BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. BLOCK PARTY 2. Request permission to grant approval to a resident of South Park Avenue to close Minnesota Street, from the corner of South Park and Minnesota to the end of his lot (approximately 150') on Minnesota, on Saturday, June 4, 2005, from 12:00 noon to 10:00 p.m., for a neighborhood block party, in accordance with the attached Block Party Request Form. MISS WISCONSIN PARADE 3. Request permission to grant approval to the Miss Wisconsin Parade Committee to utilize city streets and facilities on Wednesday, June 22,2005, from 5:30 p.m. to 7:30 p.m., for the Miss Wisconsin Parade, in accordance with the attached letter of request. 4. BLOCK PARTY Request permission to grant approval to the residents of Evans Street to close Evans Street, from Nevada Avenue to Custer Avenue, on Saturday, June 11, 2005, from 1 :00 p.m. to 10:00 p.m., for a neighborhood block party, in accordance with the attached Block Party Request Form. 5. ALCOHOL & DRUG FREE STREET DANCE Request permission to grant approval to the Kornerstone Club to close 10th Avenue, from Oregon Street to Nebraska Street, on Saturday, June 4, 2005, from 12:00 noon to 10:00 p.m., for their Alcohol and Drug Free Street Dance, in accordance with the attached letter of request and Block Party Request Form. FISHING DERBY 6. Request permission to grant approval to the Georgia Pacific Corporation to utilize Rainbow Park and facilities on Saturday, June 4, 2005, from 6:00 a.m. to 4:00 p.m., for a fishing derby, in accordance with the attached letter of request and memorandum from Parks Director Tom Stephany. 7. CLOSING OF WASHINGTON AVENUE & IRVING AVENUE Request permission to grant approval to the Canadian National Railroad to close Washington Avenue at the railroad tracks for one week beginning on May 18, 2005, and Irving Avenue at the railroad tracks for one week beginning on May 25, 2005, for track repairs, in accordance with the attached letter of request. 8. LEGION RIDERS PARADE Request permission to grant approval to the American Legion Riders Association to utilize city streets and facilities on Sunday, September 11,2005, from 10:30 a.m. to 2:00 p.m., for their annual parade, in accordance with the attached letter of request. Closing of a street for such a party should not adversely impact any of the street's residents. The timeframe for the street closure should fall sometime between 9:00 a.m. and 1 0:00 p.m., must be affirmed by the Oshkosh Common Council, and be based upon a recommendation from the City Manager. The event is a fishing derby to be organized and promoted by the Georgia Pacific Corporation. The fishing derby is, essentially, a non-public event - there will not be food or beverage items for sale, nor any special event activities to participate in, except for those involved with the derby. There are no known issues that would prevent me from recommending the event stated above. Therefore, I would like to recommend that the City Council approve the special event, as requested. The purpose of the "Legion Riders" is to participate in ceremonies that are in keeping with the aims and purposes of the American Legion. The "Legion Riders" have provided Color Guards and Service Flag Displays for events in many cities, both within and outside of Wisconsin during the past few years. It has been both an honor and a privilege to be allowed to perfonn these duties for the various events. To show our appreciation for the men and women currently serving in our nation's military services, the Legion Riders are requesting permission to hold another parade through downtown Oshkosh. The parade will be "A Salute to Our Troops V". The parade will be held on Sunday, September 11th, 2005 and will begin at 12:00 Noon. Assembly of participants would be scheduled to begin at approximately 10:30 AM. Staging would be in the area of Court Street south of Ceape St. and in the adjacent lots. The route would be as follows: West on Otter Ave. to Main St. - North on Main St. to Irving Ave. - East on Irving Ave. to Hazel St. - South on Hazel St. to Washington Ave. - East on Washington Ave. to the American Legion. This is the same route that is used for the 4th of July parade with the exception of the last few blocks leading to the American Legion. Invitations would be open to all interested motorcyclists, many of whom would be displaying patriotic flags. Also invited to attend will be active military and veteran organization members from a number of groups. Invitations will be extended to the local Police, Fire, and Sheriff's Departments as well. The parade would be limited to vehicular traffic only, however, in order to facilitate the orderly movement of all participants. The American Legion Riders Association would be honored to help provide an opportunity for the citizens of Oshkosh to show their support of those men and women who choose to proudly wear a military unifonn of the United States of America.
