Brief history review: Mid-March- An employee of Appleton Lathing attempted to apply for a building permit to create some offices in the plant. I instructed the person to present plans for this work before a permit could be issued. Either later that day or the next day the same person brought in a sheet oftyping paper with a square box drawn on it and wanted the permit. I then asked some questions regarding the project, such as where is it located in the building, exit distances, how was it going to be built, what type of ceiling was proposed, etc. After hearing the answers I determined not only were offices being built, but a mezzanine was also being built above. At this time I informed the applicant thorough plans must be prepared and submitted for review by a Registered Architect or Engineer. On March 24, 1999 I learned James Larson had been retained to prepare the plans. Plans were recieved for review on Apri120, 1999 and reviewed and approved on Apri126, 1999. On Thursday, April 22, 1999 an inspection revealed these offices and mezzanine had been built, drywalled, taped and sanded and the finishing process was underway. At no time were inspections requested. I spoke to Mr. Thoe and Dave Barrow, Appleton Lathing to inquire why the project started without permits. Mr Thoe indictaed he had just bought a company and needed to move personnel and equipment here and it needed to be done fast and he did not have time to wait for plans or permit processes. He also made reference to me not being cooperative in this venture. I then informed him, without plans that provide clarification of various code concerns, I cannot be more flexible. I did indicate to him that I have been flexible on jobs in the past where assurances are provided plans are being developed and preliminary plans provide substantial clarification of code issues. However, at no time did anyone involved with this project inquire about an expedited process.
