REGULAR MEETING held Tuesday, August 9, 2005 at 6:00 p.m. in the Council
Chambers, City Hall.
Mayor Castle presided.
PRESENT: Council Members Meredith Scheuermann, Burk Tower, Bryan Bain, Paul
Esslinger, Frank Tower, Shirley Mattox and William Castle
ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk, Warren
Kraft, City Attorney and David Patek, Director of Public Works
Council Member Scheuermann read the Invocation.
The Pledge of Allegiance was led by Council Member Scheuermann.
Consent Agenda
The minutes of the July 26, 2005 meeting were presented as written.
The Report of the City Manager was read.
The bills were presented in the amount of $4,275,767.15.
The Report of the City Clerk was read.
David Kelly, 405 N. Main Street, stated he would like to see murals in the downtown area.
Howard Hoppe, 1101 Reichow Street, representing Race Office Supply, stated he
supported the painting of murals beautify the downtown area.
Julia Flanagan, 5514 Springbrook Road, stated she would like to see murals downtown.
Jennifer Monk-Reising, 653 Grand Street, explained how to beautify the community
through art.
Dale Mandeik, 924 Grand Street, stated he filed a petition opposing the pavement on
Rock Place.
Council Member Bain thanked the group that brought forth the petition to have murals in
the downtown area.
Council Member Mattox stated the Plan Commission had a file started on the philosophy

and vision of the murals for downtown.

Council Member Mattox questioned where the construction traffic would enter for
improvements to Edgewood Village.

Council Member Mattox questioned how the six-foot wall of boulders would affect the water
run off for underground parking.

Chris Emery, 1296 Wheatfield Way, gave a history of a claim she filed with the city
regarding the damage to their snowblower. She stated she was disappointed with the

disallowance of the claim.
Council Member Esslinger expressed his concerns regarding staff comments on the claim.

Council Member Bain expressed his concerns with public safety issues regarding parking
near the Christine Ann Center.
Council Member Esslinger explained these issues were discussed at the traffic review board.
Council Member Mattox questioned why the police were not involved if there were safety
issues.

Council Member F. Tower stated he would not support the resolution at this time due to
the petition that was submitted. He questioned the time frame for concrete in the future.
Mr. Patek responded.
Council Member Bain stated he would be voting no for the same reasons.
Council Member Scheuerman stated she would be voting no for the same reasons.
Council Member B. Tower stated he would be voting no.
Council Member Mattox stated she would be voting no.
Council Member Esslinger stated he would be voting no for the same reasons.
Mayor Castle stated he would be voting no.
Citizen Statements
Ken Bender, 806 Oak Street, stated various concerns regarding issues in the community.
Steve Hunt, 508 Hobbs Avenue, expressed his concerns regarding the improvements to

his street.
Chris Emery, 1296 Wheatfield Way, stated her concerns regarding permits for swimming
pools. She stated she would like to see the ordinance enforced.
Kurt Stein, N. Main Street, representing Fever Pitch Entertainment informed the Council

about the Fox Valley Jazz Fest on September 1 and 2 at the Grand Opera House
Square.

Gordon Doule, 1225 Summit Avenue, stated various concerns in the community.
Fred Sperling, 290 S. Westfield Street, answered questions of the Council from a previous
meeting regarding covenants for the property on Westfield Street.
Council Member Statements

Council Member Bain invited citizens to a forum on August 30 at 7:00 p.m. at the Grand
Opera House. He stated there would be tours available of the Grand Opera house that
evening.
Council Member Esslinger stated he would like to have the City Manager arrange for
Senator Roessler and State Representative Gregg Underheim to attend a workshop in the
future. He explained Oshkosh Community Access Television would have a radio station
in the available future and encouraged the community to support it.
Council Member Mattox explained the Commission on Accreditation for Law Enforcement
Agencies would be available for public input about the Oshkosh Police Department on

Monday, August 22 at 7:00 p.m. She stated the Winnebago County Fair opens August

9. She stated performing live at lunch on August 10 is multitalented Josh Calhoun and
The Eclectics and sidewalk sales will coincide. She reminded the citizens about the
movies in the park Friday evenings at 9:00 p.m. She explained the Oshkosh Chamber
Singers would have auditions this week. She stated the Oshkosh Public Museum Pirates
exhibit and WWII Naval Art exhibits would run through October and the Paine Art Center

is having Tools as Arts ending August 14. She questioned what the guideline was when
Council Member’s receive gratuitous passes. She questioned what is the next step in
artist’s interested in painting murals.

Mr. Wollangk stated the Department of Transportation would be starting the extension and
connection of Wasburn Street and Westowne Avenue.
