Assistant City of Oshkosh Building Inspector
City Hall
Oshkosh, Wisconsin
Dear Mr. Staehler:
My Contractor has informed me that in your capacity as Building Inspector for the City of Oshkosh
you have determined that a railing is required on a ramp in my garage and that a second railing is
required on my curved staircase. We're glad that you are looking out for our best interests but in
this case would like for you to reconsider this determination for the following reasons:
The garage ramp is only 20" high at its highest point and runs across the front of two car stalls
which are only 19' 6" deep. When our two full-size cars are parked in the garage; they barely fit and
the only way to conveniently get in or out of the second car is to walk between the two cars and step
onto the ramp which is only 8" off of the garage floor at this point. To require a railing on this ramp
would preclude convenient access to the second car.
The second railing on the stair case is something that very few staircases have. If your determina-
tion that a second railing is required for safety reasons is aimed at the infirm; this really isn't neces-
sary in this case as there is an elevator adjacent to the staircase for anyone who needs it. We feel
that the second railing is not necessary.
We would appreciate any help you can provide in resolving these important-to-us issues. If you
feel that you cannot accomodate our wishes due to a conflict between the Building Code and what
we feel was a common-sense approach in designing the ramp and the staircase; then we wish to file
for a variance. We don't what anyone to be put to any extra trouble but feel that we must persue
what we feel is right in this specific instance.
