A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27 -23(A-
3)(D), (A-11) AND 27-49 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO
PARKING METERS, PARKING REGULATIONS ON DESIGNATED STREETS AND
ALLEYS AND MONTHLY PARKING LOTS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27 -23(A-3) (D) of the Oshkosh Municipal Code pertaining
to ten hour metered streets is hereby amended as follows:
A-3 (D) TEN HOUR METERED STREETS
Delete Therefrom:
Division Street, west side, from Algoma Boulevard to
Church Avenue.
Division Street, east side, from Algoma Boulevard to
Church Avenue.
Division Street, west side, from 190 feet north of Algoma
Boulevard to Church Avenue.
Add Thereto:
Division Street, east side, from 194 feet south of Church
Avenue to Church Avenue.
SECTION 2. That Section 27-23 (A-11) of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:

SECTION 3. That Section 27-49 of the Oshkosh Municipal Code pertaining to
monthly parking lots is hereby amended as follows:

The following described parking areas are designated for
vehicles with a valid residential parking permit and
holders of such a permit shall be entitled to lease a
designated stall at the rate of Thirty Dollars ($30.00) per
month. Enforcement of the residential parking stalls shall
be all days 24 hours. Residential parking permits shall
be issued to residents of the 400 and 500 blocks of North
Main Street.
The following described parking areas are designated for
vehicles with a valid residential parking permit and
holders of such a permit shall be entitled to lease a
designated stall at the rate of Thirty Dollars ($30.00) per
month. Enforcement of the residential parking stalls shall
be all days 24 hours. Residential parking permits shall
be issued to residents within the BID district boundaries.
SECTION 4. This ordinance shall be in full force and effect after its passage,
publication, and placement of the appropriate signage.

CITIZEN REQUESTS FOR TRAFFIC SIGNALS AT: A) 9TH AVENUE AND WESTHAVEN DRIVE, B)
WITZEL AVENUE AND WESTFIELD STREET, AND C) MURDOCK AVENUE/ELMWOOD
AVENUENINLAND STREET.
The Oshkosh Common Council has allocated funds for the installation of one traffic signal in 2005.
I have conducted an analysis of three intersections for the possible installation of a traffic signal.
The pertinent information is shown below:

ACCIDENT DATA
The next chart shows the number of accidents at each location for the last three years. It should
be noted that a traffic signal will generally reduce the number of right angle accidents, but an
increase in rear-end type accidents can be expected.

The Wisconsin Department of Transportation uses the following rule of thumb in determining a
potentially hazardous intersection. The rates are expressed in term of 1,000,000 vehicles entering
the intersection.

The accident rate over the last three years is within the normal range for all three intersections.

An intersection meets the minimum qualifications for the installation of a traffic signal if it exceeds
the required traffic volumes for at least eight (8) hours on the major and minor streets.
The three intersections under consideration for a traffic signal did not meet or exceed this warrant.

An intersection qualifies under this warrant if it exceeds the required traffic volumes for at least
eight (8) hours on the major and minor streets.
The intersection of Witzel Avenue and Westfield Street did qualify for possible installation of a
traffic signal under this warrant. This doesn't mean a traffic signal should be automatically
installed. The Board must consider the following factors before making a final determination.
1) The impact on the flow of traffic on the major arterial.
2) The availability of alternate routes with existing traffic signals to access major
arterials.
3) The amount of traffic making a right turn.
4) The accident rate at the intersection.
WITZEL AVENUE AND WESTFIELD STREET
TRAFFIC SIGNAL IMPACT
1) A traffic signal at Witzel Avenue and Westfield Street could be timed to reduce the
impact on the traffic flow. However, there would be some additional delay to
westbound Witzel Avenue during peak periods.
2) The majority of traffic on Westfield Street is generated by West High School. The
highest traffic volumes occurred during or near school dismissal times. The traffic
from West High has a variety of alternative routes for traffic wishing to proceed east
on Witzel Avenue. There are signals at Eagle Street and Witzel Avenue and at'
Sawyer Street and Witzel Avenue. A third route would be Taft Avenue to the Campbell
Road and Witzel Avenue intersection.
The high school traffic wishing to proceed west is making a right turn at Westfield
Street and Witzel Avenue, which doesn't normally require a traffic signal. Those
students proceeding west also have access to Koeller Street at Taft Avenue or can
use the traffic signal at Westfield Street and Oshkosh Avenue.
3) A right turn analysis wasn't conducted for this intersection. It is my impression that the
majority of traffic on Westfield Street is making a right turn. If the Board feels a traffic
signal may be warranted, a right turn analysis can be prepared for a later meeting.
4) The accident rate is very low at this intersection, which indicates motorists find
alternative routes instead of making a left turn onto Witzel Avenue from Westfield
Street.
I don't believe there is sufficient justification to install a traffic signal at the intersection of Witzel
Avenue and Westfield Street.
SUMMARY
I don't believe the data provided by the recent traffic counts or the accident history supports the
installation of a traffic signal at these intersections. It is my philosophy to protect the free flowing
movement on major arterials. I have not observed any long-term delays on the minor streets
being considered for traffic signals. The accident rates are also within acceptable levels and don't
indicate a safety hazard. It may be difficult to cross the major streets during short-term peak
periods, but overall the intersections function quite well under current conditions.
