In addition we request that the City remove pollution and sedimentation that has been and continues to be deposited into the channel from the upstream City drainage area. The Property Owners also request that the City create a maintenance plan for the channel so that a reasonable depth is maintained for boating access for adjacent property owners. We request that this work be included in the Proposed Anchorage Basin Storm Water Improvements Project. The channel was constructed about 40 years ago with the adjacent subdivision development to provide boating access to Lake Wmnebago. Property Owners along the channel paid to construct and maintain seawall and other bank protection that prevents significant erosion into the channel from adjacent properties. However, the channel receives pollution, sediment, lawn clippings and yard waste and trash from the upstream city streets and development. Polluted runoff from upstream gradually ffiled in the improved channel and in the late 1970's the adjacent residents paid to have the channel dredged. Since that time the channel has again gradually ffiled with sediment and is now too shallow for reasonable use for boating access to all properties. An estimate of cost of over $100,000 was recently obtained to restore the channel depth. The City of Oshkosh has proposed to build flood relief improvements in the Anchorage Storm Water Drainage Basin that flows through the above channel and into Lake Winnebago. This project will result in changes to the storm water flow through the channel. We understand the need for protection of property from damage due to storm water runoffbut we request that the project also includes protection for downstream property owners adjacent to the channel. The State of Wisconsin has adopted laws that require the City of Oshkosh to remove storm water pollution from runoff. We request that the City construct pollution control devices and implement maintenance. practices as part of it's proposed flood control project to prevent the deposit of sediment and pollutants into the Anchorage Ct. and Bavarian Ct. channeL The Property Owners that have signed this petition contribute to the storm water utility and City property taxes based on channel frontage. We request CitY of Oshkosh cooperation, assistance and relief from the ongoing deposit of sediment and pollution from the storm water runoff from the upstream drainage basin into the channel.
