YMCA 5K RUN/WALK Request permission to grant approval to Oshkosh Community YMCA to utilize city streets and facilities on Saturday, April 30, 2005, from 7:00 a.m. to 12:00 noon; for their 5K Run/Walk, in accordance with the attached letter of request. 3. ALZHEIMER'S ASSOCIATION MEMORY WALK Request permission to grant approval to the Alzheimer's Association to utilize Menominee Park and facilities on Saturday, September 17, 2005, from 6:30 a.m. to 12:30 p.m., for their 8 Annual Memory Walk, in accordance with the attached letter of request. 4. AUTUMN FEST Request permission to grant approval to the Winnebago County Parks Department to allow horse travel in the Winnebago County Park on Saturday, September 17, 2005, from 7:00 a.m. to 7:00 p.m., for their Autumn Fest Celebration, in accordance with the attached letter of request. 5. OUTBOARD MOTORBOAT RACES Request permission to grant approval to the Badger State Outboard Association to utilize Menominee Park and facilities on Saturday and Sunday, September 3 and 4, 2005, from 11:30 a.m. to 7:00 p.m., for their Outboard Motorboat Races, in accordance with the attached letter of request. 6. SHELTER TREK Request permission to grant approval to the Oshkosh Area Humane Society to utilize Menominee Park and facilities, and to allow dogs in the park, on Saturday, September 10, 2005, from 8:00 a.m. to 1:00 p.m., for their annual Shelter Trek, in accordance with the attached letter of request. We are planning a 5K run/walk for this spring and request your approval for the use of city roadways. It will be held in the neighborhood of the 20 Ave YMCA on Saturday, April 30, 2005. We plan for runners and walkers to be on the course from 9:00 AM to 10:30 AM. Including set -up and takedown the maximum timeframe we need would be 7:00 AM to 12:00 PM. Returning to the YMCA on 20 Ave we would again immediately cross 20 Ave at the Oakwood Rd intersection and use the right eastbound lane. A map of the course is enclosed. Some of the facilities available in the park include softball diamonds, rugby and soccer fields, tennis courts and an archery range. Situated near the middle of the site is the County's 3.5 acre supervised swim beach. The park also contains 4 shelters that may be reserved for family picnics and other gatherings. Additional facilities include 2 fishing lakes and a 9 acre fenced area available for off -leash pet exercise. As a way of celebrating this special resource that is the mainstay of the County Park System, the Parks Department will be sponsoring AUTUMN FEST on the grounds of the Community Park on Saturday, September 17, 2005. This event is expected to draw spectators and participants from the entire region that want to take part in the fun and activities being planned. With proceeds . going towards rehabilitation efforts within the Community Park, the celebration will feature: Music and entertainment, food, kids fishing contests, a disc golf clinic, an art fair, inflatable games, an arts show /sale, a kite fly -in, a petting zoo, karate demonstrations, a craft & antique show, Winnebago County Safety Day, and much more. In order to add to the uniqueness of this event, the Parks Department will be prohibiting vehicle traffic on the park roads during both days. Instead, park visitors will be encouraged to take a leisurely stroll through the grounds and enjoy all that Autumn Fest has to offer. As a special feature, the Parks Department will also have available several "people movers" running between the main Expo parking lot and around the entire Community Park road system. Page 1 of 2 Page 2 of 2 Because one of the "people movers will involve a horse drawn carriage ride, the Winnebago County Parks Department asks for the City's consideration in allowing horse travel within the Community Park during Autumn Fest. Cedar Ridge Ranch of Ripon will be running this activity and will be carrying event insurance. Your support in the past has been greatly appreciated. Enclosed is the proposal for the 2005 race. Proposal for Oshkosh Regatta 2005 Badger State Outboard Association (BSOA) proposes a two -day event of outboard motorboat races at Oshkosh, WI (Miller's Bay) on Sept 3` and 4 2005. The event is sanctioned by APBA (American Power Boat Association) and shall consist of various classes and divisions of outboard race boats. The two -day event will include testing of race boats from 11:30 am to 12:00 pm with racing starting after 12:00 pm until finished no later than 7:00pm. A BADGER STATE SHALL BE RESPONSIBLE AS FOLLOWS: 1.To conduct the races and handle all race related duties, such as: A. Secure APBA Sanction and Insurance Liability coverage B. Selection of Officials C. Setting out and removing the course (buoys) D. All race equipment, such as buoys, anchors, rope, scales, flags, timing equipment, starting clock, communication radios, etc E. Handle all race entry income and disperse all expense and award monies. 2. A minimum of three (3) patrol and safety boats. BSOA will arrange for divers if required. 3. Erect a suitable judge's stand and inspection area. Only authorized personnel by the Race Director or Referee is allowed. 4. Erecting a suitable P.A. system for race announcing and local advertisements. 5. Race event schedule - race schedule will be determined by the race committee after all entries are in. The water will be opened periodically for traffic if required. BSOA reserves right to cancel regatta if in the judgement of race officials, weather or water conditions are prohibitive. 6. Coast Guard - BSOA will make the necessary arrangements with the Coast Guard on Federal waters. 7. Arrangements for ambulance to be at race by 11:30 am each morning and is expected to be on site until 7:00 pm, if necessary (unless local sponsor agrees to secure ambulance services). The ambulance is not to be on call for non -boat race usage and a second ambulance is to be available on 15 minutes notice if the first ambulance must leave with an injured driver. 8. BSOA is currently planning to provide food and beverage concessions. The organization may contract these services through local nonprofit community organizations. BSOA will work with Park Department to ensure all regulatory requirements are met for sale of food and alcoholic beverages. 9. BSOA may work with a local nonprofit community organization to provide live musical entertainment after the races. PARK DEPARTMENT WILL BE RESPONSIBLE AS FOLLOWS: 1. BSOA will work with Park Department to secure all necessary park, river/lake, ramp etc, permits to allow event to happen. 2. Provide sufficient space to permit drivers to launch their boats and adjust their motors, including the race site. 3. Provide sufficient space for Judges Stand (approx. 120 sq ft ) and inspection at waters edge ( approx, 40 sq ft) 4. Provide sufficient space for overnight accommodations for motorhomes, vans, cars and tenting. 5. Provide sufficient rest room facilities for spectator convenience. 6. Box 113-0 Oshkosh, WI 54903 Dear Tory: I am writing to request the use of Menominee Park for the annual dog walk coordinated by the Oshkosh Area Humane Society, called Shelter Trek. The event is being scheduled for Saturday, September 10, 2005 from 8:00 a.m. to 1:00 p.m. We expect approximately 800 area residents to participate in this annual event. Our Shelter Trek walk serves as a major fundraiser for our organization. In 2004, we were able to raise $23,000 to help support ourprograms and services. We are fully aware of the ordinance prohibiting dogs in our city parks; however, as was allowed for 2004, we are requesting a special allowance for this event. We again plan to erect a large tent North of the soccer field, will request park benches and garbage barrels and we also plan to again post US flags throughout the park and guarantee their removal I have attached a copy of our dog requirements. As you will notice, our policies state that pets must be current on vaccinations, licensed, leashed and under control at all times. Also, owners must clean up after their pets and we do provide bags. Volunteers walk the path ensuring these policies are followed, but in the 11 years of conducting this event, we never once had someone disregard our policies. For your dog's safety, we encourage the participation of dogs who are accustomed to regular exercise and are well adjusted to crowds and noisy environments with large numbers of people and other dogs. 2. Dogs must be current on all shots and rabies vaccination. 3. Dog must.wear an ID Tag. 4. No dogs in heat. 5. No aggressive dogs. 6. Dogs must be leashed & in control. 7. You must ,pick up after your dog. Encqura _ge others to do the same! 8. A walker can have no more than two dogs under his or her control and children must be 12 yrs or older to walk one dog with adult supervision. 9. We reserve the right to remove any dog from the walk that we feel is posing a threat to the safety of other people and doffs or physically unfit to participate in the walk.
