WASHBURN STREET, SOUTH OF AND ADJACENT TO 425 N. WASHBURN STREET (A) JASON FARRELL, PETITIONER (C) BERGSTROM AUTOMOTIVE, OWNER PLAN COMMISSION RECOMMENDATION: INITIATED BY: All found to be consistent w/standards set forth in Section 30-11 (0) & approved w/conditions as noted BE IT RESOLVED by the Common Council of the City of Oshkosh that conditional use permits are hereby granted for the following properties under Section 30-11 of the Oshkosh Zoning Ordinance, and that said permits are granted with conditions, if any, as noted for each respective property. (A) 2300 S. Washburn Street, Jason Farrell, petitioner A conditional use permit to allow motorcycle, A TV, snowmobile and personal watercraft sales and services only, with the following conditions: 1 ) 2) No outside storage of parts, vehicles waiting for service/repair, junked vehicles or any other related equipment shall be permitted at the site. Parking of vehicles for service or sales be restricted to the paved parking areas and designated spaces as shown on the site plan. A refuse enclosure area be constructed in compliance with section 30-35(1)(4) before occupancy is approved. Servicing of vehicles is prohibited in areas outside of service bays within the principal structure. 3) 4) (C) N. Washburn Street, south of & adjacent to 425 N. Washburn Street; Bergstrom Automotive, owners A conditional use permit for automobile sales and service, per the attached "Exhibit C", with the following conditions: 1 ) A minimum 4 ft. high berm be installed along the rear property line. Said berm shall be planted with a four seasons hedge or solid fence a minimum of 5 ft. in height. Planning Services Division staff approval of all exterior sound systems. Oshkosh, WI 54904 Phone# (920) 426-1790 Tenant Speed Tech Motorsports Business Owner: Jason Farrell 890 Graceland Drive #6 Oshkosh, WI 54904 Phone# (920) 420-8060 Proposed Use of Property Property will be used for Speed Tech Motorsports owned by Sole Proprietor Jason Farrell of who was the owner of 2 Wheel Authority which was located on 96 Waukau Ave. Oshkosh, WI from 3/04 - 11/04. The businesses name changing to Speed Tech Motorsports is a Powersports Industry Business which provides service, parts, future sales of used motorcycles & ATV's, and accessories for the powersports industry which includes Motorcycles, ATV's, Snowmobiles, and Watercraft. The building's structural layout & location & current zoning work out great for our new business. The front of the building which totals 1500 sq. ft. has ample area for parts, accessories, & sales. Parts & accessories will be displayed on walls and floor stands. There are 2 separate rooms which we will be able to utilize for parts storage & offices. The shop area which is separated from the customers & offices by double doors behind a future customer counter is a total of 2200 sq. ft. The shop has plenty of sufficient room for our mechanics to service customer's machines. The shop area will have motorcycle, ATV, and Snowmobile pneumatic lifts to service our customer's machines. . There will be an assortment of tool boxes & machining tools for servicing needs. The , building already consists of an Air Recovery System. We would like to propose that we be able to display Vehicles (i.e. motorcycles, scooters, ATV's) for sale outside during business hours only. The vehicles will be stored inside after business hours. Existing Use of Property . fr\t;O The property is currently vacant. Former tenant was Auto Glass Specialist of which" went bankrupt. "EXHIBIT N' cont I d Waste Materials Removal Waste Oil is kept inside in 13 gallon drums which get disposed of properly along with Antifreeze. Used TIres will be disposed of at possibly neighbor business "Pomps" weekly to keep from putting any tires outside and creating a mess. Dumpster will be kept at the east end of the parking lot in a unused area in the lot by the overhead sign and picked up weekly by Onyx Waste Management. Proiected Number of Employees & Daily Customers The projected # of Employees will be 4-5 in the first year moving up to 6-7 employees after 2-3 yrs of being in this location. ' Daily Customers should be approximately 20-50 throughout the day depending on what day of the week. Parkina Area Desiçmation We have a joining parking lot with our neighboring Chimesee Castle Daycare Company. Building owner Jim Condor has worked out an arrangement in case of parking lot overflow where we can use a minimal amo,unt of parking spaces if needed for temporary parking. We will have on our property ~H1arked parking spots. They are already painted and parking is in a brand new paved blacktop parking lot accessible from Washburn St. . Affects to Adjoining Properties Noise. & Hours of Operation Hours of Operation Monday & Thursday lOam - 8pm Tuesday - Wednesday - Friday lOam - 7pm Saturday 9am - 3pm Sunday l1am - 3pm Sunday hrs will be tried in the beginning month of the business. If successful we will stay at those hours otherwise close Sundays. Our hrs should not bother our neighboring businesses since we are in a industrial area. The neighboring Chimesee Castle Daycare is not open on the weekends. We will talk with the Chimesee Castle Daycare business owners and come to verbal agreements on parking overflows of theirs or ours. Although we are in an industrial location we will work with the neighboring Chimesee Castle Daycare Company with their sleep times or reading times if applicable to keep the noise if any down during that period. The highway will generate more noise than our shop. Our previous location on Waukau Ave was adjacent to a residential area did not get any complaints with the city although we had residential neighbors. We developed .' "EXHIBIT A" cont I d relationships with our neighbors and kept after hrs time quiet. Our previous location had a professional & clean look all the time. No garbage or junk outside. Being alongside a major gateway to Oshkosh with Highway 41 & 44 it is apparent that a professional quality business be located there. We won't disappoint the City of Oshkosh and would one day like to set a standard in quality & professionalism in our area. That is a key to the growth and maintenance of our business and achieving a solid customer base. Compatibilities with proposed use withadiacent & other properties in the area The business is in an industrial location on the highway. Speed Tech Motorsports will attract revenue for other area businesses such as gas stations, restaurants & possibly neighboring business Toys for Trucks. Many powersports industry customers patronize their type of business. Many of our customers are from surrounding counties & areas of Wisconsin & neighboring states which will bring extra revenue to our area. We suspect that some travelers on Highway 41 will stop in to see what we have to offer them and might stop at restaurants or gas stations since they are already here. Traffic Generation We will generate minimal traffic on Washburn St. as compared to what is already there. There seems to be a low number of cars that travel on Washburn St. for the double lanes that are already there. There shouldn't be any problems with traffic flow from our business in this location. Sianage There already consist of a 16'x9' sign on the premises which will be designed with the business logo. Design is provided in this proposal. The highway sign will be lit during darkness during and after business hrs. There is an inner lit sign on the rear of the business which will be utilized stating what Brands for services we provide. The front of the building will consist of a sign made of alumilite and fastened to the building. Design logo provided. Front sign will also be lit in hrs of darkness during & after business hrs. Signage will be provided by Farrell Signs and Graphics a company owned by Jason Farrell's father. Signs will be of professional top quality grade & look and will comply with city zoning rules. .. "EXHIBIT A" cont I d About Speed Tech Motorsports We are a new & growing small business in the City of Oshkosh and would like a chance to become a large successful business in the area that can bring more jobs and help our area grow. Oshkosh is fast growing city and needs a great powersports shop to serve East Central, WI location with their Powersports needs. Owner Jason Farrell is professional person who is a business owner and professional motorcycle racer who is known throughout the U.S. for his great motorcycle racing abilities. He is currently contracted to race for Team Safety First racing in theAMA Pro Series. The team is owned by Police Investigator Kevin Hansen of Chicago, IL. Jason attends schools & malls throughout the year for promotional shows on Safety for Children. "Putting helmets on Kid's" is the team's slogan. Jason is in the works to possibly doing presentations at local schools & malls promoting Safety for children also. He along with others professional racers will be signing autographs at this proposed future business site prior to a local race in Elkhart Lake, WI. We will drive customers from all over the state to attend this event. We also became known for holding weekend riding events that we would like to continue. We promote safe riding tactics and also promote safe riding equipment. "Teaching safe riding skills", "How motorcycles work", and "Motorcycle riding classes & A Special Women's riding class" is also in the works at our future business. We also promote the Motorcycle Safety Foundation and encourage riders without licenses to get the proper credentials. The powersports industry is one of the biggest & fastest growing industries in the U.S.A. Jason Farrell along with his team of friends, family, & employees want to supply & inform our area communities Powersports parts, service, & accessories and the knowledge to use this equipment wisely and safely; Closing We will take whatever actions necessary to make this business pass building inspections for our zoning requirements.
