Wisconsin Statntes. The submittal has been CONDITIONALLY APPROVED. The owner, as defined in Chapter

(a) Inaccessible building entrances. If Main Street entrance is not accessible provide proper signage
directing persons to rear entrance.
mc 705.1 General- Fire Walls Each portion of a building separated by one or more fire walls that
comply with the provisions of this section shall be considered a separate building. The extent and location
of such fire walls shall provide a complete separation. Where a fire wall also separates groups that are
required to be separated by a fire barrier wall, the most restrictive requirements of each separation shall
apply. Fire walls located on property lines shall also comply with Section 503.2. Such fire walls
(party walls) shall be constructed without openinl!s. In order to create the openings between the
existing building and the new expansion area, the two parcels will need to be combined to create one
parcel, there by removing the property line between these two areas of the building and allowing for the
construction of the proposed 2 hour a fire barrier. Evidence of the two parcels being combined will
need to be provided prior to occupancy.

IBC 711.3 Any penetrations of fire rated assemblies are required to be protected with a listed firestopping
system that matches the rating of the wall assembly being penetrated. Copies of the firestopping systems
are required to be provided at the time of inspection.
714.2 Fire door and shutter assemblies. Approved fire door and fire shutter assemblies shall be
constructed of any material or assembly of component materials that conforms to the test requirements of
Section 714.2.1, 714.2.2 or 714.2.3 and the fire-protection rating indicated in Table 714.2. Fire door
assemblies and shutters shall be installed in accordance with the provisions of this section and NFPA 80.
Additionally if this new bar area is to serve as a "Separately Ventilated Smoking Room" City of
Oshkosh Municipal Ordinance Section 14-1.2 (A) 5. Requires the entrance to have "solid self-closing,
self-sealing door with gaskets." - Note this plan has not been reviewed for complete compliance with
this ordinance as it does not include information that addresses all the requirements for review.
IBC 714.2.3 Doors in corridors and smoke barriers. Fire doors required to have a minimum fire-
protection rating of 20 minutes where located in corridor walls or smoke barrier walls having a fire-
resistance rating in accordance with Table 714.2 shall be tested in accordance with NFPA 252 or UL 10C
without the hose stream test. If a 20-minute fire door or fire door assembly contains glazing material, the
glazing material in the door itself shall have a minimum fire-protection rating of 20 minutes and be exempt
from the hose stream test. Glazing material in any other part of the door assembly, including transom lites
and sidelites, shall be tested in accordance with NFP A 257, including the hose stream test, in accordance
with Section 714.3. Fire doors shall also meet the requirements for a smoke- and draft-control door
assembly tested in accordance with UL 1784 with an artificial bottom seal installed across the full width of
the bottom of the door assembly. The air leakage rate ofthe door assembly shall not exceed 3.0 cfm per
square foot (0.01524 m3/slm2) of door opening at 0.10 inch (24.9 Pa) of water for both the ambient
temperature and elevated temperature tests. Louvers shall be prohibited.
IBC 714.2.7 Fire doors shall be self closing or automatic closing. There is no door schedule included in
the plans. All hardware installed on rated doors is required to comply with NFP A 80' requirements for
hardware on rated doors.
IBC 803 Interior finish based on group. Interior wall and ceiling finish shall have a flame spread index
not greater than that specified in table 803.4 for the group and location designated. The corridor in the
rear requires a class "A" finish
903.2.1.2 Group A-2. An automatic sprinkler system shall be provided throughout a fire area containing a
Group A-2 occupancy where one of the following conditions exists:
1. The fire area exceeds 5,000 square feet (465 m2).
2. The fire area has an occupant load of 300 or more.
3. The fire area is located on a floor other than the level of exit discharge
Plans provided indicate that building is being divided by a fire barrier to create areas less than 5000 sq
feet, with less than 300 occupant load, and all occupiedjloor levels on same level as.
IBC 906.1 / IFC 906.3 The maximum travel distance allowed to a fire extinguisher is 75 feet.
IBC 1003.2.2.5 Posting of occupant load. Every room or space that is an assembly occupancy shall haye
the occupant load of the room or space posted in a conspicuous place, near the main exit access doorway
from the room or space. Posted signs shall meet the requirement of municipal code section 13-5. Min 12
inches in length, min 4 inches in height with min Y2 inch lettering and the numbers being minimum 3
inches in height. The sign shall state "Limit (number) Persons". New bar area is required to be posted

IBC 1003.2.10 Exit signs are required to be installed per this section
IBC 1003.2.11 Means of egress illumination is required to be installed per this section. All paths of egreSs
are required to have adequate emergency lighting to meet the performance requirements of IBC
1003.2.11.3.
IBC 1004.3.2 Corridors - Corridors shall comply with sections 1004.3.2.1 through 1004.3.2.5. VerifY
that walls and doors forming the corridor (including walls and doors) have been constructed in
accordance with these requirements.
1006.3 Exit discharge components. Exit discharge components incorporated into the design of the exit
discharge portion of the means of egress system shall comply with the requirements of Section 1006. Exit
discharge' components shall be sufficiently open to the exterior so as to minimize the accumulation of
smoke and toxic gases. The rear exit is provided with a path of travel to a public way by means of the
easement along the South 10 feet of the property to the West. Documentation of this easement has been
provided by the owner, and this easement is required to remain in place as a condition of this approval
unless another code compliant egress path is provided, and plans for this are submitted and approved.
IBC 1209.1 Provide toilet room floors with smooth, hard, nonabsorbent surface extending minimum 6
inches up onto walls.
Comm 61.30(3) This review ~ include lighting. Comm 63.000 I Prior to installation, lighting
plans and calculations shall be prepared in compliance with the code. The plans shall be ayailable upon
request.
Comm 61.30(3) / IMC 507.2 This plan reyiew ~ include heating, yentilation, or air
conditioning. HV AC plans are required to be submitted and approved prior to installation ofHV AC
equipment. Be aware that IBC 1004.3.2.4 contains additional restriction for air movement in corridors
Comm 61.31(4) ReYisions to approyed plans. All proposed revisions and modifications which involve
rules under this code and which are made to construction documents that have previously been granted
approyal by the department or its authorized representative, shall be submitted to the office that granted the
approval. All revisions and modifications to plans shall be approyed in writing by the department or its
authorized representative prior to the work involved in the revision or modification being carried out. A
revision or modification to a plan, drawing or specification shall be signed and sealed in accordance with
Comm 61.31(1).

requirements. Plans do not indicate any fixture layout for new bar area.
MUN 30-35 (1)(5) All roof top and ground level mechanical equipment and utilities shall be fully screened
from view of any street or residential zoning district. Contact David Buck - Associate planner (920) 236-
5062 for additional information on screening requirements. All screening shall be properly anchored in
place to resist wind loads. Additionally IBC 1608.8 Roofprojections - Drift loads due to mechanical
equipment, penthouses, parapets and other projections above the roof shall be determined in accordance
with Section 7.8 of ASCE 7. No HVAC permit will he issued until a complete screening plan is
submitted and approve.

SUBMIT:
IECC 503.3.3.7 [Comm 63.0503(2)(t)) Balancing and documentation of the HV AC system shall conform
to the IMC. Balancing report required to be submitted prior to final occupancy being allowed.
IBC 1003.2.11 Means of egress illumination is required to be installed per this section. All paths of egress
are required to have adequate emergency lighting to meet the performance requirements of IBC
1003.2.11.3. Provide complete emergency lighting plan showing compliance with these requirements
prior to installation of emergency lighting system.

Comm 61.50 (4) Supervision. Prior to the initial occupancy of an alteration the supervising professional
shall file a compliance statement form SBD-9720 with this office.
A copy of the approved plans, specifications, and this letter shall be on-site during construction. All pennits are required to
be obtained prior to commencement of work.
Iu granting this approval the City of Oshkosh Iuspection Services Department reserves the right to require changes or
additions should conditions arise making them necessary for code compliance. As per state slats 101.12(2), nothing in this
review shall relieve the designer of the responsibility for designing a safe building, structnre, or component.
