BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. FESTIVAL OF SPRING Request permission to grant approval to the Paine Art Center & Gardens to close Congress Avenue, from Algoma Boulevard to Elmwood Avenue, on Saturday, May 21, 2005, from 6:00 a.m. to 5:00 p.m., and that "no parking" signs be placed on the street the night before, to accommodate their Festival of Spring, in accordance with the attached letter of request. 3. FAIRE ON THE GREEN Request permission to grant approval to the Paine Art Center & Gardens to close Algoma Boulevard, from New York Avenue to Congress Avenue, on Sunday, July 10, 2005, from 6:00 a.m. to 5:00 p.m., and that "no parking" signs be placed on the street the night before, to accommodate their Faire on the Green, in accordance with the attached letter of request. 4. SHANTY TOWN Request permission to grant approval to Americorps, Shelter for Life and the American Red Cross to utilize Opera House Square and facilities, and to close Market Street, from High Avenue to Algoma Boulevard, on Saturday and Sunday, May 14 & 15, 2005, from 10:00 a.m. Saturday until 12:00 noon Sunday, for their Shanty Town event, in accordance with the attached e-mail of request. 5. WALLEYE FEST Request permission to grant approval to the Otter Street Fishing Club to utilize Menominee Park and facilities on Friday, Saturday and Sunday, June 17 through June 19, 2005, for their Walleye Fest event, and for the exclusive use of the two large docks in Millers Bay from 12:01 a.m. on June 17 until 6:00 p.m. on Sunday, June 19 for the purpose of running this event, in accordance with the attached letter of request. 6. SENIOR TRIATHLON Request permission to grant approval to the Oshkosh Seniors Center, Recreation Department and YMCA to utilize city streets and facilities on Friday, May 6, 2005, from 8:00 a.m. to 10:00 a.m., for their Senior Triathlon, in accordance with the attached letter of request. 7. MAYOR'S BREAKFAST Request permission to grant approval to the Mayor's Breakfast Committee to close the drive -up lane of the Oshkosh Convention Center from 1:00 p.m. on Thursday, July 28, 2005 to 1:00 p.m. on Friday, July 29, 2005, and to allow free parking in the lots on Pearl, Ceape and Otter on July 29 from 6:00 a.m. to 10:00 a.m., to prepare and hold the Sixteenth Annual Mayor's Breakfast, in accordance with the attached letter of request. 8. LIVE AT LUNCH Request permission to grant approval to the Oshkosh Chamber of Commerce and Oshkosh Commercial Development Corporation to utilize Opera House Square and facilities every Wednesday, from June 1 through September 14, 2005, from 10:00 a.m. to 3:00 p.m., for their Live at Lunch series, in accordance with the attached letter of request and memo from Parks Director Tom Stephany. 9. AUTO COLLECTORS CAR SHOW Request permission to grant approval to the Central Wisconsin Auto Collectors to utilize South Park and facilities on Sunday, June 26, 2005, from 6:00 a.m. to 5:00 p.m., for their annual car show, in accordance with the attached letter of request and memo from Parks Director Tom Stephany. 10. HOOK A CURE FISHING TOURNAMENT Request permission to grant approval to the Cystic Fibrosis Foundation and the Oshkosh Bass Masters Club to utilize Millers Bay, Menominee Park and facilities on Sunday, September 11, 2005, from 5:00 a.m. to 5:00 p.m., for their Hook A Cure Fishing Tournament, in accordance with the attached letter of request. 11. Box 271 • 1210 Ceape Avenue Oshkosh, Wisconsin 54902 March 17, 2005 City Manager Wollangk City Hall Oshkosh, WI 54901 Dear Sir, The Otter Street Fishing Club is the sponsor of Walleye Fest 2005, to be held at Menominee Park on June 17,18,& 19th. Each year we have encountered problems with access to the two large docks in the park. Boats tied up at those docks remain there and prevent access by the over 340 boats registered for the tournament. We are informed by the police department that the current ordinance allows boats to remain at these docks up to 18 hours. We would like to request the City Council to grant an exclusive use permit to the Otter Street Fishing Club for these docks from 12:01 am on June 17th until 6 pm Sunday, June 19th for the purpose of running this event. The Fishing Club has contributed half the funds to construct these docks and would greatly appreciate their exclusive use during these three days. We thank you for granting this request last year and ask your consideration again this year. Also a copy of the permit (if granted) for on site use is requested. I have worked with both organizers in different capacities in the past. Their groups have been excellent to work with and have been responsive to directives in regard to their events and park use. The Car Show will be run the same as in previous years. The Club would like the use of the entire Park for the day. We would like the Large pavilion Saturday 25 to set up. The hours of the Car Show will be 7 :00am to 4:00pm. It will consist of about 350 antique cars and trucks, vendors, food, soda, beer, and a DJ playing oldies music. An estimate of about 4000 spectators through the day. The Central Wisconsin Auto Collectors have a one million dollar liability insurance coverage. The club also has the required permits for beer and other sales. This event is family oriented and the proceeds benefit the Bays and Girls Club of Oshkosh. The tournament will be run under the direction of both myself (Director of Development for the Cystic Fibrosis Foundation) and tournament chairman, Mike White, member of the Oshkosh Bass Masters Club. About the Oshkosh Bass Masters: The Mission of the Bass Masters group is to provide a platform on which bass anglers can exchange ideas, techniques, and sportsmanship in order to become better anglers. Through open tournaments, casting kids events and other community initiatives, they strive to increase youth and public awareness of bass fishing as a major sport: The club encourages its members to convey courtesy, honesty, sportsmanship, and good conservation practices in order to perpetuate the quality of bass fishing to anyone who may come in contact with them. About the Cystic Fibrosis Foundation: The Cystic Fibrosis Foundation is a dynamic voluntary health organization dedicated to helping children and young adults fight cystic fibrosis (CF). Founded in 1955, the mission of the CF Foundation is to assure the development of the means to cure and control CF and to improve the quality of life for those with the disease. The CF Foundation tirelessly pursues its mission by supporting innovative research to discover and develop new therapies and by funding and accrediting a nationwide network of specialized care centers. Cystic fibrosis (CF) is a genetic disease affecting approximately 30,000 children and young adults in the United States. Never in the history of the CF Foundation have our opportunities for curing the disease been as great as they are today. Since the discovery of the CF gene in 1989, research has accelerated at a rapid pace! Now, the median age of survival for a person with CF is more than 32 years. In fact, CF can no longer be considered a "childhood disease." For the first time, more than one -third of the CF patient population is 18 years or older. We' would setup Saturday April 30, 2005. We will not need shelter just electricity which we have run from the shelter by the restrooms in the past. We would also request that there would be some garbage cans available to assure that we can leave the area clean. In the past we have not had garbage cans available. I would also like to request Menominee Park for August 6 & 7, 2005. We would setup on Friday August 5, 2005. Again we would not require a shelter but electricity which the power box is located close to our setup area. We again would request some garbage cans to assure we can leave the area clean when we leave the park. If we could have some park benches at this event as we generally have a big crowd. We could use twenty to thirty benches for the public. We have insurance and will provide the city of proof of insurance as we have in the past. These events will be under the chairmanship of Jim Coon 5600 North Ballard Rd, Appleton WI 54913. TFM Promotions Ltd. has eleven years of experience in all aspects of fishing tournament direction. We had been involved in directing and promoting Master's Walleye Circuit (MWC) Tournaments on Lake Winnebago and Green Bay for seven years, prior to organizing our own circuit, The Midwest Walleye Series in 2002. The Midwest Walleye Series has enjoyed three years of continued growth, both in number of anglers, and reputation. In these tournaments we handle all aspects of initiating and promoting the events. This includes tournament entry and registration, pre - tournament rules and guidelines communications, and tournament direction. Eight years ago we started the Mills Fleet Farm/Ranger Boat Walleye Open, which is now the third largest tournament on Lake Winnebago. In addition to the Midwest Walleye Series, TFM Promotions has managed this tournament exclusively. Our experience also includes a former two day event on the Petenwell Flowage, which was successfully maintained for four years. This tournament has since been replaced by the Championship event for the Midwest Walleye Series. We also support the Mercury National Walleye Tournament with entry, registration, and administrative assistance. TFM Promotions also prides itself on what is given back to the environment. A conservation fund is associated with each tournament, providing funding for approved local projects at or near our tournament sites. The anglers also have the opportunity to offer and vote on other conservation projects, or groups to support. Any remaining funds are donated to Walleyes for Tomorrow, a non -profit group dedicated to the maintenance of walleye populations and habitats on the Fox/Wolf watershed. We also use the Oshkosh High School Booster Club to assist us in the successful operation of the tournament and in turn give them ten dollars per team to be used to offset cost of their equipment and uniforms. Granted Permission the tournaments will be held on the above dates and we will follow all rules, leave the park as clean or cleaner, and we will provide proof of insurance.
