REPORT OF THE CITY MANAGER
COMMON COUNCIL MEETING
September 27, 2005

A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. CLOSING OF RAILROAD CROSSING
Request permission to grant approval to the Canadian National Railway to close Ceape
Avenue at the railroad tracks on Broad Street, from Monday through Friday, October 17
through October 21, 2005, to accommodate the repair of the railroad crossing at that
location, in accordance with the attached letter of request.

FARMERS MARKET
Request permission to grant approval to the Wednesday Farmers Market to utilize the
north end of the Church and Division Street parking lot beginning Wednesday, September
28,2005 and running through Wednesday, October 26,2005, from 6:30 a.m. to 1 :00 p.m.,
for their Farmers Market, in accordance with the attached letter of request.
. PARKING ON OSCEOLA
Request permission to grant approval to the University of Wisconsin-Oshkosh to reinstate
parking on Osceola Street, from High Avenue to Pearl Avenue, on Thursday, October 6,
2005, from 6:00 a.m. to 6:00 p.m., to accommodate additional traffic for their Earth Charter
Summit Day, in accordance with the attached letter of request.

blktp at the xing.
Duration I approx 1 week closure Monday - Fri.
Detour will coordinate with the city and TSM out of FDL
Time frame looks like the 3rd wk in Oct. at this time and if that changes will let you know asap.

Dear Richard Wollangk and all Council Members,
We would like you to reconsider and approve the Wednesday farmer market to go back
to Church and Division parking lot.
We have done a good job of keeping the venders out of the side by the stores. Everything
was going quite well. Then we were forced to go over in the WGR lot to sell September
14th. We never requested to go over to the Jefferson lot to sell. You had your secretary
type up a letter requesting to go to the Jefferson lot because you no longer wanted mLat
the Church and Division lot. We preferred to stay right where we have been for many of
years which you have known. We were watching that lot every week and it was all-full of
cars. It was quite a mess Wednesday, September 14,2005. We tried to do the best we
could. We didn't have the people come as we do otherwise. The people that did come do
not like it as it is out of their way. They also like to shop in the stores when they come.
As a result of us having to move we all lost sales. None of us did very well. All of the
venders would like to go back to our lot again.
I do realize that there was a small problem and we did solve it. It is all taken care of.
I'm enclosing a map of the area that we would be using.
I want to thank you for taking the time to review this letter and please share with the
council members.

Gruenhagen Conference Center on the University of Wisconsin Oshkosh campus
respectfuUy requests parking to be reinstated on the Osceola Street between High Street
and Pearl Ave. on Thursday, October 6th between 6am and 6pm. Grut;':nhagen Conference
Center has scheduled events associated with the Earth Charter Summit on this day which
may bring 100-150 additional automobiles to the south end of campus. These events,
coupled with the Job Fair being heLd at KolfFieldhouse, will definitely tax our already
overcrowded parking lots.
