11. Do you accept US postmark?
Payments are posted when received per City Ordinance 12-6 and State Statute 74.12.

13. What forms of payments do you accept?
In person forms of acceptable payments are cash and check. Online payments are accepted
with credit/debit card or e-checks, for an additional fee.
14. How do you handle overpayments?
A refund will be mailed to the owner of record on average in 2-3 weeks after payment is
received.
15. How do you handle short payments?
Payments are applied to the tax bill; it is the property owner’s responsibility to ensure

16. What if any Real Estate tax bill installment is not paid on time?
If any of the four installments is not fully paid by its respective due date, the unpaid principal
balance is charge 1% monthly interest calculated from February.
17. Can you waive/forgive some of the interest and penalty I am being charged?
No. Wisconsin state statutes 74.11 & 74.12 set interest and penalties on delinquent tax amounts
and they must be applied equally to all taxpayers. Treasurers do not have the discretion to
waive interest or penalty for hardship or because you have never been late before. There are
only two limited exceptions laid out in state law: Severe Postal Error (very specific situations);
and Active Military Deployment of 90+ days over the period.
18. Who collects your delinquent taxes?
Winnebago County collects after July 31.

21. How do I change my mailing address?
Contact the City Assessor’s Office at (920) 236-5070 or e-mail your change to
assessor@oshkoshwi.gov.
22. How are my taxes calculated?
Your tax bill includes four taxing jurisdictions: the City of Oshkosh, Winnebago County,
Oshkosh Area School District, and Fox Valley Technical College. Each jurisdiction has an
elected council or board that sets its levy. This levy determines the mill rate, which is the ratio
of the levy to the municipality's assessed value. This mill rate is applied to the assessed value
of your property to calculate the tax amount owed to each jurisdiction. The City of Oshkosh
collects the total tax and disburses the appropriate shares to each relevant jurisdiction.
23. Can I dispute my tax bill?
Tax bills are calculated based on the property's assessed value as of January 1st. Each spring,
the Assessor’s Office sends assessment notices if there are changes in assessed value. If you
disagree with your assessment, contact the Assessor’s Office promptly upon receiving the
notice. Once tax bills are issued, the appeal period for assessed value has already ended.
24. Can I apply for a lottery credit after I receive my tax bill?
Yes, the Department of Revenue lottery credit application form, and answers to common
questions, can be found at: DOR Wisconsin Lottery and Gaming Credit Program
Forms are also available at the Collections counter at City Hall. For a credit on your current
tax bill, the form needs to be received by the City of Oshkosh by January 31. If you submit
after that date, you will need to send the late lottery credit form directly to the Department of
Revenue (see #7 at the DOR website listed above.)
25. Where do I find information for income tax credits or other tax credit/assistance I may
qualify for?
The Wisconsin Department of Revenue administers these programs. You will need to contact
them directly. The back of your tax bill lists the contact information for each credit.
