordance with the
attached letter of request and memorandum from Parks Director Tom Stephany.

Please find the annual request from Ellen Schmidt, Co-Chair of Sawdust Days to hold the Sawdust Days
Festival in Menominee Park from June 30th through July 4th.
I would like to report that the organizers are very cooperative and that their event should not present any
problems for either Menominee Park or the park users. I have worked with these organizers in different
capacities in the past and they have been excellent to work with and have been responsive to directives
in regard to their event and park use.
I would like to recommend that the City Council approve the request as submitted.

Dear Mr. Stephany:
The Oshkosh Sawdust Days Committee would like to submit our formal request for the use of
Menominee Park for the 2006 festival which will run Friday, June 30th through Tuesday, July 4th,
2006. We would like to reserve the shelters as we have in the past.
We are proud to be celebrating our 35th anniversary with the fantastic Carson and Barnes Circus, the
request for the circus was submitted in October 2004. It should be a wonderful event for Oshkosh
and the surrounding area.
Tip Top Shows will begin arriving, Monday, June 26th to begin general set-up. At this time, we would
like to close off a portion of the parking lot east of the lighted ball diamond. We will begin closing off
Pratt Trail at the Parkway Avenue intersection, restricting some traffic from Irving and Hazel and
closing it to the public by June 28th. We will work with you regarding the open areas for boaters.
Sawdust Days will begin setting up June 28th and will complete tear down on July 6th, 2006. The
hours for the festival and Tip Top show would be as usual, music off by 11 :OOPM but the rides will sell
tickets until 11 :30 PM and the rides will close at 11 :45 PM. This allows the ticket holders to use their
purchases. When a schedule has been developed we will submit it with specific hours for opening
each day.
Our Historical Village would like to use the same area along the water near the point and the pump
house. The participants and public never seem to get over the beauty of our park and the enjoyment
they receive from our living history. This will enable us to keep the major portion of the park open to
the public and allow closer parking for them. Since we like to keep the park clear for the public, the
re-enactors request permission to park their support vehicles on the grass north of the lighted ball
diamonds, east of Webster Stanley School. That area worked out very well in the past and created
no difficulties. We would like to have permission for street parking as in previous years.
The committee will be in charge of the History Village so that strict guidelines for care and cleanup of
the grounds will be rigidly enforced. We will work closely with you and the city regarding any of the
particular details required to address this issue.
There are some special concerns that have come to the Sawdust Days Committee; we would like to
address each waiver in an attempt to prevent misunderstandings. The committee for the re-enactors
would like to request an open fires permit. They are very cautious and use well contained fires for
cooking and demonstrating their way of life. The sod is removed and replaced so the area will remain
intact when they leave. A few of the history vendors use souvenir glass bottles which are to be
refilled with beverages such as root beer or sassafras.
We would like to request a waiver of the glass bottle ordinance for the re-enactors; other vendors
would have to adhere to the ordinance. The re-enactors will be staying in their lodges or tents,
vendors and Tip Top employees by necessity will have to stay in the park overnight so we would like
to request a waiver of the overnight camping ordinance. We plan to post signs stating, "Camping By
Permit Only". The other issue brought to our attention would be a waiver for dogs in the park with
certain stipulations. Owners would have to have proof of rabies, be instructed wherè to walk dogs,
clean up after them, and keep them on a leash or inside. They will also be supplied with some type of
identification to indicate they are owned by participants of the festival.
The plans for the July 4th parade are progressing well, the parade committee feels much more
confident because of the support they have enjoyed. Doc Sonnleitner and the Viet Nam Vets are
coordinating that committee and I'm sure they will have a great parade.
The committee would like to thank you and the Common Council for all the help and cooperation we
have received to make this community festival a success. We look forward to working with you again
next year. The changes and additions have been well received by the public and we shall continue to
strive for an even better festival. We will be applying for our "Class B" license at a later date.

As spring is approaching, the Paine Art Center & Gardens is preparing for two of our
largest events. These events would be the Festival of Spring event to be held on Saturday,
May 20, 2006 and the Faire on the Green event to beheld on Sqnd~y, July 9, 2006. These
events bring thousands of people to Oshkosh and in particular to the area where.the Paine
is located. .
Because of this anticipated large audience, the Paine is requesting that both Algoma
Boulevard and Congress Street be closed for both events. The portion of the streets that
we request to be closed is Algoma Boulevard from Congress Avenue to New York
Avenue and Congress A venue from Algoma Boulevard to Elmwood A venue.
This area is heavily congested with the traffic of vendors who are coming as early as 5 :00
a.m. to set up their booths for the event. This same congestion occurs again after 4:00
p.m. when the vendors will be trying to load up their vehicles and leave. During the
event, there is the large flow of pedestrian traffic. For this reason, we are requesting that
both streets be closed from 5;00 a.m. to 5:00 p.m. on the days of these two events.
In addition, we are requesting that "No Parking" signs be placed on Congress Avenue
and Algoma Boulevard the night before to accommodate both events.
Staff members will be working both events and the Auxiliary Police Department will be
asked to be on hand to help with traffic flow and security.
I appreciate your consideration of this request at the next city council meeting and ask
that you inform me of the decision at your earliest convenience. If you have any

The purpose of a BLOCK PARTY is to provide social interaction among block
residents in order to strengthen a neighborhood. Closing of a street for such a
party should not adversely impact any of the street's residents. The timeframe
for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m., ~
must be affirmed by the Oshkosh Common Council, and be based upon a
