A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2.
ROSEANNE HOEFEL RUN FOR DIVERSITY
Request permission to grant approval to the University of Wisconsin-Oshkosh to change
the date for the utilization of Opera House Square, city streets and facilities for the
Roseanne Hoefel Run for Diversity, now scheduled for Saturday, April 22, 2006, from 8:00
a.m. to 12:00 noon, in accordance with the attached letter of request.

BLOOD DRIVE
Request permission to grant approval to the Community Blood Center to utilize Opera
House Square and facilities, and to close Market Street, from High Avenue to Algoma
Boulevard, on Thursday, June 15, 2006, from 7:00 a.m. to 6:00 p.m., to conduct their
"Operation Donation", in accordance with the attached letter of request.
4.
GRAND OPERA HOUSE PERFORMANCE SEASON CELEBRATION
Request permission to grant approval to the Grand Opera House to utilize Opera House
Square and facilities, and to close Market Street, from High Avenue to Algoma Boulevard,
on Saturday, July 15, 2006, from 8:00 a.m. to 7:00 p.m., for the announcement of the
Grand's performance season, in accordance with the attached letter of request.
CARDBOARD BOAT REGATTA

Request permission to grant approval to Lutheran Homes of Oshkosh to utilize
Menominee Park, Millers Bay and facilities on Saturday, July 22, 2006, from 10:00 a.m.
to 1 :30 p.m., for their Third Annual Cardboard Boat Regatta, in accordance with the
attached letter of request.

WALLEYE LEAGUE TOURNAMENT
Request permission to grant approval to the FLW Walleye League to utilize Menominee
Park, Millers Bay and facilities on Saturday, July 8, 2006, from 5:30 a.m. to 6:00 p.m., for
their Wisconsin Division Walleye Tournament, in accordance with the attached letter of
request.
7.
LIVE AT LUNCH
Request permission to grant approval to the Oshkosh Chamber of Commerce and the
Oshkosh Area Economic Development Corporation to utilize Opera House Square and
facilities, and to close Market Street, from High Avenue to Algoma Boulevard, every
Wednesday, from May 31 through September 13, 2006, from 10:00 a.m. to 3:00 p.m., for
the Live at Lunch concert series, in accordance with the attached letter of request.
8.
OUR TOWN PROJECT
Request permission to grant approval to the Mid Morning Kiwanis Club to utilize Opera
House Square and facilities, and to close Market Street, from High Avenue to Algoma
Boulevard, on Thursday, July 20, 2006, from 4:00 p.m. to 9:00 p.m., for their "Our Town"
project, in accordance with the attached letter of request.
9.
MAYOR'S BREAKFAST
Request permission to grant approval to the Mayor's Breakfast Committee to close the
drive-up lane of the Oshkosh Convention Center from 1 :00 p.m. on Thursday, July 27,
2006, to 1 :00 p.m. on Friday, July 28, 2006, and to allow free parking in the parking lots
on Pearl, Ceape and Otter during the breakfast from 6:00 a.m. to 10:00 a.m., on Friday,
July 28, 2006, for the 1 th Annual Mayor's Breakfast, in accordance with the attached
letter of request.

Dear City Council Members,
At the City Council Meeting on January 24,2006, the Council approved my request to utilize Grand
Opera House Square, city streets and facilities for the Roseanne Hoefel Run for Diversity.
However, we have realized that we need to change the date of the run to April 22, 2006. At the
time of originally selecting the date, we did not know that Walk For America would be holding an
event the same day. Therefore, we would like the City Council to approve this new date of April
22,2006 for the run. Then, our event will no longer be in conflict with Walk For America. All the
other information in the original letter will remain the same.
I apologize for the oversight on our part about the date. On behalf of the organizing committee of
the Roseanne Hoefel Run for Diversity, I thank you for your re-consideration of this event's date.

Dear City Council,
My name is Carrie Tucker and I'm your local representative ftom the Community Blood
Center. The Community Blood Center is your local sole blood provider and we have
been providing 100% of the blood products used at Mercy Medical Center since
September of 1995 and at Aurora Medical Center since Julyof2003. We also provide
the blood products used in hospitals surrounding your community such as Berlin
Memorial Hospital, Ripon Medical Center, and Theda Clark Medical Center in Neenah. ¡ 5
This year, The Community Blood Center is looking to host a special event blood drive in ~ J(\t
Oshkosh called "Operation Donation". At this special lifesaving event, we are looking to ;
recruit blood donors from area businesses as well as ftom community organizations. This
event would be on either the second or fourth Thursday in June an wou run om
8 a.m. - 5 p.m. (with appropriate time allowed for set-up and take down of the event).
We are hoping that you will allow us to park our bloodmobiles on Algoma Blvd.
alongside City Park, as well as to use the park area for our registration set-up and
reception area.

Dear Tom,
The Grand Opera House would like to request your approval, and to be
recommended to the Council, for an event in Opera House Square on July 15,
2006. Our plan is to use Opera House Square and to close Market Street, ftom
High Avenue .to Algoma Boulevard, for a concert and our 2nd alli'1ual public
announcement of The Grand's performance season,
The headliner of the concert will be Jim Moore and the Animal Band. This
Family oriented music group has songs that cover such topics as recycling and "
how and when to use "911." The concert will be video taped and footage will
be used for P.S,A.s covering the types of topics that the band sings about.
There are also plans for games and snacks in the park in a "street fair" sort of
atmosphere.
Initial plans are to begin setting up at 8:00 am on the morning of July 15 and to
have the park clear by 7:00 pm. The event itself is tentatively scheduled to run
from 1 :00 pm to 5:00 pm.
Please let me know if any further information is needed at this time. Thank you

Dear Tom,
Weare looking forward to our return to Lake Winnebago in 2006 and as a follow up to our phone
conversation with your office, we request permission to hold our Wisconsin division FL W Walleye
League tournament at the Miller Bay I Menominee Park facility on July 8, 2006.
As I explained, this will be a one day event in 2006. In previous years this tournament was our final
event for the season with the first day weigh-in at Miller Bay and the second day at Wal-Mart. We do
expect 100 boats for this tournament and will start boat check at 5:30 a,ill. on Saturday July 8th. We will
not require any shelters and we would set up our weigh-in by the docks on the South end of the bay as
we did last year. Naturally, we would police the area before we depart the evening of the 8th.
We have always had great events at the Miller Bay I Menominee Park facility and we are looking
forward to another in the 2006 season. .

Dear Mr. Stephany,
I would like to make a formal request, on the behalf of the Oshkosh Chamber of
Commerce and the Oshkosh Area Economic Development Corporation, for the use of
Opera House Square for Live at Lunch. The event, as proposed, will run every
Wednesday from May 31, 2006 through September 13, 2006. The concerts will be held
between the hours of 12:00 PM and 1:00 PM. However, the park is requested on the
aforementioned dates from approximately 10:00 AM till 3:00 PM for set-up and tear
down functions.
I would also request permission to close Market Street from High Avenue to Algoma
Boulevard every Wednesday from May 31, 2006 to September 13, 2006 from 10:00 AM
to 3:00 Pm in association with the Live at Lunch event.
This concert series has become a wonderful tradition and we expect it to grow again
this year. Please refer any questions or concerns that you have to me at (920) 303-

Dear Mr. Wollangk:
Oshkosh Mid Morning Kiwanis is planning a spring project entitled "Our Town" and as
part of that project, we would like to request the use of Opera House Square in the
downtown area.
The "Our Town" project consists of a scavenger hunt of significant Oshkosh buildings.
We've commissioned an architectural photograph of 50 Oshkosh buildings which will be
compiled in a brochure/entry form. The photographic journey through downtown
Oshkosh will run from May 1 to approximately June 25 with several events completing
the project. There will be an "Artist's Reception" in late June with a selection of full-size
photographs being auctioned. All framed photographs will be displayed at the Oshkosh
Public Library and finally, we would like to plan a "social" in Opera House Square on
Thursday evening, July 20, 2006. Anyone wishing to attend the social would be
welcome. A selection of ftamed photographs will also be auctioned at the social.
We envision a summer family event that includes selling ice cream and lemonade and
perhaps having a barbershop type performance. There will be prizes for winning
"scavenger" entrants announced that evening. A history of each building is also being
compiled and will be displayed with each photograph.
There are many other elements of this project, which I would be happy to discuss further.
We see this as a great way to bring families downtown, show pride in our community,
and raise money to support Kiwanis projects.
