ITEM 2: Cul-de-Sac Right-of-Way Dedication for Eichstadt Road Located South of
Freedom Avenue
Applicant: City of Oshkosh Department of Public Works
Property Owner: Wisconsin Independent Christian Schools, Inc.
Action Requested: The City of Oshkosh is requesting the acceptance of the public cul-de-sac
Right-of-Way dedication at the end of Eichstadt Road, south of Freedom Avenue.
Property Location and Background Information: The subject property is currently vacant,
except for existing City utility infrastructure located within an easement. The area includes a
portion of previously vacated Eichstadt Road right-of-way and adjacent property acquired by
Wisconsin Independent Christian Schools, Inc. for development of the Valley Christian School
site.
Development plans for the Valley Christian School are currently under review. As part of the
proposed project, the developer has agreed to dedicate the required right-of-way and construct
the Eichstadt Road cul-de-sac.
Analysis: Because the Eichstadt Road right-of-way to the south was previously vacated,
Eichstadt Road will not be extended further south, creating a long-term need for a permanent
turnaround.
Given the size of the City’s operations equipment and fire protection vehicles, all streets must
either intersect or include a designated turnaround to ensure safe vehicle movements within the
public right-of-way. The proposed cul-de-sac would provide the necessary turning area and
will also help discourage unnecessary traffic from continuing south toward the school site.
Recommendation: Staff recommends approval of the acceptance of the public cul-de-sac Right-
of-Way dedication at the end of Eichstadt Road.
