ROCEEDINGS OF THE OMMON OUNCIL

REGULAR MEETING held Tuesday, November 8, 2005 at 6:00 p.m. in the Council
Chambers, City Hall.
Mayor Castle presided.
PRESENT: Council Members Meredith Scheuermann, Burk Tower, Bryan Bain, Paul
Esslinger, Frank Tower, Shirley Mattox and William Castle
ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk, Warren
Kraft, City Attorney and David Patek, Director of Public Works
Council Member Scheuermann read the Invocation.
The Pledge of Allegiance was led by Michaellena Ambrowiak and Noah Skubal from
Smith Elementary School; and, Harlen Morris and Nikki Ried from Jefferson Elementary
School.
Public Hearings
The Mayor ordered the following Public Hearings:
2006 City Budget
Karen Thon, 2280 Patriot Lane, requested the Council amend the recycling ordinance
to include condominium recyclable pick up.
Robert Cornell, 548 W. Smith Avenue, expressed his concerns regarding recycling
services and urged Council to amend to include condominiums.
Daniel Lynch, 310 S. Eagle Street, stated his concerns regarding recyclable being taken
to the landfill.
Daunita Kline, 912 Leeward Court, expressed her concerns regarding a refuse service fee
on the tax bill. She explained the elderly and young families would not be able to afford
the extra cost.
There were no other appearances and the Public Hearing was CLOSED.

Tim Rusch, 1400 Broderick Road, Omro, stated he was available to answer questions of
the Council.

There were no appearances and the Public Hearing was CLOSED.
Consent Agenda
The minutes of the October 25, 2005 meeting were presented as written.
The Report of the City Manager was read.
The bills were presented in the amount of $5,051,341.26.
The Report of the City Clerk was read.
Resolution 05-333Approve Parking Agreement; Adopt Final 2006 Operating Plan –
Downtown Oshkosh BID
Council Member Bain questioned why the amount of money from the Business
Improvement District has gone down over the years.
Council Member Esslinger questioned if the Business Improvement District pays for
parking on Oregon Street.
Mr. Wollangk responded.

Chet Wesenberg, 3162 Hayward Avenue, stated he was present to answer questions of
the Council.
Council Member Scheuermann thanked the developer for working with the neighbors.
She expressed her concerns regarding a temporary road and the speed of contractors
vehicles.
Mr. Wesenberg and Mr. Rusch responded.

Council Member Esslinger questioned the administrative fee. He expressed his concerns
regarding transferring funds and stated he would not support the resolution.
Council Member F. Tower gave an explanation of the resolution and how it would work.
Council Member Scheuermann questioned what other proceeds were held in segregated
funds by the Oshkosh Community Foundation.
Council Member Bain questioned if the financing was negotiable in the future.

Eileen Connolly-Keesler, Executive Director of the Oshkosh Community Foundation
answered questions of the Council.
Council Member B. Tower questioned what portion would be held for a year to cover
expenses.
Mr. Wollangk responded.
Resolution 05-347Accept Waterfest Donation/Amphitheater; Designate Proceeds into
Segregated Fund

Council Member Esslinger gave an explanation of the meeting with a representative of the
Waterfest, the offer and the purpose of the resolution.
Mayor Castle stated he liked the public and private sector to work together for the
community. He stated he would not support accepting the donation.
Council Member F. Tower explained he would not support the resolution and if Waterfest
wanted to make a donation they could contact the community foundation.
Council Member Mattox stated the donation was to be given at Waterfest’s discretion and
she would not support the resolution.
Council Member Scheuermann explained she would vote present due to her employer’s
involvement.
Council Member B. Tower expressed his concerns how the situation was handled and
stated he would not support the resolution.
Council Member Bain explained this was not an appropriate action at this time and he
would not support the resolution.
Citizen Statements
John Daggett, 753 Evans Street, gave an explanation of the Grievance Committee.
Gordon Doule, 1225 Summit Avenue, expressed his various concerns and urged Council
to support the police and fire department.
Daniel Lynch, 310 S. Eagle Street, stated his concerns with underage smoking.

Doug Buettner, 1531 W. New York Avenue, expressed his concerns regarding storage
fees for towed cars. He suggested removing some traffic signals from the community.
Jan Beck, 1332 Menominee Drive, expressed her opposition for the proposed pier at
Menominee Park. She gave various reasons why another location would work.
Alex Inciong, 1119 Bowen Street, stated he would support another location for the pier.
Donna Kleinhuizen, 1115 E New York Avenue, urged Council to reconsider the pier at
Miller’s Bay.
Council Member Statements
Council Member Bain reminded citizens about Veterans Day and thanked the Veterans past

and present for their service. He reminded citizens about the forum on November 29 at 7:00
th
p.m. He stated there would be training on November 15 at the First Congregational Church
to stop the proposed constitutional amendment that would ban marriage in civil unions for gay
and lesbian couples.

Council Member Mattox explained November 11 was Veterans Day and Evergreen Manor
would be having dramatic readings of “War Letters” and Apple Blossom Books would host
local veterans, Clarence “Inky” Jungwirth and Jim Webber Sr. She stated the Grand Opera
House would be having Broadway on a Budget Movie Series and Screen Scene Film Series

starting November 10. She stated a schedule could be found at www.grandoperahouse.org.

She reminded citizens about the Annual Holiday Parade November 12 at 10:00 a.m. She
explained the Oshkosh Symphony’s fundraiser, WINE Opus 2005 raised money to sponsor

the Annual Children’s Symphony Concert for 3 graders to experience a live concert. She

stated November 15 the Oshkosh Stories Lecture series would be “The Impact of Masonry
in Oshkosh” and reruns would be on Channel 10. She explained the University would be
st
offering “Lend Me a Tenor” by the Theatre Department and on November 21 the UW-O
Chamber Arts Series brings the fabulous European group Salzburg Hyperion Ensemble to
the Music Hall at 8:00 p.m. She discussed the possibility of having roundabouts to control
traffic in the future.
Council Member Esslinger requested an analysis of the concerns by condominium owners
regarding recycling pickup.
Mr. Kraft responded.

Whatever Else is Pertinent or for the Good of the City

Mr. Wollangk stated on November 14 there would be a workshop to discuss the budget and
the Capital Improvement Program. He explained the second Council Meeting in December
of 2006 falls when City Hall would be closed for the holidays. After some discussion Council
th
decided on December 27 at noon.
