BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. GREATER DOWNTOWN OSHKOSH SIDEWALK SALE Request permission to grant approval to the Greater Downtown Oshkosh Association to close the 400 block of North Main Street, from Church Avenue to Algoma Boulevard, on Wednesday, August 10, 2005, from 7:00 a.m. to 5:00 p.m., for the Annual Downtown Oshkosh Sidewalk Sale, in accordance with the attached letter of request. BLOCK PARTY 3. Request permission to grant approval to the residents of Wheatfield Way to close the 1400 block of Wheatfield Way, from Ruschfield Drive to Timothy Trail, on Sunday, August 14,2005, from 1 :00 p.m. to 6:00 p.m., for a neighborhood block party, in accordance with the attached Block Party Request Form. 4. BLOCK PARTY Request permission to grant approval to the residents of Harvest Court to close Harvest Court at its intersection with Golden Iris Drive on Saturday, August 6, 2005, from 3:00 p.m. to 10:00 p.m., for a neighborhood block party, in accordance with the attached Block Party Request Form. 5. BLOCK PARTY Request permission to grant approval to The Spirit Zone of the Fox Valley, Inc. to close Nebraska Street, from 10th Avenue to 11 th Avenue, on Saturday, September 10, 2005, from 3:00 p.m. to 8:00 p.m., for a neighborhood block party, in accordance with the attached letter of request and Block Party Request Form. 6. DOMESTIC VIOLENCE AWARENESS Request permission to grant approval to students from UW-Oshkosh to utilize Opera House Square and facilities, and to close Market Street, from High Avenue to Algoma Boulevard, on Sunday, July 31, 2005, from 11 :00 a.m. to 1 :00 p.m., for a demonstration to enhance public awareness of Domestic Violence, in accordance with the attached letter of request. 7. CHILDREN'S DAY PARADE Request permission to grant approval to the Oshkosh Jaycees to utilize South Park and facilities, and surrounding city streets, on Sunday, August 7,2005, from 10:00 a.m. to 6:00 p.m., for the 73rd Annual Children's Day Parade, in accordance with the attached letter of request. 8. WMHI BIG EVENT Request permission to grant approval to Winnebago Mental Health Institute to close Butler Avenue, between Treffert Drive and Sherman Road, and Treffert Avenue, between South Drive and Butler Avenue, on Saturday, September 10,2005, from 7:00 a.m. to 4:00 p.m., for their all-day picnic, in accordance with the attached letter of request. 9. Main Street to vehicular traffic on Wednesday, August 10th from 7 a.m. - 5 p.m. to accommodate the annual downtown Sidewalk Sale that is scheduled for that date. This will be a one day event and was scheduled to coincide with the weekly Wednesday "Live at Lunch" concerts series in Opera House Plaza. The majority of the sale will be taking place in the 400 block ofN. Main Street and a number of merchants from outside of the 400 block will be setting up their merchandise at designated locations within the 400 block. I would also anticipate that a number of other downtown merchants from outside of the 400 block will be displaying their merchandise on the sidewalk in front of their stores throughout downtown. BLOCK PARTY REQUEST FORM FOR STREET CLOSURE The purpose of a BLOCK PARTY is to provide social interaction among block residents in order to strengthen a neighborhood. Closing of a street for such a party should not adversely impact any of the street's residents. The timeframe for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m., must be affirmed by the Oshkosh Common Council, and be based upon a recommendation from the City Manager. We would like to hold this event at the Grand Opera House Sundial on Main Street on July 31, 2005 starting at 11 :00 am until approximately 1 :00 pm. The Jaycees will be hosting this 73nd annual event on Sunday, August 7th from 10 am to 6 pm. The parade will assemble at 10:00 am in the Old Franklin school park area at 6th Street and Idaho Avenue. The parade will then go eat on West 6th Avenue to Ohio Street, and south on Ohio Street to West South Park Avenue.. We will then go west on South Park Avenue to Georgia Street and North on Georgia Street to the South Park entrance. I will be in contact with the Community Service Officer of the Oshkosh Police Department to coordinate the intersection blocks, guards and park coverage. Proceeds from this, as well as all Oshkosh Jaycees' fund raising events will go back into the community. Programs that benefit will include: Big Brothers and Big Sisters, the Christine Anne Center, Boys and Girls Club and the YMCA's Strong Kids program.
