The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27-23 (A-3)(D)(E) of the Oshkosh Municipal Code pertaining to parking meter regulations is hereby amended as follows: (D) TEN HOUR METERED STREETS Delete Therefrom: Division Street, west side, from High Avenue to Church Avenue. Division Street, west side, from Algoma Boulevard to Church Avenue. Add Thereto: (E) THIRTY MINUTE METERS Add Thereto: Irving Avenue, south side, from 132 feet east of Elmwood Avenue to 216 feet east of Elmwood Avenue. SECTION 2. That Section 27-23 (A-11) of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS ALGOMA BOULEVARD Delete Therefrom: No parking, north side, from North Main Street to Jackson Street. No parking, south side, from Knapp Street to 60 feet east of Knapp Street. Add Thereto: SECTION 3. This ordinance shall be in full force and effect after its passage, publication, and placement of the appropriate signage. MEMORANDUM TO: Richard Wollangk, City Manager FROM: Mark Huddleston, Transportation Director DATE: May 18, 2005 RE: Items Defeated by the Traffic Review Board at their May 10, 2005 Meeting A CITIZEN REQUEST FOR gO-MINUTE PARKING ON THE WEST SIDE OF BEECH STREET FROM CONGRESS AVENUE TO BENT AVENUE BETWEEN THE HOURS OF 8:00 A.M. AND 6:00 P.M. [CURRENT CbNDlTION: UNRESTRICTED PARKING]. This is a request from a citizen. There is a group home located on the northwest comer of Beech Street and Congress Avenue. The group home has the required number of off-street parking spaces, but approximately three times a week there is a meeting and four to five vehicles park on the west side of the roadway. Beech Street is 24 feet wide and parking is banned on the east side of the street. I believe the main concern of the citizen making this request is the lack of parking for the neighborhood park on the east side of Beech Street. I didn't contact the group home, but I hope they will appear at the meeting to explain their parking needs. The local street parking warrants recommend a parking ban on one side of the street, but doesn't address time limits. This is a residential neighborhood so a time limit for parking is appropriate if long-term parking is being misused. DEFEATED BY TRAFFIC REVIEW BOARD (0-7) A CITIZEN REQUEST FOR A STOP SIGN ON BROOKVIEW COURT AT WESTBROOK DRIVE. [CURRENT CONDITION: BROOKVIEW COURT YIELDS TO WESTBROOK DRIVE]. This is a citizen request. This citizen is concerned about traffic turning right from Brookview Court at a high rate of speed as he backs out of his driveway. He lives just south of the comer of Brookview Court and Westbrook Drive. I am not convinced a stop sign will improve his situation, as most motorists will treat this stop sign as a yield sign due to the lack of cross-street traffic. The warrants for a stop sign are as follows: 1) Three or more right angle accidents in a twelve month period. 2) 3,000 or more vehicles per day entering the intersection. 3) A severe sight distance problem. There have not been any accidents at this location in the last three years. The City of Oshkosh conducted a traffic count in April 2005. The results are shown below: Page 2 AVERAGE DAILY TRAFFIC BROOKVIEW COURT AND WESTBROOK DRIVE APRIL 2005 Street Direction Averaqe Dailv Traffic Brookview Court Westbrook Drive Eastbound North bound/South bound 293 431 The total amount of traffic entering this intersection is 724 vehicles per day. This level of traffic doesn't warrant a stop sign. The sight distance is acceptable for a yield sign and a stop sign isn't warranted due to a severe sight distance problem.
