BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. FAIRE ON THE GREEN 2. Request permission to grant approval to the Paine Art Center and Gardens to close Congress Avenue, from Algoma Boulevard to Elmwood Avenue, on Sunday, July 10, 2005, from 6:00 a.m. to 5:00 p.m., and that "no parking" signs be placed on Congress Avenue the night before, to accommodate their Faire on the Green event, in accordance with the attached letter of request. IN THE CLUTCH BASKETBALL TOURNAMENT 3. Request permission to grant approval to the Oshkosh Boys & Girls Club to close one-half block of Broad Street, from Parkway Avenue to the end of the Boys & Girls Club property, on Saturday September 10, 2005, from 9:00 a.m. to 6:00 p.m., for their In the Clutch basketball tournament, in accordance with the attached letter of request. 4. UW-OSHKOSH HOMECOMING PARADE Request permission to grant approval to the University of Wisconsin-Oshkosh to utilize city streets and facilities on Saturday, October 22,2005, from 8:00 a.m. to 11 :00 a.m., for their annual Homecoming Parade, in accordance with the attached letter of request. 5. BLOCK PARTY Request permission to grant approval to the residents of Grove Street to close Grove Street, from Custer Avenue to Tennessee Avenue, on Sunday, July 3, 2005, from 12:00 noon until 12:00 midnight, for a neighborhood block party, in accordance with the attached Block Party Request Form. BLOCK PARTY 6. Request permission to grant approval to the residents of Iowa Street to close Iowa Street, from South Park Avenue to 1ih Avenue, on Saturday, July 16, 2005, from 12:00 noon to 12:00 midnight, for a neighborhood block party, in accordance with the attached Block Party Request Form. . BLOCK PARTY Request permission to grant approval to the residents of Rahr Avenue to close Rahr Avenue, from Lane Street to Lake Winnebago, on Saturday, June 25, 2005, from 4:00 p.m. to 8:00 p.m., for a neighborhood block party, in accordance with the attached Block Party Request Form. . Box 1130 Oshkosh, WI 54903,-1130 Dear Mr. Wollangk, As you are aware and per the copy of the attached letter, the City Council has approved our request to close Algoma Boulevard, from New York Avenue to Congress Avenue, on Sunday, July 10,2005 from 6:00 a.tn. to 5:00 p.m. and that "no parking" signs be placed on the street the night before, to accommodate our Faire on the Green event. At this time, in addition to having Algoma Boulevard closed, I would like to request that the council grant permission to close Congress Avenue during that same time period, from 6:00 a.m. to 5:00 p.m. on July 10 for the same event and that "no parking" signs be placed on Congress Avenue, as well as Algoma, on the night before. From our experience, Congress Avenue is extremely congested during the morning hours when vendors will be trying to unload their vehicles prior to the time of the event. The same congestion occurs again after 4:00 p.m. when the vendors who have participated in the event will be trying to pack up their vehicles to leave the event. . In addition, many of the visitors attending our event as well as the event at the Public Museum park their vehicles east of Algoma Boulevard and walk to the two events with Congress Avenue experiencing a large flow of pedestrian traffic. It would be to the safety of those pedestrians that Congress Avenue be closed while those two events are in operation. I would appreciate your consideration ofthis request at your next city council meeting on June 14 and to let me know the decision as soon after as possible. We are looking forward to building off of the positive momentum last year's event brought. This year's tournament will take place September 10th at the Boys & Girls Club of Oshkosh from 9:00 a.m. until 6:00 p.m. The club is located at 501 East Parkway. We are requesting to close a half block of Broad Street from the Parkway corner to the end of our property. This area blocks no residences and would help in securing the safety of all our participants. Registration tables, food vendors, and the possibility of some games and activities would be set up in and along side of this blocked off area. As in the past, a parade is one of the highlights of our festivities. Therefore we are requesting your approval of the following route through the City of Oshkosh. Parade Assembly: From 8:00 - 10:00 a.m. Winnebago Courthouse parking lot. (Pending approval given by County Executive Mark Harris.). The parade will proceed from the Courthouse parking lot onto Algoma Boulevard, down Algoma Boulevard to Woodland Avenue where the parade will disband. This route will alleviate using High Avenue and Wisconsin Street. The parade will begin at 10:00 a.m. and should reach the disbanding area by approximately 10:45 a.m. Upon your approval of this route, we will notify and work with Police Captain Jay Puestohl regarding supervision of the parade.
