The submittal has bcen CONDITIONALLY APPROVED. Your Petition for Variance of the code section noted above has been revicwcd. The code section petitioned requires that bedrooms and basements in unsprinklered buildings be provided with elI?-ergency escape openings to the exterior. The variance requested is to omit the emergency escape opcnings. The intent of the code section petitioned is to provide a secondary means of escaping in case of a fire; especially where occupants may be sleeping and their egress may therefore be delayed. The petitioner submitted the SB-9890 application form including 3 additional pages of supporting documents and/or plans. Reviewer's C~nunents: 1) The building is a 2 story plus basement structurc in downtown Oshkosh. The building is approximately 19 feet wide by 162 feet long. The north and south (long) walls are -party walls with no openings. The east and west (short) walls have window openings, and face alley at the west and street at the east. The upper level, currently being used for business purposes is being converted to group R-3 dwelling use. Two dwelling units a:t:e planned. 3) The owner wishes to create "pod" type bedrooms, which have the bedrooms surrounded with a passageway. TIlls passageway loops around the bedrooms, and connects to the living room and kitchen area. 4) The upper level will have a fire rated conidor running from cast to west. The dwelling units will have two exits to this corridor, one at the entry, and one serving the passageway at the bedrooms. 5) Per the submitter, the bu,ilding is on the National Historic Registry and as part of that is in a City of Oshkosh Historic District. It appears that if the submitter had chose to do so the building could have been submitted for review under the Camm 70 Historic Building Code.
