RE: Status of Second Floor
The Use Status of the second floor ofthis house has come into question because there does not
appear to be complete records of how the second floor was classified. Specifically, a question
was raised regarding the use of the entire second floor. The following was considered:

The second floor is presently completely finished, not partially finished. However it is
finished with materials not typically used for bedrooms. This is not unique in that there are
many homes in the community where upper floors were finished in a "rustic" manner due to
financial constraints on families.
The entire second floor was / has been used for bedroom purposes prior to the present permit
application based on previous owner's use.
A closet presently exists in the second floor per Planning Division recent inspections.

The present request is to remodel this floor level with new surfaces and subdivide the second
floor into two bedrooms vs. one large bedroom. The proposed remodeling is not increasing the
non-conformance with present day egress or light and ventilation requirements because the entire
second floor was already used for bedroom purposes. The addition of walls to create division
between the two sleeping areas or to create closets is not an increase of the non-conformity.
Therefore, it is determined that the permit application is approved.

DESCRIPTION OF WORK

NOTE TO BIDDERS: The property owner has reviewed and approved these
specifications. To ensure comparability of bids, Bidders must bid the work as it appears
here. All work must be completed in accordance with applicable Building Code
requirements. If the Bidder feels additional work is needed to meet code requirements,
the Bidder is to attach an additional itemized bid for this work to this form. The Bidder is
responsible for all measurements. Selection of color and style, where applicable, are the
choice of the Owner. Any modification of this bid occurring after bid award will require
an itemized change order approved by both the Owner and the City.
Bidders are advised that unless otherwise approved by the City, all bids are to be
submitted by entities acting as a General Contractor. The General Contractor is
responsible for obtaining all required building permits, arranging for required inspections
by staff of the Inspections Services Division and providing entry to the job as needed.
The cost of all required permits is to be included in this bid.
Lead -based paint is known to be present in 75% of homes built prior to 1978. In
September, 2000, new federal regulations went into effect requiring federally - funded
housing units to have Lead -based Paint Risk Assessments to determine Lead -based Paint
Hazards, to use State Certified Lead contractors or workers for rehab work involving
lead -based paint, and to conduct clearance testing after that work has been completed.

1. �`�S • Provide labor and material to remove existing and install new
gable vents that prevent water from entering attic. Install soffit
vents in existing eave side soffits in a code compliant manner.

primary entrance doors. Deadbolt to be of similar or better quality
than Schlage or Yale brands. Owner to select. Material allowance

3. _ �2 Provide labor and material to remove and dispose of all loose or
deteriorated mortar in concrete block joints on the south wall and
install new mortar of similar composition and color to original
mortar in same joints. New mortar shall be tooled to blend with
existing mortar joints.

4. 16Z Provide labor and material to remove existing flooring and install
new vinyl flooring with new underlayment per manufacturer
specifications. Vinyl floor to be a minimum 12m1 or thicker,
comp gable to Congoleum Pacesetter brand. Material allowance of
$ 1 . 5. 2 per square foot of vinyl flooring.
STAIRWELL / BEDROOMS (upper level)

5. Provide labor to remove and properly dispose of the existing walls
and ceilings. Remove built -in dressers and handrail in manner
allowing them to be reinstalled. Keep window components intact.
This includes removal of existing framing material.
6. Provide labor to and material to install new 2x4 framed walls,
batt insulation and venting per code requirements, 1/2" sheetrock
on the walls, and 5/8 "sheetrock on the ceilings taped and ready to
paint. This includes new partition walls to separate the two
bedrooms with one common closet area in the hall. Please see
attached floor plan. Contractor to submit a floor plan showing
proposed room sizes and elevation view with proposed ceiling
heights to City inspectors for approval when building permit is
issued.

7. 1 7:() Provide labor and material to paint new walls and ceilings with
premium quality latex based paint. Owner to pick color(s).
Reinstall existing handrail and built -in dressers.
8. 1 1 7 v Provide labor and material to install new interior flush wood doors
complete with hardware for the two bedrooms and closet. Install
wood trim for the doors and baseboards. Owner to pick style.
Stain or paint per owner request.
PLUMBING
9. f ' o Provide labor and material to properly remove and dispose of
existing water heater and replace with new efficient gas water
heater, including all necessary water lines, safety relief valve, gas
piping, and drip leg.
10. Provide labor and material to properly cap off any foundation
drains entering floor drains or sanitary lines if needed.
11. Provide labor and material to install new sump pump pit in the
basement. This also includes the sump pump, ridgid outflow pipe,
and electric hook -up. Sump pump to discharge out to lawn. (see
electrical section)

kitchen sink fixtures including sprayer. Fixtures to be of similar or
better quylity than Moen or Delta brands. Material allowance of
