REGULAR MEETING held Tuesday, December 27, 2005 at 6:00 p.m. in the Council
Chambers, City Hall.
Mayor Castle presided.
PRESENT: Council Members Bryan Bain, Paul Esslinger, Frank Tower, Shirley Mattox,
Meredith Scheuermann, Burk Tower and William Castle.
ALSO PRESENT: Richard Wollangk, City Manager, Angela Koch, Deputy City Clerk, Lynn
Lorenson, Assistant City Attorney and David Patek, Director of Public Works
Council Member Bain read the Invocation.
The Pledge of Allegiance was led by Council Member Bain.
Consent Agenda
The minutes of the December 13, 2005 meeting were presented as written.
The Report of the City Manager was read.
The bills were presented in the amount of $4,908,264.48.
The Report of the City Clerk was read.

Council Member Esslinger thanked Mr. Urben and Mr. Thorkildsen for their efforts in
starting the radio station.
Council Member Mattox questioned whom the friends of Oshkosh Community Access
Television were.
Mr. Urben, Executive Director of Oshkosh Community Access Television, responded.

Council Member Statements
Mayor Castle reminded citizens to shovel their sidewalks and handicap ramps in the
winter.
Council Member Mattox stated “Kiss Me Kate” would be presented at the Grand Opera House

on December 29. She reminded citizens the Celebration of Lights would run through

January 1. She explained the Gallery Walk would be January 7. She discussed the
various museums in the area, which includes the Oshkosh Public Museum, Paine Art Center
and the EAA Museum.
Whatever Else is Pertinent or for the Good of the City
Mr. Wollangk stated there would be a workshop after the next Council meeting to discuss the
Riverwalk project. He reminded citizens that garbage pickup would be delayed a day the next
couple weeks due to the holidays.
