A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2.
CLOSING A PORTION OF PIONEER DRIVE
Request permission to grant approval to the Oshkosh Police Department to close Pioneer
Drive, from the entrance of the Pioneer Inn to the intersection of 14th Avenue and South
Main Street, on Saturday, February 26, 2005, from 9:00 a.m. to 3:00 p.m., to
accommodate the Special Olympics Polar Plunge, in accordance with the attached letter
of request.

OSHKOSH YACHT CLUB YOUTH REGATTA
Request permission to grant approval to the Oshkosh Yacht Club Sailing School to utilize
Menominee Park and facilities on Monday and Tuesday, July 18 and 19, 2005, from 8:00
a.m. to 11 :00 p.m., for their Youth Regatta, in accordance with the attached letter of
request.
4.
OSHKOSH YOUTH BASEBALL TOURNAMENTS
Request permission to grant approval to the Oshkosh Youth Baseball Organization to
utilize Red Arrow Park and facilities on the weekends of June 3 through 5, and July 15
through 17, 2005, from 8:00 a.m. to 8:00 p.m., for their Youth Baseball Tournaments, in
accordance with the attached letter of request.

It was suggested that I write the two of you with this question. I am part of the Law Enforcement Torch Run
Special Olympics planning committee for our area. We are currently in our planning stages for the Polar Plunge coming
up on Feb 26th. This event is held at the Pioneer ResorUMarina. With the way we had to lay things out this year, we are
seeing a need for pedestrian traffic along Pioneer Rd. we also will be having some light bus traffic as well. Due to this, we
as a committee (mostly police officers from the area) agree that adding in the normal traffic on Pioneer Rd would be a
hazzard for the pedestrian traffic there for the event. We have, in the past, had well over 500 people participate in the
event and then several more there to watch the event.
What we would like to do is to close Pioneer Rd from about 9:00 AM that day until about 3:00 PM the same day.
We propose doing so in this manner: from the north, we would like to stop traffic at the driveway to the Pioneer hotel and
from the south, block traffic at the intersection of 14th Ave / S. Main St not allowing traffic east onto 14th towards the
Marina. I would arrange with Mary Knutson from the OPD Aux unit to have someone at the south end to ensure no
problems there.
If there is another route I need to take for this, please let me know. If we are able to do this, just pass that on as
well.

The Oshkosh Yacht Club Sailing School, a registered non-profit subsidiary of the Oshkosh
Yacht Club, respectfully requests the Council's approval for the use of Menominee Park on
Monday July 18th and Tuesday July 19th, 2005 for a youth regatta. The City of Oshkosh Parks
Department has granted us a pennit for the use of Menominee Park Shelter #1 :ITom the hours
of 8:00 AM to 11 :00 PM on the above dates. Our regatta operations would include the
launching, mooring and storage of approximately 20 boats and trailers, all who will pay
Miller's Bay launch fees as part of their registration. As is typical with most events of this
type, we request pennission for the storage of this small amount of trailers on the grass
directly to the north of the northern entrance to Miller's Bay. Mooring of these boats, as we
have done in the past for much larger regattas without incident, will take place along the
southern shore of Miller's Bay, near Shelter #1. This event will draw youth sailors and their
families :ITom around Wisconsin to both our lake and community. We thank you for your

SUBJECT: Request for fermission to use Red Arrow Park during the weekends of June
3rd - June 5th and July 15 - July 17th.
Dear Council Members:
With your permission, it is our intention of the Oshkosh Youth Baseball Organization
(OYB) to sponsor a baseball tournament on the above mentioned weekends and location.
On the weekend of June 3rd - June 5th, OYB will be hosting an 11 and 12 year old
baseball tournament. On the weekend of July 15th - July 17th, OYB will be hosting a 9
and 10 year old baseball tournament.
All proceeds, after expenses, from this or any other event held by OYB are used to
further expand our organization and capital improvements needed at Red Arrow Park.
During the winter, OYB offers a nine week Winter Training Camp program for all
children between the ages of 5 and 15. OYB offers this program on Sundays and is a
result of the continued growth and interest in our children.
Granted your permission, the Tournament will be held at Red Arrow Park. We will
provide food, soda, and entertaining baseball for the young and old. Last year, our
tournaments were very successful despite the wet weather. All rules and regulations
governing the use of Red Arrow Park will be adhered to. All permits required to the use
of the park have been applied for. We will be insured, as required, to protect all
participants. Details ofthe insurance will be supplied by our Organizations Treasurer,
