Home My WebLink About05-361.doc NOVEMBER 22, 200505-361ORDINANCE FIRST READING (CARRIED_______ LOST________ LAID OVER________ WITHDRAWN________) PURPOSE:PARKING REGULATIONS INITIATED BY:TRANSPORTATION DEPARTMENT A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27-23(A- 11), 27-46, 27-48(C)(I) AND 27-49(H) OF THE OSHKOSH MUNICIPAL CODE PERTAINING PARKING PROHIBITIONS, MONTHLY PARKING STICKERS, TEN HOUR METERED LOTS AND MONTHLY PARKING LOTS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27-23 (A-11) of the Oshkosh Municipal Code pertaining to parking regulations on designated streets, alleys and parking lots is hereby amended as follows: A-11PARKING REGULATIONS ON DESIGNATED STREETS, ALLEYS AND PARKING LOTS JEFFERSON LOT Delete Therefrom:90-minute parking, all stalls, except the two most southerly stalls in the most westerly row, the eastern section of the middle row, and the easterly row of stalls adjacent to Jefferson Street, between the hours of 9:00 a.m. and 6:00 p.m. daily, except on Sundays, and New Year’s Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day and Christmas Day. Add Thereto:90-minute parking, the western section of the middle row, and the southern section of the most western row except the two most southerly stalls. SECTION 2. That Section 27-46 of the Oshkosh Municipal Code pertaining to monthly parking stickers is repealed and recreated as follows: SECTION 27-46 MONTHLY PARKING STICKER The City Administration is authorized to issue parking stickers in conformity with this Section. When properly displayed on vehicles, parking stickers issued under this Section shall exempt such vehicles from the rate of parking. These stickers NOVEMBER 22, 200505-361ORDINANCE FIRST READING CONT’D are not valid in the municipally-owned parking ramp adjacent to the Hilton hotel and in those areas leased as monthly parking stalls in Section 27-49 and 27-50 of this Code. Vehicles displaying such stickers shall comply with all other rules and regulations governing parking within the City. (A) Monthly Parking Sticker. Vehicles displaying on the rear bumper a valid monthly parking sticker shall be entitled to park at any on-street or off- street municipal enforced parking meter of four (4) hours or longer. Each sticker shall cost $20.00 per month, or fraction thereof, for 1-20 stickers purchased. For greater than 20 stickers purchased by a single source, each sticker after the twentieth shall cost $14.00 per month or fraction thereof. (B) Annual Parking Sticker. Vehicles with a valid annual parking sticker, when displayed pursuant to Parking Utility regulations, shall be entitled to park at any on-street or off-street municipal enforced parking meter of four (4) hours or longer. Each sticker shall cost $210.00 per year for 1-20 stickers purchased. For greater than 20 stickers purchased by a single source, each sticker after the twentieth shall cost $150 per year. Stickers shall be valid from March 1 through the following February 28 (29 in leap years). When a sticker is issued after March 1, the annual cost shall be prorated from the first day of the month of issuance. If a sticker is lost, stolen or mutilated, the replacement cost is $20.00. SECTION 3. That Sexction 27-48(C)(I) of the Oshkosh Municipal Code pertaining to ten hour metered parking lots is hereby amended as follows: Delete Therefrom:(C) Jefferson Lot, the 15 most southerly stalls bordering Jefferson Street and the east section of the middle aisle. (I) High Avenue Lot, except the east/west center aisle. Add Thereto:(C) Jefferson Lot, the 15 most southerly stalls bordering Jefferson Street, the east section of the middle aisle and the northern section of the most western row. (I) High Avenue Lot, except the east/west center row and the 23 stalls adjacent to Pearl Avenue NOVEMBER 22, 2005 05-361ORDINANCE FIRST READING CONT’D SECTION 4. That Section 27-49 of the Oshkosh Municipal Code pertaining to monthly parking lots is hereby amended as follows: Delete Therefrom:The following described parking areas are designated and established as parking areas to be leased on a monthly basis at the rate of Twenty Dollars ($20.00) per month. Enforcement of the monthly parking stalls shall be between 6:00 a.m. and 6:00 p.m. except as otherwise provided herein. (H) High Avenue Lot, the east/west center aisle. Add Thereto:The following described parking areas are designated and established as parking areas to be leased on a monthly basis. Each monthly permit shall cost $20.00 per month, or fraction thereof, for 1-20 permits purchased. For greater than 20 permits purchased by a single source, each permit after the twentieth shall cost $14.00 per month or fraction thereof. Each annual permit shall cost $210.00 per year for 1-20 permits purchased. For greater than 20 permits purchased by a single source, each permit after the twentieth shall cost $150.00 per year. (H) High Avenue Lot, the east/west center row and the 23 stalls adjacent to Pearl Avenue. SECTION 5. This ordinance shall be in full force and effect after its passage, publication, and placement of the appropriate signage.
