CAMPBELL ROAD B) VACANT LOT, NORTH SIDE W. 20TH AVENUE BETWEEN 1040 & 1100 W. 20TH AVENUE EDGEWOOD VILLAGE SUBDIVISION C) INITIATED BY: A) B) C) CITY OF OSHKOSH SENIORS CENTER, OWNER HARMONY CONSTRUCTION MGMT, PETITIONER GF HOLDINGS LLC, OWNER PLAN COMMISSION RECOMMENDATION: All found consistent with Standards set forth in Section 30-11 (0) of the Zoning Ordinance and approved w/conditions as noted BE IT RESOLVED by the Common Council of the City of Oshkosh that conditional use permits are hereby granted for the following properties under Section 30-11 of the Oshkosh Zoning Ordinance, and that said permits are granted with conditions, if any, as noted for each respective property, and the Planned District Overlay and final development plans, per the attached exhibits, are hereby approved. A) 200 N. Campbell Road; City of Oshkosh Seniors Center A conditional use permit to establish adult day care services at the Oshkosh Seniors Center, per the attached "Exhibit A". Vacant Lot North Side W. 20th Avenue, Between 1040 & 1100 W. 20th Avenue; Harmony Construction Mgmt, petitioner A conditional use permit for a planned residential development for construction of a condominium complex consisting of a 2 story structure containing 19 dwelling units, per the attached "Exhibit B", with the following conditions: B) 1 ) The landscape plan be modified to add additional plantings along the north side of the garage driveway similar to that proposed along the southern portion of the driveway. A base standard modification regarding the setback to the east property line is granted to allow the driveway leading to the underground parking as proposed. Relocate the proposed ground sign from the front yard setback area of 1100 W. 20th Avenue to the eat property line adjacent to the access drive, with a minimum 10ft. setback from the front property line. 2) 3) AUGUST 9, 2005 05-249 RESOLUTION CONT'D C) Edgewood Village Subdivision; GF Holdings LLC, owner A conditional use permit for a planned residential development that will result in 92 new dwelling units on 73 lots, per the attached "Exhibit C", with the following conditions: 1 ) Landscape plan be submitted for approval to the Department of Community Development for all common area green space identified on the Edgewood Village Final Plat. All easements required by the Dept. of Public Works to implement public utilities, trails, sidewalks, and grading and drainage improvement be provided prior to final approval of the Edgewood Village plat. Covenants be modified to require City approval for any actions related to the care, use, and maintenance of the common green space identified on the Edgewood Village Final Plat. Minimum of 10ft. be provided between the building walls of dwelling units constructed on the Bayhomes lot. Approval of all street names by the Department of Community Development prior to final approval of the Edgewood Village plat. Approval of the design standards for the trail system prior to final approval of the Edgewood Village plat. A note be placed on the face of the final Edgewood Village plat stating that no substantial changes can be made to the plat or development plan without City approval. OJ ........ -¡ B . )::> LOUNGE = ENTRY IIEXHIBIT BII Letter of Intent Proposed Condominium Complex at 1050 West 20th Avenue The proposed use of this vacant property located on West 20th Avenue is a new condominium complex. The complex will consist of one building, two stories in height with underground parking. There will be 19 underground parking stalls and 31 above ground stalls. The nineteen condominium units will reside on the two floors above grade. Eighteen two-bedroom units at 1295 square feet and one one-bedroom at 1095 square feet. The condominium complex will have a total of43,275 square feet. First and second floor areas of 14,425 square feet. And underground parking at 14,425 square feet as well. The effects on adjoining properties will be minimal. Noise, shall be no more than what is generated by any other multi-family residential project. As far as building materials, there are no metallic materials, so glare should not be an issue. Being a condominium complex, odor and fumes should not have an effect on the neighbors. The surrounding land uses are mostly residential. There is multi-family residential to the east and west, while single family residential to the north. And, to the south, there are commercial properties. But, this residential use would seem to fit in well with this neighborhood. As far as traffic generated by this complex, it would seem to vary. Residents will vary in age, therefore some may be retired while some will be in the work force. Some residents may have one vehicle which they rarely use, while others may have multiple vehicles that get used daily.
