Box 1130 Oshkosh, WI 54903-1130 Re: Dr. Mann office/hanger 20th Avenue, Oshkosh, WI Dear Kevin, We respond to a letter of 10/11/05 concerning the ventilation and HV AC system at the Dr. Mann office/hanger, 815 W. 20th Avenue, Oshkosh, WI. We enclose a copy of your letter for reference. Weare aware of this requirement from approximately two years ago and had advised the owner and general contractor ofthe requirement to maintain a positive pressure in the office. The office system is designed with a furnace that has an outside air intake which draws in outside air and mixes it with return air from the space. The net result is that, even with toilet exhaust, the system provides a slight positive pressure in the office. We have advised them that they should run the system 24 hours per day, seven days per week, 365 days per year, but we have not been able to monitor if Dr. Mann actually does that on a regular basis. Obviously, we are not a babysitter for a building owner, once we have completed ajob. The ventilation system for the hanger itself has unit heaters which heat the space and overcome infiltration. The unit heaters were to cover ventilation load caused by the Page 2 operation of the exhaust ventilation fan and an inlet damper which opens and operates five hours out of every 24 hours by a timer. The system further senses carbon monoxide at two locations and if there is an alarm it will start the exhaust fan, open the inlet damper, and provide an audible and visual alarm in the area it there is an adverse condition. To the best of our knowledge this system is still working as it was originally designed and as we set it up at the completion of the job. Weare forwarding a copy of this letter to Dr. Mann to advise to him to operate the system as discussed in your letter of 10/11/05 and as previously pointed out when the job was completed. Mann 815 W 20th Ave Oshkosh WI 54902 10/11/05 Dear Dr. Mann, In review of our files it is noted that your contractors have not notified this office that the previously noted violations of Comm. 16, which is the State of Wisconsin Electrical Code which adopts the National Electrical Code have been made. The situation is as follows, the codes require that a positive air pressure be maintained between the hanger and the office area. This is required so that if there are hazardous vapors in your hanger the vapors could not enter your office. Our records show that during the rough-in stage of the project this was discussed with the general contractor and the electrical contractor. At that time the general contractor stated that the furnace would run 24 hours a day, 7 days a week, 365 days a year, and that more air would enter your space than would be exhausted. At the time of the final inspection this again was noted and discussed with the same two contractors. Keith from Gartman Mechanical then contacted me (Kevin Benner) to discuss the requirements and what is needed to comply with this requirement. I forwarded the code requirements 'to Keith at that time. To date I have not been able to verify that this requirement has been satisfied.
