ITEM 11: Preliminary Plat for the Creation of a Five-lot Commercial Subdivision Located
at the Northwest Corner of South Washburn Street and West Waukau Avenue
(WHACK on Washburn)

Actions Requested: The applicant requests approval of a preliminary plat for a five-lot,
commercial subdivision.
Applicable Ordinance Provisions: Requirements governing platting are located within Article
XIII, Subdivisions; Sections 30-441 through 30-446 of the Zoning Ordinance.
Property Location and Background:
The subject site includes three parcels totaling about 39 acres. These parcels contain the existing
Oshkosh Outlet Mall, a restaurant building, and a mini golf course.
The Outlet Mall property has frontage on South Washburn Street and West Waukau Avenue. It is
zoned Suburban Mixed Use District with a Planned Development Overlay (SMU-PD). The mini
golf course and restaurant properties have frontage on South Washburn Street and are zoned
Suburban Mixed Use District (SMU).
Applications have been submitted for a zone change request (Item 10), preliminary plat (Item 11),
General Development Plan (Item 12), and Specific Implementation Plan (Item 13). These requests
support redevelopment of the site for a Woodman’s Food Market and future outlot development.
The surrounding area is developed with commercial uses to the north and south along the South
Washburn Street/Interstate 41 corridor, and with the Universal Business Park to the west. The
Comprehensive Plan identifies the site as appropriate for Interstate Commercial use.
Analysis:
The proposed preliminary plat creates five lots: four commercial lots and one outlot. Together,
these lots use the full 39 acres of the existing three-lot site.
Lot 1 is planned for a Woodman’s Food Market. Lot 2 is proposed for a convenience store, fuel
station, and car wash. Lot 3 includes the existing mini golf course on the southern half, which is
expected to remain in operation. The northern half of Lot 3 will be available for future
commercial development. Lot 4 is intended for future commercial outlot development. Outlot 5 is
located along the western side of the site and contains environmentally sensitive areas. This
outlot will primarily be used for stormwater management.
All lots meet the minimum SMU requirements for width, depth, and area, including a minimum
width of 60 feet, minimum depth of 100 feet, and minimum area of 10,000 square feet. The

proposed lots are also consistent with the character of commercial development located to the
north and south along South Washburn Street.
The plat does not include any new street dedications. However, it will formally dedicate the north
half of West Waukau Avenue, which will remove its current status as a road right-of-way
easement.
The Department of Public Works reviewed the availability of City utilities to serve the
development. City water and sanitary sewer service are available from South Washburn Street.
Since the plat does not include new street dedications, civil plans for public improvements are not
required. However, civil plans for internal site improvements will be required and reviewed as
part of the site plan review process.
The Police and Fire Departments reviewed the plat and reported no concerns about serving the
development.
After preliminary plat approval, the applicant will submit a final plat for the entire preliminary
plat area for review and approval. Following final plat approval, the applicant expects to begin
demolition of the existing structures in early 2027.
Recommendation:
Staff recommends approval of the 5-lot WHACK on Washburn Preliminary Plat as proposed.
