Re: Federal Express Distribution Center (1755 W. Fernau Ave)/Drainage, Grading, & Erosion
Control Plan Review #1
Dear Mr. Geenan:
The following review comments pertain to the Drainage, Grading, & Erosion Control Plan for
the Federal Express Distribution Center:
I. Please include an erosion control plan.
2. Please label the plans as "Drainage, Grading, and Erosion Control Plan".
3. The plans and calculations need to be signed by a Wisconsin Licensed Professional
Engineer.
4. Please provide a note on the plan that erosion control will comply with the Wisconsin
Construction Site Erosion Control Handbook.
5. A WPDES Phase II DNR permit will need to be obtained for the site. Please submit a
copy of this permit.
6. Please include a location map on the plans.
7. Identify and label the existing WPS easement along the east property line.
8. The location ofthe existing watermain within W. Fernau Ave on the Utility plan is shown
incorrectly. Utilize the City's proposed utility plan to show the water main in the correct
location and make the appropriate modifications for the location of the proposed water
service connection.
9. The connection for the proposed sanitary service should tapped directly into the existing
sanitary main line and not installed into a manhole.
10. Provide a note on the plans that any work within the City of Oshkosh right-of-way will
require a permit to be obtained from the Department of Public Works.
II. Include information on the plans for the proposed storm sewer pipe and structures (i.e.
invert elevations, catch basin rim elevations, pipe sizes, pipe material, pipe slope, etc. . .)
12. The proposed chain link fence should be relocated so as to avoid being installed through
the proposed detention basin.
13. Identify, and label on the plans, the size of the proposed water and sanitary sewer laterals.
Proper separation distances will need to be maintained between water and sewer laterals.
Check their location and elevation in relation to the proposed storm sewers.
14. Provide a note on the plan that prior to making connection to the City of Oshkosh
watennain, it will be necessary to contact Mr. Jim Wolf with the City of Oshkosh water
I distribution division.
15. Please adjust the landscaping plan to show all plantings outside of the proposed detention
basin.
16. Please indicate on the plans the USGS benchmark to be used.
17. Details will need to be provided for the following items;
Erosion Control Measures (Silt Fence, Tracking PadIRocked Entry, Storm Sewer
Inlet Protection, etc...)
Storm Sewer Structures (Catch Basins, Inlets, Manholes, End Sections, etc...)
Rip Rap at outfall
Drainage Swales
18. Include a legend on the plans identifying all line types and symbols.
19. Include drainage arrows on the plans clearly identifying the proposed drainage patterns.
20. Please identify the % slope on all drainage swales. The minimum swale slope should be
0.75%.
21. Clearly identify the overflow pathway for the detention basin. The storm water
management study indicates the emergency spillway exists at an elevation of777.8 at the
entrance road to Fernau Ave. The plans should clearly define this overflow pathway.
Please include additional information (spot elevations, additional contours) indicating
how overflow from the' detention basin will be strictly confined to the entrance onto
Fernau Ave.
22. Indicate on the plans the 100-year flood elevation. Delineate the limits of ponding for the
100-year storm event.
23. Please show the chosen paths for determining the time of concentration on the existing
and proposed hydrology maps. (stormwater management study from Foth & Van Dyke)
24. Can a drainage swale (min 0.75%) be' added along the east side of the property to convey
water from the southeast corner of the property to the detention basin?
25. The storm water management study submitted indicates structure number 20 as a weir.
Please clarify as to the location of this proposed weir and include a detail.
26. The Bolt utility plan indicates that the outlet pipe from the detention basin is to be
connected into an existing manhole in Fernau Ave. The Foth & Van Dyke storm water
management plan shows the same outlet pipe connecting into an existing catch basin.
Please make all necessary corrections to ensure consistency between the plans and the
storm water management study. The outlet pipe should be connected to the manhole, as
shown on the Bolt utility plan, due to the limited capacity in the existing catch basin
leads.
27. If the detention basin is to have a permanent pool approximately 3.75' deep below the
outlet pipe, the grading plan should be modified to reflect this additional depth.
28. Please provide calculations for the capacity of the proposed storm sewer pipe to be
installed from the west side of the property to the proposed detention basin. Calculations
should show that these pipes have the necessary capacity to convey the design flow so as
not to surcharge the pipe, resulting in backup and overflow onto the adjacent property to
the west.
29. Any site plan changes that are made will need to be incorporated into the drainage,
grading, and erosion control plans.
30. Include a note on the plans that W. Fernau Ave is currently not paved, and the driveway
approach for the Fed Ex parcel should not be completed until the City paves W. Fernau
Avenue.
31. Use the City standard driveway detail for the driveway approach onto W. Fernau Ave.
The proposed driveway approach onto Fernau Ave should incorporate the proposed 8'
wide sidewalk/pathway to be constructed when Fernau Ave is paved. (See construction
plans for W. Fernau Ave)
Please respond in writing to each of the above noted questions. If any additional changes
are incorporated into the plan on the next submittal please indicate what those changes are.
