STANDARDS FOR DECKS AND STAIRS FOR 1 AND 2 FAMILY DWELLINGS
1.
All porches, decks, platforms and balconies which are 24 inches
or more above the adjacent grade or level shall be provided with
guardrails at least'~6 inches above the upper surface of the
floor.
Maximum riser height for stairs is 8 inches and minimum tread
width is9 inches. Minimum width for stairs is 3 feet.

Every stairs of more than 3 risers shall be provided with
handrails. Handrails shall be provided on the opens sides of all
stairs. .

Handrails shall be lòcated 30-34 inches above the nose of the
. tread.
Open guardrails and handrails shall be provided with intermediate
rails to prevent passage of a 9 inch diameter sphere.

Handrails placed against ~ wall shall have a minimum clearance of
1 1/2 inches.
7.
All handrails and guardrails shall be designed and constructed to
withstand a 200 pound load applied in any direction.

After reviewing the letter you submitted and the Violation/Correction
Notices, it would appear that you have made a reasonable effort to
comply with the standards based upon the information given, as this
would relate to Item #1 in the July 2, 1990 Violation/Correction
Notice. Item #2 should, however, be completed per that notice.
If you have any questions in regard to the work to be done, please
don't hesitate to contact Mr. Allyn Dannhoff at 236-5050 between
8-9 am and 1-2 pm, Monday through Friday.

On Monday morning, 7-16-90, Jackson Kinney and I had a
discussion concerning the non-uniform risers for the rear stairway
at 257 W 14th Ave. After explaining the hazard that this
presents, Jackson said we should talk to Warren Kraft, Assistant
City Attorney, concerning this situation. That afternoon we
talked to Warren and I explained the hazards that this presents
and the fact that the stairs had not been installed on any of my
previous inspections, and thus was never approved. Jackson then
decided that since the code requirement for uniformity was not on
the handout sheet or ever explained to the owner, James Wagner, we
would not enforce this provision, but still would enforce the
handrail provisions on the open riser.

An inspection on Friday, August 11, 1990 revealed that r<!quired
handY'si!:; 011 the open side of the stairs had not been installed.
Although I.e had relieved yoll of complying with item number 10n
the attached Violation/Correction Notice, you are $til1 required
to comply with item number 2.
I have attached a copy of the previous Violation/Correction Notice
and the letter from Jackson Kinney for your rsvicw. I will
reinspect this pl'operty on September 10, 1990 to check fo¡-
compliance. If you have any question please contact DJe at 236-
5050 between 8-9 a.m. or 1-2 p.m. Monday through Friday.
