HomeMy WebLinkAboutItem 2PLAN COMMISSION STAFF REPORT MAY 5, 2026 ITEM 2: Accept Storm Sewer Easement at 3000 West 20th Avenue (Carl Traeger Elementary and Middle School) Applicant: City of Oshkosh Department of Engineering and Utilities Owners: Oshkosh Area School District Action Requested: The City of Oshkosh is requesting the acceptance of a storm water easement that is located entirely on the Oshkosh Area School District property, parcel 91333000000. Currently, this storm sewer helps drain local flows from West 20th Avenue, Oakwood Road, and the school site to the City right-of-way. Property Location and Background Information: The subject property consists of an existing storm sewer and catch basin that runs adjacent to the east property line. This storm sewer and catch basin were installed in 1996 and at the time an easement was only established for 40 feet of it. An easement was not secured for the entire length of storm sewer at that time. Plans have been conditionally approved for a classroom addition and site updates to Carl Traeger Middle School which will utilize the storm sewer. This existing storm sewer drains local flows from West 20th Avenue, Oakwood Road, and the school site to the City right-of-way. West 20th Avenue and Oakwood Road support a wide variety of uses including commercial, industrial, and residential. Existing Storm Sewer Location Page 1 Item 2 – Accept Storm Sewer Easement – 3000 W. 20th Avenue Analysis: The proposed easement will allow the City to utilize the easement area for all purposes related to the municipal storm sewer system. This includes accessing the easement area; installing, operating, maintaining, and replacing any related infrastructure when necessary. The proposed easement will be 40 feet wide, approximately 1,190 feet long, running along the storm sewer starting at the northern edge of easement Doc. No. 935222 heading north towards the City right-of-way, and end at the northern property line of parcel 91333000000. The City Attorney’s Office has prepared a draft of the easement documents. The signed easement agreement will be recorded at the Winnebago County Register of Deeds upon approval by the Common Council.
