A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2.
JAYCEES EASTER EGG HUNT
Request permission to grant approval to the Oshkosh Jaycees to utilize South Park and
facilities on Saturday, April 15, 2006, from 9:00 a.m. to 12:00 noon, for their annual
Children's Easter Egg Hunt, in accordance with the attached letter of request.

AMBASSADORS SOFTBALL TOURNAMENT
Request permission to grant approval to the Oshkosh Ambassadors to utilize Menominee
Park at the Reetz Diamonds Friday through Sunday, June 9, 10 and 11, 2006, from 8:00
a.m. to 8:00 p.m., for their annual Senior Softball Tournament, in accordance with the
attached letter of request.
CORVETTE RALLY
4.
Request permission to grant approval to the Valley Vettes, Inc. to utilize Menominee Park
and facilities on Saturday, June 3, 2006, from 4:00 p.m. to 8:00 p.m., for their Corvette
Rally, in accordance with the attached letter of request.
5.
RACE UNITY SOCIAL
Request permission to grant approval to the Human Relations Council to utilize Abe
Rochlin Park and facilities on Sunday, June 11,2006, from 8:00 a.m. to 8:00 p.m., for the
13th Annual Race Unity Social, in accordance with the attached letter of request.
WINNEBAGOLAND ART FAIR

Request permission to grant approval to the Oshkosh Fine Arts Association to utilize
South Park and facilities on Sunday, June 11,2006, from 6:00 a.m. to 6:00 p.m., for the
50th Annual Winnebagoland Art Fair, in accordance with the attached letter of request.
7.
GRAND NATIONAL WALLEYE CUP
Request permission to grant approval to Fishing Promotions, Inc. to utilize Rainbow Park
and facilities on Sunday, June 4, 2006, from 6:00 a.m. to 5:00 p.m., for their Grand
National Walleye Cup Fishing Tournament, in accordance with the attached letter of
request.
8.
WWA TEAM CHALLENGE FISHING TOURNAMENT
Request permission to grant approval to the World Walleye Association to utilize
Menominee Park and facilities on Saturday and Sunday, June 3 and 4,2006, from 6:00
a.m. to 6:00 p.m., for the WWA Team Challenge Fishing Tournament, in accordance with
the attached letter of request.
9.
WATERFEST CONCERT SERIES
Request permission to grant approval to the Oshkosh Chamber of Commerce and
Waterfest, Inc., to utilize Riverside Park and facilities each Thursday, from May 25
through August 31,2006, from 10:00 a.m. to 1 :00 a.m., for the Waterfest Concert Series,
in accordance with the attached letter of request.

Dear Mr, Wollangk,
The Oshkosh Jaycee's would like to request permission to utilize South
Park, and it's facilities for the annual Children's Easter Egg Hunt. The
Jaycee's will be hosting the event on Saturday April 15th from 9 am to
noon.
The hunt has drawn an average of 1000 kids from the area. I addition to
getting a goodie bag the children get a chance to visit with our local
police and firemen as well as check out their vehicles, and visit with
mascots from local teams and businesses.
I will be in contact with the community Service Officer of the Oshkosh
Police Department to coordinate park coverage as well as blocking off
the entrance and exit.
Proceeds from this, as well as all Jaycee's fund raising events will go
back to the community. Programs that benefit are: Big Brothers and Big
Sisters, Boys and Girls Club, and the YMCA Strong Kids Program.

Oshkosh Senior Softball, commonly called the Oshkosh Ambassadors, request your
permission to hold their annual senior softball tournam~nt in Menomonee Park at the
Reetz diamonds Friday through Sunday, June 9-11, 2006. The Ambassadors are
celebrating their 15th year of providing seniors 55 and over with an opportunity to play
competitive softball against teams throughout the Midwest and have participated in many
national tournaments.
With your permission we would hold the tournament during the hours and under the rules
of the Department of Parks. '
Last years tournament hosted 16 teams from around the upper Midwest and
consequently filled many of the hotels and restaurants in town.
Your approval of this request is greatly appreciated.

We would like to ask permission to use Menominee Park On June 3, 2006.
The use will be for the ending spot of the 35th annual Trip Around The Lake.
This event is a Corvette Rally which in the past has had about 250
Corvette's as a average. We would like to make the 35th a special event. We
will have a tent put up and the Kiwanis will be serving food and beverages.
All profits will go to charity the final details haven't been worked out
completely. We are looking forward to working with the parks Dept. head to
make this a great event for the city of Oshkosh.

This letter is being written as a request to reserve Abe Rochlin Park for the 2nd
Sunday of June in 2006 for the 13th Annual Race Unity Social. I believe that date would
be June 11,2006.
I am also including with this letter the white copy of the Park Permit for June 11,
2006 along with a check in the amount of $45.00, which is the reservation amount.
Thank you very much for all of your cooperation over the years in helping us with
the reservation process as well as providing the City of Oshkosh with well maintained
parks that can be used for events such as the "Race Unity Social".

2006.1 believe the dates would be Saturday June 3,2006 and Sunday June 4,2006 for The

Dear Dick:
On the behalf of the Oshkosh Chamber of Commerce and Waterfest, Inc., please accept this
request for the use of Riverside Park to include the area up to and around the Leach Amphitheater
for the 2006 Waterfest Concert Series (our 21st year!).
Waterfest, Inc. requests to reserve and occupy "Riverside Park" defined as running from Main
Street on the west to the railroad tracks on the east with Ceape Street on the North and the Fox
River to the South. The area occupied to include all parking and all park facilities other than the
Convention Center. Additionally, we would anticipate that for safety & security purposes Court
Street (south ofCeape Street) would be vacated during Waterfest events.
TheWaterfest, Inc. plans to produce its regular season of 15 Thursday evening concert events
running each Thursday from May 25, 2006 through August 31, 2006. All concerts will be held
between the hours of 6:00 and 11 :00 p.m. As in the past, the park is requested on the
aforementioned dates from approximately 10:00 a.ill. the day of the show until 1:00 a.m. the next
morning for set-up and teardown functions that occur. Our request is consistent with our previous
year's request.
Waterfest, Inc. has made arrangements with PMI for 2006 Leach Amphitheater use for the above
mentioned dates. The relationship between PMI and Waterfest remains sound.
The Waterfest Concert Series - "Wisconsin's Best Community Concert Series" - has been a
wonderful tradition for our downtown and the entire community. We believe it has consistently
delivered on its Mission to "Celebrate the superb quality of Hfe we enjoy, promote Oshkosh On
The Water all summer long throughout NE Wisconsin, raise awareness of what our community
has to offer, instill a healthy sense of community and act as a catalyst for riverfront & downtown
economic development."

Dear Mr. Wollangk,
This is a request to reserve the South Park for the 50th Winnebagoland Art Fair
to be held on Sunday, June It, 2006, sponsored by the Oshkosh Fine Arts
Association. We will need the park and pavilion available for set-up on
Saturday, June 9 as well. I would also like to pick up 20 trash cans for use at
South Park on Sunday, and will return them Monday morning.
U any changes have been made to the park (trees planted or removed, tables
moved, etc.) please let me know so we are able to update the layout map used to
place the artists' booths. As in the past, we will be using the South West corner
of the park surrounding the lagoon and the main pavilion.
We will need the ou.tside faucet turned on by the restrooms for a water source
and the handle for it, eight large green wooden tables in the pavilion, 24 garbage
receptacles and the empty large dumpster.
We appreciate the co-operation the City Parks Department has afforded us in the
past to make this a successful event for the community. As we are a small non-
profit group of volunteers, we need all the help we can get.
