HomeMy WebLinkAboutItem 6PLAN COMMISSION STAFF REPORT MARCH 17, 2026 ITEM 6: Public Hearing: Water Supply Service Area Plan Petitioner/Owner: City of Oshkosh Action Requested: No action by the Plan Commission is required. One of the requirements of the Water Supply Service Area Plan (WSSAP) is to provide the public an opportunity to comment on the plan at a Public Hearing. Under Wisconsin State Statutes, specifically Wisconsin Administrative Code Chapter NR854, a public water system serving a population of 10,000 or more and drawing water from waters of the State must prepare a WSSAP. A copy of the plan was provided to the Town of Oshkosh and Winnebago Area Sanitary District as the City of Oshkosh (City) sells wholesale water to the District. This is the initial plan for the City, and it must be reviewed and updated every five (5) years. The WSSAP is a general planning document intended to be complementary to community comprehensive plans, other more detailed water utility plans, and wastewater utility plans. The WSSAP presents information about existing water sources, water utility infrastructure, service area land use, historical water use, population projections, and future water demands. The Notice of Pubic Hearing was published in the Northwestern on March 1, 2026. Additionally, a notice was placed in the February 13, 2026, City Manager's Newsletter. The WSSAP is available on the City website at: https://www.oshkoshwi.gov/PublicWorks/Resources.aspx Plan Recommendations: Based on the projected population growth, new development, and expansion of the service areas, the WSSAP does not recommend developing new or enlarged water supply sources nor expanding treatment, storage, or conveyance assets. The WSSAP recommends the City’s continued use of risk-based asset management and regulatory compliance drivers to prioritize replacement of and the upgrade of existing assets. Page 1
