Dear Dick;
I have not been able to locate a copy of the State Building Code from the era that this building
was constructed. However, that code would have no bearing on the issue of installing solid core
doors to each dwelling unit. The order requiring solid core doors to be provided for each
dwelling unit entrance/exit door is a City of Oshkosh Minimum Housing Code requirement that
is retroactive to all rental units in the City. Therefore, regardless of what the code required when
the building was built, these solid core doors must now be provided (with deadbolt locks.)
This can be accomplished by using the same 20 minute doors you use in all of the apartments
you have built in the recent past. It is City policy to allow 90 days to replace up to 4 doors when
it is discovered to be non-compliant before we resort to issuing citations. While this time frame
has already expired, we will allow you an additional 30 days from the date of this letter to
comply. Please keep us posted as to your progress toward compliance in satisfying these code
requirements.
