COMMON COUNCIL MEETING

A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2.
TAKE BACK THE NIGHT
Request permission to grant approval to the 2005 Fox Cities Take Back the Night
Planning Committee to utilize Opera House Square, city streets and facilities, on
Wednesday, September 28, 2005, from 6:00 p.m. to 9:00 p.m., for their Take Back the
Night Rally and March, in accordance with the attached letter of request.
3.
BLOCK PARTY
Request permission to grant approval to the residents of Laager Lane to close Laager
Lane, from Knapp Street to Orchard Lane, on Saturday, August 20,2005, from 3:00 p.m.
to 10:00 p.m., for a neighborhood block party, in accordance with the attached letter of
request and Block Party Request Form.
LABOR DAY CELEBRATION & CAR SHOW

Request permission to grant approval to the Winnebago County Labor Council to utilize
South Park and facilities on Monday, September 5,2005, from 8:00 am. to 6:00 p.m., for
their annual Labor Day Celebration and Car Show, in accordance with the attached letter
of request.
5.
BLOCK PARTY
Request permission to grant approval to the First Congregational Church to close Brown
Street, from Algoma Boulevard to the alley behind the church, on Sunday, September 18,
2005, from 7:30 am. to 2:00 p.m., for their church block party, in accordance with the
attached Block Party Request Form.
6.
OSHKOSH WEST HOMECOMING PARADE
Request permission to grant approval to Oshkosh West High School to utilize city streets
and facilities on Friday, October 7, 2005, from 4:30 p.m. to 6:00 p.m., to accommodate
their annual Homecoming Parade, in accordance with the attached letter of request.
7.
LOURDES HOMECOMING PARADE
Request permission to grant approval to Lourdes High School to utilize city streets and
facilities on Friday, September 29, 2005, from 6:30 p.m. to 8:00 p.m., to accommodate
their annual Homecoming Parade, in accordance with the attached letter of request.
8.
UW-OSHKOSH MOVE-IN DAY
Request permission to grant approval to the University of Wisconsin-Oshkosh to utilize
city streets and to change the traffic patterns on various city streets on Sunday and
Monday, September 4 and 5, 2005, from 9:00 am. to 4:00 p.m., to accommodate the
students moving into the dorms on the UW-O campus, in accordance with the attached
letter of request.
9.
BREAST CANCER AWARENESS RUN/WALK
Request permission to grant approval to the Kappa Lambda Chapter of Zeta Tau Alpha
at the University of Wisconsin-Oshkosh to utilize Opera House Square, city streets and
facilities, and to close Market Street, from High Avenue to Algoma Boulevard, on
Saturday, October 1, 2005, from 8:00 am. to 12:00 noon, to hold their Breast Cancer
Awareness Run/Walk, in accordance with the attached letter of request.

The members of the 20o/Fox Cities Take Back the Night planning committee
would like to request permission of the City Oshkosh to hold the fifteenth annual
Fox Cities Take Back the Night rally and march in the city of Oshkosh on
September 28th, 2005.

This will be the tenth year the event will be held in Oshkosh. The event will begin
with a gathering at 6:00pm at Grand Opera House Square 'If 'J- ~ .~. The
rally will start at 6:30pm followed by the march to begin at approximately 7:00pm.
The march route will travel down Algoma Boulevard past the Christine Ann
Center, ending at Reeve Union on the UWO campus. The reception will be held
on the second floor of Reeve Union.
The support we have received from the City of Oshkosh is sincerely appreciated
and we are hoping to once again have your support in our efforts. If you have
any questions please contact Heather Holly, Fox Cities Take Back the Night

Dear City Manager,
The residents of Laager Lane have planned our 14th annual block party for
Saturday, August 20, 2005. This neighborhood event is schedules to begin at
3:00 p.m. and in the past years have ended just after sunset. Because of the
number of children on our street and the events planned, it is our request to have
the entrances to Laager Lane from Knapp Street and Orchard Lane barricaded
during the time of the party. As Laager Lane is not a major thoroughfare, we feel
it would be much safer for the residents - especially the children - and will not
disrupt major traffic flow.
If you have any question or need any further information, please feel free to
contact me at the above number. We look forward to receiving a positive
response to our request and the city's provision of barricades to block the street
on Saturday, August 20, 2005.

BLOCK PARTY REQUEST FORM FOR STREET CLOSURE
The purpose oJ a BLOCK PARTY is to provide social interaction among block
residents in order to strengthen a neighborhood. Closing of a street for such a
party should not adversely impact any of the street's residents. The timeframe
for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m.,
must be affirmed by the Oshkosh Common Council, and be based upon a
recommendation from the City Manager. This form should be filled out
completely and returned to the City Manager's Office in time for appropriate
action by the City Council.

Dear Mr. Wollangk:
On behalf of the Winnebago County Wisconsin Labor Council I would like to reserve South Park and its
facilities for our annual Labor Day Celebration and Car Show, September 5, 2005.
Our Labor Day Celebration is an event open to the community. We will again be serving food, drink and
refreshments, and the proper city permits will be obtained. Live music will also be provided.
We would need the large park pavilion for set up the night of September 4th, and the park from 8:00 a.m. to
6:00 p.m. on Labor Day, September 5th.
Thank you for your consideration of our request. We hope you, and the members of the Oshkosh Common
Council, will be able to attend our event.

Dear Mr. Wollangk:
I am writing on behalf of the Oshkosh West High School Student Council Homecoming
Committee. With the school year rapidly approaching, we are busy planning for our West
fest. As always, we are planning to incorporate a homecoming parade from West High
School to Titan Stadium, and I am asking the city council to approve the route. The
parade will take place at 5:00 PM on Friday, October 7th and will hopefully come to an
end by 5 :30 PM. The route will be the same as it has been for the past number of years
with the starting point being on the North end of the North parking lot at West High
School. It will then turn left and go West on Taft to Westfield. The parade will run from
Westfield to Witzel, going south. Upon reaching Witzel, the parade will turn left and
head East until it reaches Josslyn. It will then turn left and head North on Josslyn to Titan
Stadium. The police department has been notified.
I would like to thank you in advance for the use of the city streets and facilities that allow
us to hold this annual event.

I am writing in regards to the student move in for the 2005-2006 school year at UW Oshkosh,
Freshman will move in on Sunday, September 4, 2004 and the remaining students will move in on
Monday, September 5, 2004, We are requesting permission to make the following traffic changes to
assist with the move in: .
North West Lincoln Ave. - be made a One-Way Street between Elmwood Ave. and Cherry St., with
traffic flow West to East.
Cherry St. between West Lincp.ln Ave., and West Irving Ave.; - be ITladeaOne-Way Street with
traffic flow North to South. "'. ' . '
Elmwood Ave. between Algoma Blvd. and West Lincoln Ave. - be made a One-Way Street with
trafficflow South to North..
Osceola St. between Algoma Blvd. and High Ave. - be made a One-Way Street with traffic flow
North to South.
The changes would be in effect from 9:00AM to 4:00PM òn both days. Street barricades and signs will
be used to inform motorist of the changes and major intersections will be manned by student parking
attendants.

Dear City Manager and Members of the Oshkosh City Council:
In recognition of Breast Cancer Education and Awareness Month, the Kappa Lambda
Chapter of Zeta Tau Alpha at the University of Wisconsin Oshkosh is planning a 5K
Run/WalkIRoIl. I have already spoke with the Parks Department and have reserved the
Opera House Square as the starting point of the race. This letter is to request your
approval of use of Opera House Square and city streets on Saturday, October 1,2005.
The race route will be identical to the 5K Diversity Run that was held this last spring.
Beginning at Opera House Square we will go down Algoma Boulevard to Vine Street,
Vine Street to High Avenue and High Avenue back to Opera House Square. We would
like Market Street between High Avenue and Algoma Boulevard to be closed.
The race will begin at 8:30 a.m. and will be a total of 3.2 miles or 5 kilometers. The
above-mentioned streets on our route will only be in use for the race for approximately
45 minutes to one hour after the race begins. Entertainment will also be provided for the
community and our participants with a free concert by Pandora's Groove, a local steel
drum band.
Being titled "Zeta Tau Alpha Think. Pink. 5K RunlWalk/Roll," our goal is to raise $5,000
to be donated toward our national foundation for Breast Cancer Education and
Awareness.
We would like to make this an annual event that will continue to raise awareness and
raise money for such a worthy cause. I look forward to working with the City of
Oshkosh and hosting a meaningful event that will increase the awareness of breast cancer
and how it affects the millions of people who have been touched by it one way or
another. .
