The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27-44 (A-3)(B)(E) of the Oshkosh Municipal Code pertaining to parking meter regulations is hereby amended as follows: (B) TWO HOUR METERED STREETS Delete Therefrom: Mt. Vernon Street, east side, from Washington Avenue to 81 feet north of Washington Avenue. Add Thereto: Mt. Vernon Street, east side, from Washington Avenue to 107 feet north of Washington Avenue. (E) THIRTY MINUTE METERS Delete Therefrom: Mt. Vernon Street, east side, from 81 feet north of Washington Avenue to 107 feet north of Washington Avenue. SECTION 2. This ordinance shall be in full force and effect after its passage, publication, and placement of the appropriate signage. MEMORANDUM (t) OfHKOfH ON THE WATER TO: Richard Wollangk, City Manager FROM: Mark Huddleston, Transportation Director DATE: February 16, 2005 RE: Item Defeated by the Traffic Review Board at their February 8, 2005 Meeting A CITIZEN REQUEST TO REVERSE THE YIELD SIGNS AT THE INTERSECTION OF BALDWIN AVENUE AND POWERS STREET. [CURRENT CONDITION: YIELD SIGNS ON BALDWIN AVENUE]. This is a request from a citizen. The warrants for a yield sign are as follows: 1) Three or more right angle accidents in a twelve month period. 2) 1,500 or more vehicles per day. 3) Inadequate sight distance. There have not been any reportable accidents at this intersection in the last three years. The traffic volume at this intersection is approximately 400 vehicles per day. The required stopping distance for a vehicle traveling 25 mph is 120 feet. This intersection has approximately 80 feet of sight distance for southbound and eastbound traffic. The traffic split is 83% on Powers Street and 17% on Baldwin Avenue. The reason for this request is to slow traffic on Powers Street between New York Avenue and Irving Avenue. There is a yield sign on Powers Street at its intersection with Sterling Street. I would be hesitant to switch yield signs due to the traffic splits. If the traffic was more balanced I wouldn't have a problem, but it isn't good policy to slow the majority of motorists for the minority. The use of yield signs is not very effective in slowing traffic for any significantqjstance. The recent speed survey on Wisconsin Street at Prospect Avenue shows the speeds within one block of a stop sign were virtually the same as the speed from the uncontrolled distance. It is also likely that impatient drivers view the additional delay caused by unwarranted yield or stop signs as "lost time" to be made up by driving at higher speeds.
