You told me the reason this vehicle was in non-compliance with the code
was because it was a non-operating vehicle. Because it was old, and not
licensed, it was deemed to be not fitting to be placed for sale on a
private property. I accepted this explanation. Cars for sale on
private homes is a common practice. At any given time, I would estimate
there are a minimum of 20 cars for sale on lawns throughout the city.
Thre are three 2~ withitn 15 minutes from my home. I have never heard
anyone say, nor has it ever,been announced to me that it is an illegal
practice.
I moved the vehicle to theback of my property out of public view.
The vehicle is now off my property and even out of the City.

Your explanation of the code made be believe åhat it was allowable
to have an operating :fJ81X vehicle for sale. Would I have jeopardizàd
any risk.of a fine if I thought otherwise? The vehicle was there
for lO days.

Quite an involved process heref1~ contacted the office of Susan
Kemplinger in Community Development to have permissin to raze this
structure. My p~operty is in The Southside Redevelopment district
and is doomed for destruction. All buiding permits must be approved
by her office.
The reason why this structure has not been removed before is becuase
it is much more desirable for me to look at that than the yard of the
property in back of me, 113 W. 8th Avenue. A picture is enclosed.
The reason I have not removed that structure is the large tree overhanging
it which is on the neighbors property. The reason I have not removed
that structure is because I conctacted your office more thabn10years ago
to ask that landlord to remove the collection of recyclable cans, garbage,
plant grass, remove the ~ate, The nœœggbor is angry with me for calling
you and as you can see it is a real eyesore, and a breeding area for
rats, mice, etc.
About 14 years ago I took down my lilac trees and an old fence in the
Fall of the year. I intended to put in a new fence across the entire
property in Spring. I took out the lilacs because I am allergic to them.
The next spring,the landlord planted lilac bushes. He has never trimed
them. I have asked him KŽ if I could take them down, he said no.

The..former resident at 117 W. 8th.avenue spent $600.00 Of. his money
to have tkxe the tree at 113 W. 8th Ave. trimmed. Th landlord would
do nothing, no~ pa y anything. The 117 W. 8th Avenue asked me if I
would pay, I said no. The tenant at 113 W. 8th Avenue wouldn't aven
allow the tree trimmers to bring the truck on the property, th!'y caræ
on mine.
This year, becuase of all the heavy rains, I decided to take the building
down. It is no longer tolerable to me. These are the issues I have to
deal with.
1. My property is in the Souths ide redevelopment project and I needto have
peemission for any structure change.
2. Find someone to raze the building .at a reasonable cost. The first bid
was $840.00.
2. Put up a structure that is cost efficient and usable for me, that will
hide the view of the neighbors property and meet the approval of the
Redevelopment authority. I have the otion of moving a double garage here,
probably too big, but I won't have to see the nieghbors, building a single
garge, or putting up a shed. and a fence, but still seeing the neighbors.
I xal also have to worry about the possibility of that tree falling down
on my new structure.
Yes, the bulding will be down soon, but at this point I do not know
what will replace it.
*** Why is this building deemd an eyesore? An antique dealer wants
the doors and finds it very picturesque. Look at my neighborhood.,
~xeWH Three houses down, I believe it.is 126 W. ninth Avenue, the
garage ixxxH is in muœh worse condition. The house has been empty
for about two years. The foundation is open, the house is half
shingled. I believe it is now owned xxe by the Community Development,
City of Oshkosh.
In the next block, at 41 W. 9th Avenue, ill couldn't read the address as
there is a vine across it, the house has been empty and condemmed for
at leasx three years. Why are these buildings allowed to be a real
health hazard to the neighborhood. Certainly the open foundation
could have many animals breeding in there. .
So, my response is that I have taken care of this home as I am best
able. I am a single person, soon to Be a senior citizen. My income
is low. I have put in new windows, new porches, new roof, .
I have contacted someone now to paint the trim, and put on new gutters.
I just finished repainting the basement after the flood this spriI'!g.
I do as much work there as I am able.
This home as been in my family for over 100 years.
