HomeMy WebLinkAbout05-146.doc APRIL 26, 2005 FIRST READING MAY 10,2005 SECOND READING 05-128 05-146 ORDINANCE (CARRIED 6-0 LOST LAID OVER WITHDRAWN PURPOSE: TRAFFIC REGULATIONS INITIATED BY: TRANSPORTATION DEPARTMENT A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27 -7(A- 8), 27-23(A-11) AND 27-44(A-3)(D) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO THROUGH STREETS DESIGNATED, PARKING METER REGULATIONS ON DESIGNATED STREETS AND ALLEYS AND 10-HOUR PARKING METER REGULATIONS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27-7 (A-8) of the Oshkosh Municipal Code pertaining to through streets is hereby amended as follows: A-8 THROUGH STREETS DESIGNATED Delete Therefrom: W. 10th Avenue at its intersection with Michigan Street. W. 10th Avenue at its intersection with Rugby Street and Michigan Street. Add Thereto: SECTION 2. That Section 27-23 (A-11) of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS DIVISION STREET Add Thereto: 90-minute parking, east side, from High Avenue to Algoma Boulevard between the hours of 9:00 am. and 6:00 p.m. daily except on Sundays and New Year's Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day and Christmas Day. KNAPP STREET No parking, east side, from 4th Avenue to 28 feet north of 4th Avenue. Add Thereto: APRIL 26, 2005 FIRST READING 05-128 ORDINANCE CONT'D MAY 10,2005 SECOND READING 05-146 MAIN STREET Delete Therefrom: Add Thereto: SYCAMORE STREET Add Thereto: 7TH AVENUE Add Thereto: No parking, east side, from Ceape Avenue to Otter Avenue. 90-minute parking, east side, from Ceape Avenue to Otter Avenue between the hours of 9:00 am. and 6:00 p.m. daily, except on Sundays and New Year's Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day and Christmas Day. No parking, both sides from Koeller Street to th Avenue. No parking, south side, from Sycamore Street to 18 feet east of Sycamore Street. SECTION 3. That Section 27 -44(A-3)(D) of the municipal code pertaining to parking meter regulations is hereby amended as follows: A-3 PARKING METER REGULATIONS (D) TEN HOUR METERED STREETS Delete Therefrom: Add Thereto: Division Street, both sides, from High Avenue to Church Avenue. Division Street, west side, from High Avenue to Church Avenue. Division Street, east side, from Algoma Boulevard to Church Avenue. SECTION 4. This ordinance shall be in full force and effect after its passage, publication, and placement of the appropriate signage. MEMORANDUM TO: Richard Wollangk, City Manager FROM: Mark Huddleston, Transportation Director DATE: April 20, 2005 RE: Items Defeated by the Traffic Review Board at their April 12, 2005 Meeting A POLICE DEPARTMENT REQUEST FOR NO PARKING ON THE WEST SIDE OF DIVISION STREET FROM 20 FEET SOUTH OF IDA AVENUE TO 35 FEET NORTH OF IDA AVENUE. [CURRENT CONDITION: NO RESTRICTIONS]. This is a request from the Police Department. A new business has located on the east side of Division Street and employees have started to park on the west side of Division Street near Ida Avenue. The vehicles are parking very close to the intersection and have ,created a sight distance problem for eastbound traffic on Ida Avenue. The most common cause of accidents at this type of intersection is restricted sight distance. The Board has been very successful in reducing accidents at stop sign controlled intersections by removing parking. This is a low volume intersection, so the parking removals can be minimal. There have not been any accidents at this intersection in the last year. However, I still believe that parking should be removed to the north and south of Ida Avenue. I have recommended limited parking restrictions, but if accidents should become an issue further parking could be removed. DEFEATED BY TRAFFIC REVIEW BOARD (3-4)
