BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. SUNDAY SCHOOL PICNIC Request permission to grant approval to First English Lutheran Church to close Minnesota Street, from 10th Avenue to 11th Avenue, on Sunday, June 5,2005, from 12:00 p.m. to 3:00 p.m., for their Annual Sunday School Picnic, in accordance with the attached block party request form. 3. LIVE AT LUNCH Request permission to grant approval to the Oshkosh Commercial Development Corporation to close Market Street, from High Avenue to Algoma Boulevard, every Wednesday, from June 1 through September 14,2005, from 10:00 a.m. to 3:00 p.m., to accommodate their Live at Lunch series, in accordance with the attached block party request form. 4. GRAND OPERA HOUSE PERFORMANCE SEASON KICK-OFF Request permission to grant approval to the Grand Opera House to utilize Opera House Square and facilities, and to close Market Street, from High Avenue to Algoma Boulevard, on Saturday, July 9,2005, from 9:00 a.m. to 6:00 p.m., for the public announcement of the Grand's 2005-06 performance season, in accordance with the attached letter of request and memorandum from Parks Director Tom Stephany. 5. NEIGHBORHOOD WATCH Request permission to grant approval to the residents of West 4th Avenue to close West 4th Avenue, from Dakota Street to Idaho Street, on Saturday, May 21, 2005, from 12:00 noon to 2:00 p.m., for their Neighborhood Watch, in accordance with the attached block party request form and letter of request. . Request permission to grant approval to the Winnebago Peace & Justice Center to utilize Opera House Square and facilities the first Saturday of every month, beginning May 7, 2005 and ending on September 3,2005, from 8:00 a.m. to 5:00 p.m., for community, educational and fundraising events for the WPJC, in accordance with the attached letter of request. . Closing of a street for such a party should not adversely impact any of the street's residents. The timeframe for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m., must be affirmed by the Oshkosh Common Council, and be based upon a recommendation from the City Manager.
