A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
BREAST CANCER AWARENESS WALK
2.
Request permission to grant approval to the American Cancer Society to utilize
Menominee Park and facilities on Saturday, October 8, 2005, from 9:00 a.m. to 1 :00 p.m.,
for their Breast Cancer Awareness Walk, in accordance with the attached letter of
request.
3.
COMMUNITY RUMMAGE SALE
Request permission to grant approval to the Winnebago Peace & Justice Center to utilize
Opera House Square and facilities on Saturday, July 16, 2005, from 6:00 a.m. to 6:00
p.m., for a community rummage sale, in accordance with the attached letter of request and
memorandum from Parks Director Tom Stephany.

FOX JAZZ FEST
Request permission to grant approval to the Jazz Corner Society to utilize Opera House
Square and facilities, and to close Market Street, from High Avenue to Algoma Boulevard,
on Wednesday and Thursday, August 31 and September 1, 2005, from 4:00 p.m.
Wednesday to 10:00 p.m. Thursday, for their Fox Jazz Fest, in accordance with the
attached letter of request and memorandum from Parks Director Tom Stephany.
5.
ELKS SHEEPSHEAD FISHING TOURNAMENT
Request permission to grant approval to the Elks Club to utilize Rainbow Park and
facilities on Saturday, July 16, 2005, from 5:00 a.m. to 7:00 p.m., for their Elks
Sheepshead Fishing Tournament, in accordance with the attached letter of request and
memorandum from Parks Director Tom Stephany.
6.
DISC GOLF TOURNAMENT
Request permission to grant approval to the Oshkosh Northwestern to utilize the Red
Arrow Disc Golf Course on Saturday, September 17,2005, from 8:00 a.m. to 5:00 p.m.,
for their Disc Golf Tournament, in accordance with the attached letter of request and
memorandum from Parks Director Tom Stephany.
PMIEVENTS

Request permission to grant approval to PMI to close Court Street, from Ceape Avenue
to the waterfront, on July 6, 13, 19, August 3, 20, 31, and September 1, 2005, from 7:00
a.m. until 11 :00 p.m., to control the parking lots around the Leach Amphitheater, in
accordance with the attached letter of request.

Dear Mr. Wollangk,
On behalf of the American Cancer Society and our volunteers, this letter is being submitted
to request approval by the Oshkosh City Council for the American Cancer Society's 5th
Annual Breast Cancer Awareness Walk to be held at Menominee Park. The walk will be held
on Saturday, October 8, 2005 beginning at 9:00 am. This event has been held in Oshkosh for
the past four years and has been a success in creating community awareness and raising
funds to help fight breast cancer.
Nearly 1.3 million Americans are estimated to be diagnosed with cancer this year, and
11,000 are expected to die from the disease in the state of Wisconsin. With your help, we
plan to change these figures and save lives. Your American Cancer Society has set the
following aggressive goals for the year 2015:
. reduce cancer incidence by 25 percent,
. reduce cancer mortality by 50 percent, and
. measurably improve the quality of life for cancer patients and their families.
We will achieve these goals by funding Research to find a cure, Education for cancer
prevention and early detection, Advocacy to enact laws in support of cancer related issues
, and Service to help patients through their journey. The fundraising efforts of your residents
at this event will help the American Cancer Society to meet these goals. Together, we are
making a difference.
We appreciate your consideration. Please contact me with any questions about this event or

Please find four (4) requests to hold events in City parks:

Winnebago Peace & Justice Center requesting use of the Grand Opera House Square for
their community rummage sale on July 16, 2005 ITom 6 AM to 6 PM. This group has
utilized the park area in the past and there have been no known issues that would prevent
me from recommending that the event be approved.
The Fox Jazz Comer Society requesting the use of Grand Opera House Square on
Wednesday, August 31 st (after 4 PM) and all day on Thursday, September 1 st for a free
jazz festival. Ms. Ryan is working with the representatives ITom PMI for the event on
September 2nd at the Leach Amphitheater. The organizers stated that they would be
applying for the proper permits and our office would also advise them that they will be
required to fulfill all other requirements of a special event on park property.
Jason Ellis requesting use of Rainbow Park for Saturday, July 16, 2005, from 5 AM until
7 PM, for their annual Elks Sheepshead Fishing Tournament. This is an annual event and
I would like to report that the organizers are very cooperative, and that the event should
not present any problems for Rainbow Park and users.
Joe Ryan of the Oshkosh Northwestern requesting use of The Red Arrow Disc Golf
Course on September 17,2005 from 8 AM - 5 PM to host a disc golf tournament to raise
funds for the Partners in Literacy Program. Again, our office would advise them that they
will be required to fulfill all other requirements of a special event on park property.
I would like to recommend that the City Council approve the special events outlined above.

Dear Mr. Stephany,
Subject: Fox Jazz Fest
The Jazz Comer Society is requesting the use of Grand Opera Square on August 31 st and
September 1 st and the use of the Leach Amphitheater on September 2nd. We will be using
the park on August 31 st to set up for the Fox Jazz Fest that will be held on September 1st
in the Grand Opera Square and on September 2nd in the Leach Amphitheater. We have
contacted PMI with regards to using the amphitheater and the concessions and will be
signing a contract with them when our request for use of the park is approved.
The Fox Jazz Fest is a free event for the community that has been held in Menasha for the
past 10 years. This year we are expanding the event to the 1 st and 2nd of September in
Oshkosh and the 3rd and 4th in Menasha. We are really excited to be able expand the
Festival to Oshkosh, and hope to work closely with the city to ensure this free event will
continue in Oshkosh in the years to come. The website www.foxiazzfest.com has
information specific to the 2004 Festival. Please call me directly if you have any

To Oshkosh Parks Dept:
This letter is to request the use of Rainbow Park for the annual Elks Sheepshead Fishing
Tournament on Saturday July 16,2005. The tournament will be run the same as in
previous years. The Elks Club would like the use of the park, including the pavilion, for
the entire day.
The hours ofthe tournament will be 5:00 am to approximately 7:00 pm. We expect an
attendance of 350-400 people, which includes team members and spectators. We will be
serving food, beer, and soda, for which all necessary permits will be acquired. The Elks
requires all participants to sign a liability waiver.
This event is family oriented and the proceeds benefit numerous charities and
scholarships for our area youth. If you have any further questions, please call Jason Ellis
at (920) 231-4689.

This letter is to request permission to use Red Arrow Disc Golf Course on September 17, 2005 from
8:00am to 5;OOpm to host a Disc Golf tournament to raise funds for the Partners in Literacy program
managed through The Oshkosh Northwestern; In conjunction with this toumamentwe would set up
tents and tables before 8:00am on September 17,2005 to use for registration and refreshments.
The Partners in Literacy program provides newspapers to area schools for educational purposes. Many
teachers that use The Northwestern as part of their daily lesson plans regard the newspaper as the most
up to date textbook available, Each school day The Northwestern delivers over two thousand copies to
area schools at a cost of over $250 each day. In order to raise the necessary funds for this program,
The Northwestern solicits donations, runs special in-paper programs, and holds special fundraising
events such as this.
