The intent of the municipal code is to provide for future expansion according to design requirement of Article 210 - Lighting and Receptacle Placement. However, this unit is a dwelling unit and the need for change or future needs is unlikely. As you know, ENT is plastic which propagates the spread of fire, so the alternate wiring method of using ENT is not the best wire to use in this case. I feel the metallic MC cable is a much safer method of wiring and I am requesting special permission to use MC in the dwelling unit only.
