Request permission to grant approval to the Otter Street Fishing Club to utilize
Menominee Park, Millers Bay and facilities on Saturday, February 4,2006, from 6:00 am.
to 6:00 p.m., for the annual Otter Street Fisheree, in accordance with the attached letter
of request and approval from the Advisory Park Board.
3.
ROSEANNE HOEFEL RUN FOR DIVERSITY
Request permission to grant approval to UW-Oshkosh to utilize Grand Opera House
Square, city streets and facilities on Saturday, April 29, 2006, from 8:00 am. to 12:00
noon, for the Roseanne Hoefel Run For Diversity, in accordance with the attached letter
of request.

MARCH OF DIMES WALKAMERICA
Request permission to grant approval to the March of Dimes to utilize Menominee Park,
city streets and facilities on Saturday, April 29, 2006, from 8:00 am. to 12:00 noon, for the
March of Dimes WalkAmerica, in accordance with the attached letter of request and
approval from the Advisory Park Board.

SOUTH PARK MOTORCYCLE SHOW
Request permission to grant approval to the Park Avenue Bar to utilize South Park and
facilities on Sunday, June 4,2006, from 7:00 am. to 4:00 p.m., for the First Annual South
Park Motorcycle Show, in accordance with the attached letter of request and approval
from the Advisory Park Board.

Request permission to grant approval to the Volunteer Center of East Central Wisconsin
to utilize Menominee Park, Millers Bay and facilities on Saturday, May 6,2006, from 6:00
am. to 1 :00 p.m., for a Volunteer Center Walk/Run, in accordance with the attached letter
of request and approval from the Advisory Park Board.

SATURDAY FARMERS' MARKET
Request permission to grant approval to the Saturday Farmers' Market to utilize the City
Hall parking lot every Saturday, from June 3 through October 28, 2006, from 6:30 am. to
1 :00 p.m., to hold their Farmers' Market, in accordance with the attached letter of request.

FISHING HAS NO BOUNDARIES
Request permission to grant approval to the University of Wisconsin-Oshkosh to utilize
Menominee Park, Millers Bay and facilities on May 19 through May 21,2006, from 7:00
am. to 7:00 p.m., for their Fishing Has No Boundaries event, in accordance with the
attached letter of request and approval from the Advisory Park Board.

FIFTH ANNUAL FISHING EVENT
Request permission to grant approval to Terry's Bar to utilize Menominee Park, Millers
Bay and facilities on Saturday, May 20, 2006, from 5:00 am. to 5:00 p.m., to hold their
Fifth Annual Fishing Event, in accordance with the attached letter of request and approval
from the Advisory Park Board.

to the rules governing such use by the Department of Parks, Oshkosh, Wisconsin.
With your peÍmission, it is the intention of the Otter StreefFtshing Club to spònsor a
Fisheree on the above mentioned date and place.

This event will be under the general chainnanship of Club President, Doug Mosher, 1427
Wisconsin St. , Oshkosh, Wisconsin, 54901.
The Otter Street Fishing Club was fonned in 1960 and incorporated under the laws of the
State of Wisconsin on January 13, 1965, (INC. NO. 0-2568) as a non-profit organization.
The club is dedicated to and bound by our by-laws to provide such services as are within
our abilities to the people and in respect to save, convenient and enjoyable use of Lake
Winnebago and to promote conservation of this resource.
Among the services rendered by the club are: Providing access to the lake during the
winter season, placing and maintaining bridges over the pressure cracks on the lake ice to
assure save passage over these areas of hazard, and plowing roads on the lake ice to
popular fishing areas. We also provide and maintain the signal light located at the
Oshkosh Water Treatment Plant to aid in navigation on the lake during all seasons. Club
memoers,duly authorized as deputies of the Sheriff of Winnebago County, do regular
patrol of the lake during the winter season to aid in the safety and security of the public.
No fees are ever charged for these services. All proceeds, after expenses, from this or any
other event held by the Otter Street Fishing Club are used to finance and expand upon
these services.

Granted your permission, the Fisheree will be held on the ice of Miller's Bay. A tent will
be provided to be used as a general headquarters and for the sale of foodstuffs and
fermented malt beverages. All rules and regulations governing the use of this facility and
all park properties will be strictly adhered to. All permits required attendant to the use of
the park have been applied for. We wilÌ be insured, as required, to protect all .
participants. Details of the insurance will be supplied by our Club Treasurer, Terry
Wohler, 1357 Ceape Avenue, Oshkosh, Wisconsin, 54901.

Dear City Council Members,
The University of Wisconsin Oshkosh organizing committee of the Roseanne Hoefel Run For
Diversity formally requests the use of the race route outlined below to hold our charity event. This
year will be the fourth year of the run along this same route. The run is planned for Saturday, April
29, 2006 from 9:00 a.m. to 10:45 a.m. The event will be a 5K and runners, walkers, and rollers
(people with wheelchairs and strollers only) will be invited to participate. Faculty, staff, and
students at UW Oshkosh as well as Oshkosh community members have come together to create this
event in order to honor the memory of Roseanne Hoefel as well as to continue her work in
educating others on issues of diversity. Roseanne Hoefel was an associate dean in the College of
Letters and Science at Oshkosh who was committed to bringing unique educational opportunities to
students in the area of diversity. Tragically, she died in May of 2001. All proceeds from the run
will benefit the Roseanne Hoefel Multicultural Education Fund and the creation of a Social J~s~ice
Fair. .
The race will begin at Founders Plaza on Main St. between Algoma and High Streets and contin_.
as follows: Go up Algoma towards the University, Left on Vine Ave., Left on High St., Right on
Rockwell, Left along the River Walk, Right on Wisconsin, Left on Pearl, Right on Osceola, Right
on High, and finish in front of the Grand Opera House near where the race began. We will need
only one lane of Algoma and one lane of High St. to be blocked off for about a half hour to give
serious runners an opportunity to begin and finish the race without traffic delays. After that,
walkers, people with strollers, and wheelchairs will use the sidewalk. We would also like
permission to set up two tables on the downtown green for registration as well as four booths to
distribute information about running and other events in the area on the day of the event. I will be
in touch with Sergeant Bakri of the Oshkosh Police Department. In the past, the Oshkosh Police
Department has been very supportive of the run and helped us immensely with making the race
route safe for participants. For fundraising purposes, we wanted to receive permission to hold the
race on the April 29, 2006 date as soon as possible.
All rules and regulations governing the use of the Plaza and all park properties will be strictly
adhered to. We will be insured, as required, to protect all participants. Details ofthe insurance will
be supplied by me at a later date.

Dear Mr. Wollangk:
Again this year, I am writing to request permission from you and the City Council to use the
Oshkosh streets, sidewalks, etc. for our March of Dimes Oshkosh WalkAmerica. In past years,
Oshkosh Police have done such an excellent job in patrolling the Oshkosh City streets for our
WalkAmerica! The 2006 Oshkosh Walk is scheduled for Saturday, April 29, 2006 with the start
& finish of the walk at Menominee Park - Kiwanis Shelter # 1. Registration begins at 8: OOa.lll.
and the walk starts at 9:00a.m. Last year, we had over 300 walkers help the March of Dimes
raiser over $30,000. The walk is not a race..... it's just a day to get exercise, fresh air, food and
drink with friends, family, co-workers or fellow students while all raising money for the March
of Dimes - "Saving Babies, Together".
The walk routes are the same as they were in past years and the start/finish is atMenominee Park
again which was a rest area for us in the past. We will have a 3-mile, 6-mile and a 12-mile route.
Again, I will be giving the details about this year's walk to Sgt. Tim Bakri to have the safety of
our routes patrolled by the local Police Deptartment. Therefore, the Oshkosh Police Deptartment
will be aware of our walk along with dates, times and routes ofthe walk.

To the Oshkosh Parks Department,
This letter is to request the use of South Park in 2006 for
the First Annual South Park Motorcycle Show. Sponsored by The Park
Av. Bar, owner/operator Mr. John Popp.
InfOlmal meetings have been held with area motorcycle
enthusiasts :in regards as how the show should be put on. Official judges
have been contacted. This will be an open show for all makes and years
of motorcycles. People will be encouraged to bring their motorcycles
for static display or for judging. Extremely rare private collections from
the area will be on display. Most of these motorcycles have never been
seen by the general public before. We have conservatively went over the
numbers and three quarters of a million dollars of motorcycles could be
on display for this first show alone. Mr. Popp is planning to advertise
this show in trade magazines, and area and regional papers.
To put this show on we would like to request the use of the
west end of the park. Setting up much like the Central Wisconsin Auto
Collectors show. We will need to direct traffic in the park for
registration etc., like the car show does. The show hours will be from
7am to 4pm on Sunday June 4. We will reserve shelter #2 for that day.
Upon approval of the Oshkosh Common Council Mr. Popp will apply
for the required permit for beer, Reds catering will supply the food.
Since nothing of this magnitude has been planed in the fox
valley before, we are very confident this will turn out to be a premiere
event, bring the general public from all over the state. If you have any

Dear Council Members,
With your pernússion, the Volunteer Center of East Central WI - Oshkosh would like to use Menominee
Park, Miller's Bay Area on May 6, 2006 for our fundraiser. The event is from 8:30 a.m. to noon. We
would be arriving around 6 a.m. for set-up and should be cleaned-up by 1 p.m.
The Human Race is a unique opportmiliy for individuals, families and businesses to come together to
raise money for area nonprofit organizations. Participants can collect pledges toward a non..competitive
walk/run. Nonprofit agencies, sc11001s, school groups, churches and service clubs are all encouraged to
participate itt this great event. The Volunteer Center staff and board coordinate the tasks to put on this
event. We order the pledge sheets, i-shirts and food. We do the set-up and clean up. Participating agencies
and groups are asked to join us by walking and raising money for their own organization. The best part is
these groups get to keep 75 % of the money they collect and the remaining 25% goes to the Volunteer
Center for operational costs. If an agency collects more than $5,000.00 they get to keep 80% and the
remaining 20% goes to the Volunteer Center. The participating group raising the most gets to keep 90%.

Last year we had 12 participating agencies and approximately 100 people. This year we are hoping to
expand this event by having at least 20 participating agencies and approximately 250 people.
The mission of the Volunteer. CenteF of East Central WI is to develop,coordinate and promote
volunteerism to address community needs in East Central Wisconsin. We are a 501(3)c non-profit
organization. Our main office is located in Appleton and the satellite office in Oshkosh opened in May of
2004.

To the Oshkosh City Council,
After our most successful market season thus far and continued insurance
coverage/sponsorship by the Oshkosh Rotary Club-Southwest, the Oshkosh Saturday
Farmers' Market requests permission to use the City Hall parking lot for 2006. The
season begins June 3 and concludes Oct 28, with operating hours from 6:30 a.m. until
1:00 p.m. '
Sixty-two vendors made application in 2005. We had a mix of produce, plants, poultry,
eggs, meats, honey, bakery, mushroom logs, crafts and service organizations; along with
food vendors who sold egg rolls, hot dogs and hamburgers, coffee, tea, water and soda.
Activities included live music, children's days, a health/fitness day, a history day, a
cooking demonstration, and a monthly basket drawing. New this year was a vendor
contest (heritage day) where vendors dressed up and decorated their booth showing
their heritage (The winner won one free stall for 2006). Free recipes, seasonal produce
lists, schedule of events lists and gardening hints were also very well received.
The 2006 vendor fees will again be very reasonable to encourage participation. Our
customer surveys reveal repeatèd requests for continued growth and variety.

Dear City Council and Parks Department,
With the close of our second annual UWO Fishing Has No Boundaries Event it is time to start planning for next
year's event tentatively scheduled for May 20..21, 2006 in Menominee Park. For that reason, I am contacting
you today for permission to host the event again next year in Menominee Park on May 20-21, 2006. Due to our
academic schedule at the university it is important for us to host this event on the dates we have tentatively
sèheduled them for and at this time I do not know of any othe!park in the City of Oshkosh that will meet our
access needs.
I would like to reserve at this time the Kiwanis Shelter for May 19,20, & 21. We would like to come in during
the week prior to the event again to begin cleaning the stove and refi;igerator if they are in working order so we
can met code for any Health Department requirements needed. If the stove and refrigerators are not in working
order, we would appreciate your contacting us so that we can make other arrangements. In addition, to the
shelter we will need the use of the docks on the south side of Miller Bay from the Kiwánis Shelter to the
Gazebo during c~rtain periods of each day. Beginning on Friday May 19th we will need the use of the docks in
front of the Kiwanis Shelter beginning at Noon until 2:00 pm on May 21 st for boats that will be brought in on
Friday and will be staying over night on Friday and Saturday nights.
On May 20th from 7:00 - 9:30 am, 11:30-1:30pm, and4:30-6:30 pm, we will need the use of the docks all
the way down to the Gazebo. It is my understanding that the fishing event that was hosted on the same date as
ours this year, will also ~ needing the use ofthe docks down by the Gazebo from 10:00-11 :00 on Saturday,
from my discussions with Garry Winchester regarding their annual event. Though I had major concerns,
regarding the sharing of the docks down by the Gazebo for this past year's event, things went well' with the
timing and cooperation, after the shock of finding out that this group Was also utilizing a portion of the docks
we though we had reserved for our event. I have no problem sharing these docks with the other group ifboth of
our schedules remain the same.
On Sunday May 21 st, we will need the use of the docks from the Kiwanis Shelter to the Gazebo between 6:00-
9:30 am, and 11:30 - 2:00 pm for our event.

, I hoPe that you will approve our request since we feel that this event is very valuable to the university in
.. training our students, to the City of Oshkosh Parks and R~creation Department in helping them to meet ADA
requirements, to individuals with disabilities from throughout the Fox Valley, and to the community as a wbole.
If you would please contact me with information regarding the cost for the use of these facilities and any other
requirements you may have as soon as possible I would appreciate it so that our board can begin making our
plans. Since we see the need for the stove and two remgerators to be in working order, my board might consider
replacing these if need be for consideration of waiving shelter rental and/or boat ramp fees for an appropriate
length of time. This would be a possible benefit to both of our parties and other park users.

J am writing this "Letter of Request" to you for the opportunity to reserve at this time, the Gazebo
Shelter (for electricity for electronic fishing scale) on Sat May 20, 2006. We wUI be running our fifth
annual fishing event, out of Menominee Park and Millers Bay at 5:00am - 6:00am and retuming at
2:00pm - 3:00pm! In addition to this, we would like to use the Boat Docks on the south side of Millers
Bay that day as Well. We have shared the Boat Docks the past few years with Dr. Robert C. Weber and
" The UWO Fishing Has No Boundaries Event", without any problems, and look forward to working with
them again this year! The timing of our events, ensures there is not a conflict with either event, and
allows us to share a fishing scale or other Items if needed. We have worked closely with the DNR, to
ensure this event is run smoothly according to their guidelines, and are excited to host this event again
in 2oo6! The attached letter from Dr Weber, has one error that is very important.. .the time listed in his
letter states "Our use of doCks from 10:00-11:00 on Sat".. .however, the times listed above, are the
correct times, and the same times used last year!! We hope you will approve our request, and look
forward to another successful event this year!
