Items Defeated by the Traffic Review Board at their February 14, 2006 Meeting
A CITIZEN REQUEST FOR A FOUR-WAY STOP AT THE INTERSECTION OF SOUTHLAND AVENUE
AND WESTFIELD STREET. [CURRENT CONDITION: STOP SIGN ON SOUTHLAND AVENUE].
This is a citizen request.
The warrants for a four-way stop are shown below:
1) The total vehicular volume entering the intersection from all approaches must average at least
500 vehicles per hour for any 8-hour period.
2) The vehicular volume on the minor street must average at least 200 vehicles per hour for the
same 8 hours as above.
3) The traffic volumes are approximately equal in distribution.
4) Five or more reported accidents in a 12-month period of a type susceptible to correction by a
four-way stop sign. Such crashes include right and left-turn collisions as well as right-angle
collisions.

The total traffic volume warrant was met for two (2) hours, and the minor street traffic volume
warrant wasn’t met during any hour long period.
The accident history for this intersection is shown below:

The normal accident rate for an intersection with this level of traffic would be between two to three
accidents per year. The current traffic controls at this intersection seem to be successful in
maintaining a safe environment. A four-way stop would require almost 4,000 vehicles per day to
stop at a non-warranted stop sign. The traffic volumes and accident history does not support the
installation of a four-way stop sign.
