COMMON COUNCIL MEETING
March 8, 2005

A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2.
WATERFEST CONCERT SERIES
Request permission to grant approval to Waterfest, Inc. to utilize Riverside Park and
facilities from Thursday, May 26 through Thursday, September 1,2005, from 10:00 a.m.
to 1 :00 a.m., for the Waterfest Concert Series. Also to grant approval for Tuesday, June
21, 2005, and on the Wednesdays of June 29th, July 6th and July 13th, during the above
aforementioned hours, in accordance with the attached letter of request.
3.
RIP-RAPPING INSTALLATION
Request permission to grant approval to the owners of property adjacent to Bauman and
Buchanan Streets to install rip-rapping along the city-owned shoreline of the Fox River,
subject to the owners securing Department of Natural Resources approval, and to the
owners installing and maintaining the rip-rap at no expense to the city, in accordance with
the attached letter of request.

10TH ANNUAL WALLEYE WARM-UP TOURNAMENT
Request permission to grant approval to Walleyes for Tomorrow to utilize Menominee
Park and the sailboat docks on Saturday, May 28,2005, from 5:00 a.m. to 5:00 p.m., to
hold their 10th Annual Walleye Warm-up Tournament, in accordance with the attached
letter of request.
SHRINER'S PARADE
5.
Request permission to grant approval to the Wisconsin Shriners to utilize city streets and
facilities on Saturday, July 16, 2005, from 2:30 p.m. until 4:00 p.m., for their annual
Shriner's Parade, in accordance with the attached letter of request.
6.
MUSEUM ART FAIR
Request permission to grant approval to the Oshkosh Public Museum to close Algoma
Boulevard, from New York Avenue to Congress Avenue, on Sunday, July 10, 2005, from
7:00 a.m. to 4:00 p.m., to accommodate the Museum Art Fair, in accordance with the
attached letter of request.

Per your letter of February 24, 2005 responding to our request of January 3, 2005 seeking the use of
Riverside Park and Leach Amphitheater, Waterfest, Inc. now requests the use of Riverside Park, as we have
in the past, unless we hear otherwise from your office.
To reaffirm, Waterfest, Inc. requests to reserve and occupy Riverside Park defined as running from Main
Street on the west to Court Street on the east with Ceape Street on the North and the Fox River to the
South. The area occupied to include all parking and all park facilities other than the Convention Center.
Additionally, we would anticipate that for safety and security purposes Court Street (south of Ceape Street)
would be vacated during Waterfest events.
The Waterfest, Inc. plans to produce its regular season of 15 Thursday evening concert events running each
Thursdayfrom May 26,2005 through September 1,2005. All concerts will be held between the hours of
6:00 and 11:00 p.m. As in the past, the park is requested on the aforementioned dates from approximately
10:00 a.m. the day of the show until 1:00 a.m. the next morning for set-up and teardown functions that
occur. Our request is consistent with our previous year's requests.
Waterfest, Inc. is considering producing or co-producing as many as four special events. Under
consideration is a Summer Solstice Celebration on Tuesday, June 21 and a mini-Wednesday Concert Series
tentatively scheduled for June 29, July 6 and July 13. We request to reserve Riverside Park on these dates
for the same hours as outlined above for performances and set-up and teardown fùnctions.
We ask that the Oshkosh City Council approve this request. If you have any questions or concerns, please

Dear Sir:
We are writing to request our location, Menomonee sail boat docks for the lOth Annual Walleye Warm-up
Toumamentbeing held on May 28, 2005. This tournament has been successfully held for over 20 years.
Last year it came to our attention that Fishing Has No Boundaries was holding an outing on the same day at
the same location. We support Fishing Has No Boundaries and what they are accOmplishing with the
handictlpped. For the success of their tournament we moved our weigh in to th(:') area north of the boat
launch. It is our un<krstanding that they are again holding their outing this year, but have chosen May 20,
2005. While there is no longer a conflict we wish to hold out weigh in back at the sail boat docks. We are
a small tournament of local residents and boost on our success of a high percentage of fish returned into the
local system with the assistance of the Walleyes for Tomorrow release efforts. With the use of the sailboat
docks this can be done very quickly allowing our tournament a successful release. Immediately following
the contestant's fish being weighed they head to tournament headquarters for the presentation of awêU'd$,

Dear Council Members:
Once again this year, we are requesting the use of city streets for
our annual Shriner's Parade, which we hold every year in
conjunction with our Shrine Bowl. The Shrine Bowl is an all-star
high school football game that is held every July at Titan Stadium
in Oshkosh.
We would like to hold our parade on Saturday, July 16, 2005, at
3:00 p.m. Our parade route will be the same as in past years. We
will set up around 2:30 p.m. and expect to be finished by 4:00 p.m.
The actual parade will begin at 3 :00 p.m. I will work with your
Police Department on the final details.
