PURPOSE:SUPPORT DNR ACQUISITION OF PICNIC POINT
INITIATED BY:COUNCIL MEMBER BRABENDER-MATTOX
WHEREAS, the State of Wisconsin is considering the sale of about 117 acres
commonly known as Picnic Point and generally located south of the Winnebago Mental
Health Institute; and
WHEREAS, the subject land abuts nearly 3,700 feet of undeveloped natural
shoreline on the west shore Lake Winnebago; it is immediately north of a 56.5 acre prairie
and wetland wildlife preserve owned by Winnebago County; and there is further south a
narrow strip of low-lying shoreland owned by the Department of Natural Resources for its
Northeast Regional Fisheries Operations Station; and
WHEREAS, on this property, there are several shelter-type buildings and some
limited improvements for camping, including a tower and ropes course used by private and
church groups; and
WHEREAS, the Winnebago Mental Health Institute has previously restricted public
access to this area, there is access from the two southerly parcels owned by the DNR and
the County, or along a town road that runs along the western border of the subject
property; and
WHEREAS, the area is known for its historical and archeological value, in addition
to its importance for environmental and ecological reasons; and
WHEREAS, it is appropriate for the Common Council on behalf of the residents of
the City of Oshkosh to support the Department of Natural Resources’ efforts to acquire title
to this land and manage it in a manner consistent with the desires of the public and
preserve the natural resources of the site;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the City endorses the Department of Natural Resources’ proposal to acquire
title to this land and that the proper City officials are hereby authorized and directed to
forward copies of this Resolution to the appropriate state and county officials.
