REGULAR MEETING held Tuesday, October 11, 2005 at 6:00 p.m. in the Council
Chambers, City Hall.
Mayor Castle presided.
PRESENT: Council Members Frank Tower, Shirley Mattox, Meredith Scheuermann, Burk
Tower, Bryan Bain, Paul Esslinger and William Castle
ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk, Warren
Kraft, City Attorney and David Patek, Director of Public Works
Council Member F. Tower read the Invocation.
The Pledge of Allegiance was led by Brooke Miller and Chelsea Behlman from Merrill
Elementary School; and, Katie Morey and Stephanie Tschech from Merrill Middle School
Students from Merrill Elementary School talked about their penny drive to benefit
Hurricane Katrina victims.
Public Hearing
The Mayor ordered the following Public Hearing:

There were no appearances and the Public Hearing was CLOSED.

The minutes of the September 27 and October 4 meetings were presented as written.
The Report of the City Manager was read.
The bills were presented in the amount of $3,837,729.90.
The Report of the City Clerk was read.

Council Member Bain questioned how the revised developer’s agreement would affect the
city.
Mr. Wollangk responded.

Council Member Bain questioned what was a reasonable increase for renewing the
contract.

Council Member Bain stated he would support the increases due to rising fuel costs.
Resolution 05-311Approve Bid / Playground Projects (Gerber Leisure Products, Mount
Horeb, Various)
Council Member Esslinger questioned the other bidders proposals.
Council Member Mattox stated the presentation of bidders at the Parks Board Meeting was
informative.

Council Member B. Tower stated he would support the Parks Board recommendation.

Council Member Mattox questioned if she needed to vote present due to her involvement with
the Human Relations Council.
Mr. Kraft responded.

Council Member Esslinger stated he would not support the new equipment.
Public Agenda Discussion
Ordinance 05-314Increase Permit / License Fees – Chapter 25 Streets & Sidewalks
Ken Bender, 806 Oak Street, expressed his concerns regarding the permit increase and
questioned if this would cover block parties.
Ordinance 05-316Approve Parking Regulations
Ken Bender, 806 Oak Street, stated his concerns regarding the parking on Church
Avenue.

Council Member Mattox questioned how the increase was arrived at and how many licenses
are issued in a year.

Citizen Statements
Daniel Lynch, 310 S. Eagle Street, expressed his concerns regarding underage smoking.
Ken Bender, 806 Oak Street, stated his concerns regarding a proposed garbage pickup
fee.
David Harrison, 716 Bowen Street, explained he rented a dock space at Miller’s Bay and
individuals were blocking the parking spaces. He questioned if the park ranger could
issue tickets and stated he would like to see it better patrolled.
Council Member Statements
Council Member B. Tower urged the community to support local charities. He stated he
was concerned with the support of larger events that local charities would be passed by.

Council Member Mattox explained the Oshkosh Symphony Orchestra would open its 65

season on October 15. She stated the Glenn Miller Orchestra would be performing on

October 15 at the Grand Opera House. She reminded citizens that the Farmer’s Market

would go through October 29. She explained the Ten Tibetan Buddhist monks would visit

Oshkosh from October 23 - 29 and would be performing “The Mystical Arts of Tibet”. She

stated the Grand Opera House would have a fundraiser featuring The Singing Chef Andy
LoRusso from Food Network at UW-O Reeve Union. She explained the public museum
would have items available for auction at www.publicmuseum.oshkosh.net. She stated
“Oshkosh Stories” would feature Jerry’s Bar and the Otter Street Fishing Club on October

19. She stated the mid-morning Kiwanis club would present Oshkosh Performs Broadway

on October 21.

Council Member Esslinger explained the 2006 Oshkosh Community Access Television

card sale would kick off October 13 until October 27. He encouraged the public to
purchase a card.

Mr. Wollangk reminded citizens about fall yardwaste and leaf collection dates.
