HomeMy WebLinkAboutItem 10PLAN COMMISSION STAFF REPORT MAY 5, 2026 ITEM 10: Public Hearing: Zone Change from Suburban Mixed Use (SMU) to Suburban Mixed Use with a Planned Development Overlay (SMU-PD) for properties located at 3015 and 3025 South Washburn Street Applicant: Jim Arneson PE, FoxArneson Construction Owner: Woshkosh LLC Action Requested: The applicant requests a zone change from the existing Suburban Mixed Use (SMU) to Suburban Mixed Use with a Planned Development Overlay (SMU-PD) for properties located at 3015 and 3025 South Washburn Street. Applicable Ordinance: Zoning map amendment - Section 30-381 of the Zoning Ordinance. Property Location and Background Information: The subject site consists of two parcels totaling 2.18 acres. The property located at 3025 South Washburn Street includes a mini golf course, while 3015 South Washburn Street is currently a vacant restaurant building. The properties are zoned Suburban Mixed Use (SMU). The surrounding area consists primarily of commercial uses. The 2040 Comprehensive Land Use Plan recommends Interstate Commercial uses for the subject area. Zone Change: Woshkosh LLC, owns both the subject area and the existing Oshkosh Outlet Mall property. They plan to redevelop the existing outlet mall property to allow for the construction of a full-service grocery store, associated fuel center, and car wash facility. The redevelopment plan also includes the creation of additional outlots to accommodate future commercial development consistent with the overall vision for the site. The proposed zone change to SMU- PD is intended to align with the SMU-PD zoning designation for the larger outlet mall parcel to allow a new commercial plat, which will be addressed as the subsequent Preliminary Plat item. The PD will be available in case the proposed development needs relief from the base SMU District standards. The zone change to SMU-PD will provide consistent zoning with the remaining surrounding properties. Staff is supportive of the proposed zone change to SMU-PD as it will serve to accommodate the proposed redevelopment plans for the subject area and its future development needs. Findings: In its review and recommendation to the Common Council on an application for a Zoning Map amendment, staff recommends the Plan Commission make the following findings based on the criteria established by Chapter 30-381 (D)(2): (a)Advances the purposes of this Chapter as outlined in Section 30-03 as the proposed zone change will result in compatible zoning with the surrounding area. (b)Maintains the desired overall consistency of land uses, land use intensities, and land use impacts within the pertinent zoning districts as the proposed SMU-PD zoning designation will be consistent with the SMU-PD zoning of the neighboring properties. Page 1 ITEM 10: Zone Change – 3015 and 3025 South Washburn Street (c)Addresses any of the following factors that are not properly addressed on the current Official Zoning Map: (i)Factors have changed (such as new data, infrastructure, market conditions, development, annexation, or other zoning changes), making the subject property more appropriate for a different zoning district as a proposal for a commercial redevelopment has been submitted that requires the requested Planned Development Overlay. Recommendation: Staff recommends approval of the zone changes with the findings listed above.
