I am currently a tenant of 21 0 Commerce Street on the 4th floor. Several months ago, the
building owner, Michael Russell, changed the locks on the doors that lead from the 4th
floor offices to the interior stairway, I notified Mr. Russell in writing on September IS,
2005 of my concerns,

a fire between the 4th floor and stæet level, we would have no way of exiting the stairway
and find an alternative route to exit the building.
If there is a power outage we have no way of entering the building and gaining access to
our offices on the 4th floor. If the power is out, the elevator will not work, and without a
key to the street level door and the 4th floor stairway door, we have no way to gain
access,
Or, if the elevator breaks down at any time, the tenants have no way to access the
building and no way to access the space we have leased from Mr. Russell.
As a business owner and tenant, I have the right to be able to access my leased office
space and protect my business assets,
Even if we just simply forget something, once we are in the stairway, we have no way of
being able to re-enter the 4th floor except to walk all the way down to street level, exit the
building, re-enter the building at the common entrance and take the elevator back up to
the 4th floor.
This same situation exits for the tenants of the 2nd and 3rd floor (which is vacant.)

I have asked Mr. Russell for a key to the 4th floor door and a key for the door at street
level so that in the event of a power outage or other emergency I would have access
to/from my office, Mr. Russell refuses to provide a key to myself or any of the other 4th
floor tenants, Mr. Russell states that the building was re-keyed for "security purposes"
and that he will NOT give any tenant a key to permit them access to the building,
In fact, Mr. Russell, in the presence of one of my employees, told me that if the power is
out that I have no reason to be in the building,
I attempted to explain to him that as a private investigator and security consultant, I may
need to enter my office during a power outage to obtain some of my equipment or to
secure my computers, etc, I also attempted to inform him that any of his tenants has the
right to enter the building, it should not matter if there is a power outage or not,
Mr. Russell refused to listen and again stated that he will NOT give any keys to any
tenants for the stairways,
I believe that Mr, Russell has created a very serious life safety concern for the tenants of
his building, A life safety issue that I would ask you to investigate thoroughly and
enforce the appropriate correction actions with Mr. Russell,

first floor of the building,

I would also appreciate a written response with the results of your investigation,
corrective action taken and if indeed there has been a violation of building code and/or
life safety issue,
