ADVISORY PARK BOARD
JANUARY 12, 2026

CALL TO ORDER & ROLL CALL
Vice-Chair Millette called the meeting to order at 6:00 P.M. A quorum was determined to be
present.
APPROVAL OF MINUTES
Motion by Floam for approval of the November 10, 2025 minutes. Seconded by Herman.
Motion carried 6-0.
ANNOUNCE TEAM RETIREMENTS AND INTRODUCE ANNA CANNIZZO,
DIRECTOR OF CULTURAL AND ENRICHMENT SERVICES
Mr. Dallman recognized the retirement of Ray Maurer who served as the Parks Director
for 16 years. Under his direction a long list of projects was completed and are well-noted.
In addition, the Parks maintenance staff will experience the retirements of Bob Stein and
Karey Luft, both highly skilled trade technicians who have served the City for 35 and 30
years, respectively. They will be greatly missed.
Mr. Dallman then introduced Annan Cannizzo, the newly-appointed director of Cultural
and Enrichment Services. Anna spoke about her tenure the Museum since 2014 and the
various roles she has served. She expressed excitement for her new role. Mr. Herman
questioned how her background and the new role fits into the Parks strategic plan. Ms.
Cannizzo stated that while much of this was addressed by Michelle Behnke at the
November meeting, her new role is to make departments like the museum, parks and
library more sustainable with the goal to find ways to be stronger together.

NEW BUSINESS
1) UPDATE ON THE CITY MANAGER’S REORGANIZATION PLAN FOR THE
CULTURAL AND ENRICHMENT SERVICES DEPARTMENT
While much of this was previously addressed, Ms. Cannizzo reiterated that this year will
be a year of collaboration, team work, slow change and building. Mr. Franz questioned
how funds will be prioritized among the three divisions, particularly a concern about park
staffing at the operational level and the chain of command once joined with Public Works.
Ms. Cannizzo responded that all areas are not fleshed out yet. More will be forthcoming
after key managers are in place. Mr. Herman also expressed concern about staffing. Mr.
Dallman added that he will be an advocate for Parks and will work to ensure a smooth
transition. He is confident we can continue to serve at a high level. Mr. Franz commented
that the Parks Department has been asked to do a lot more over the years and there is not
a lot of room for these employees to be shared. Ms. Cannizzo added that resources can be
redistributed or employees cross-trained to account for this. Mr. Millette commented with
change there are always worries, but working collaboratively for what is best for the city is
very important. Mr. Floam closed the discussion by adding that although challenging, he
believes this reorganization is best for the long run.
2) PRESENTATION BY EMILY ROCK, ASSISTANT MUSEUM DIRECTOR/CHIEF
CURATOR, ON LAKESHORE HISTORICAL SIGNS
Ms. Rock presented information about the proposed Lakeshore Park Historical Signage
project that is intended to add historic and educational information in Lakeshore Park.
Design will be based on the Riverwalk interpretive signs. The five themes are:
• Ancestral Lands of the Menominee and Ho-Chunk
• Lakeshore Park Archaeological Excavations
• A Glacial Landscape
• Lakeshore Municipal Golf Course
• Working Waterways (Lumber Industry)
Feedback included Mr. Herman advocating that names of other significant contributors
should be included on the golf course sign, perhaps on a sub-plaque. Another idea to gain
local interest is to have an exhibit at the Museum about the Lakeshore Municipal Golf
Course. Mr. Franz suggested using photos of artifacts found on the signage would be
informative. Ms. Cannizzo pointed out that federal laws protect what can be shared due to
the sensitivity of some of the objects found and that none of the objects found were
complete. She offered that using photos of replicas would be an option.

STAFF REPORTS
PARK SERVICES AND EVENTS MANAGER (Dallman)
Mr. Dallman informed that the final concept of the Reetz ballfield restroom concession
building project will be available in February. There will be a City Council Workshop held
tomorrow (January 13) regarding the Menomonie Park amusement train. Skating at the
Menominee Zoo lagoon is closed this week due to warmer weather, but will hopefully be
open this weekend as temperatures drop. There have been few good weekends this
season. Dr. Eric’s Skate continues to offer free skate rental on the weekend from 12:00pm
to 4:00pm. Weather permitting, the rink is also open 10:00am to 2:00pm on weekdays,
however skate rentals are not available.
LANDSCAPE OPERATIONS MANAGER (Derks)
Mr. Derks stated that tree pruning the west of highway 41 is currently taking place. About
a fifth of the city is assessed for pruning each winter. He suggested a Vision Statement for
the Urban Forestry Strategic Plan that is being developed through the WI DNR Urban
Forestry Grant stating, “To grow a symbiotic tree community.” Comments about this
statement are welcome. State of urban forest is currently in draft form but we have
approximately 90 different species with 50 different genres and 20 different families, so
fairly diverse though 4 species (Crabapple, Norway Maple, Freeman Maple, Japanese Tree
Lilac) still make up 57% of the inventory. We will continue to work on evening out the
species. Recommendations are being made to update Chapter 26 (trees and vegetation
code), including combining tree related codes across all city departments for conformity.
This will make enforcement and penalties easier to manage. Oshkosh is in its 45th year as a
Tree City designee. Special events are planned including a “Read with an Arborist” series
at the library. We applied for a Tree City growth award this year. Oshkosh North is
officially a Tree Campus USA K-12. They hope to maintain it by continuing to hold an
annual Arbor Day event. In preparation for the City’s 50th Tree City in 2031, Mr. Derks is
also looking into establishing a neighborhood recognition program that would recognize
groups who meet five requirements that aim to foster and develop stewardship and
community in association with Arbor Day celebrations.
